CITY OF BRUSH! MINUTES OF THE JULY 11, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on July 11, 2016. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Vicky Quinlin Absent: Councilor Kimberly Dykes Also present were City Administrator Monty Torres, Assistant City Administrator Karen Schminke, City Attorney Robert Chapin, Public Works Director Colerick, Police Chief Travis Anderson and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of June 27, 2016, were approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT Mill Street Waterline Project Bid Award Public Works Director Dale Colerick presented the bid for the Mill Street Water Line and requested the Award be given to Ransom Boone Excavating of Fort Morgan, Colorado, in the amount of $168,125.46. Councilor Bain offered a motion, second by Councilor Quinlin to Award the Bid to Ransom Boone Excavating, and authorize the Mayor to sign the documents, for the Mill Street Water Line Project. The motion passed unanimously. Council Proceedings –July 11, 2016 1 FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from June 27-July 11, 2016. The motion was approved unanimously by roll call vote. General Fund $ 82,183.80 Capital Improvement Fund $ 3,708.94 Capital Reserve Fund $ 492.38 Water Fund $ 510,149.63 Trash and Garbage Fund $ 19,286.36 Waste Water Fund $ 18,855.67 Storm Water Fund $ 4,180.54 Golf Course Fund $ 19,732.65 Conservation Trust Fund $ 6,660.00 Community Enhancement Fund $ 743.03 Joslin Needham Fund $ 123,875.36 Payroll and Cafeteria $ 102,002.44 Payroll Liability $ 49,714.30 Disbursements Total $ 941,585.10 STAFF REPORTS Police Chief Anderson • Read the names of the five Dallas officers who recently lost their lives while on duty. • Reported that he had attended several meetings with local law enforcement, individual meeting with employees from the police department, downtown businesses, Rotary and Chamber members. • Reported that the July 4th activities ran smoothly. • He will begin using inmates from the Morgan County Jail for public service. • Has completed the first three sections of the policy manual. • Working to update the website. • Brush Police Department will host an ethics training on September 8. • Recently swore in one reserve officer as the prior officers had resigned. Public Works Director Colerick • Reported that mosquito control seems to working well, with heavy spraying on the south side. Assistant Administrator Schminke • Reported that the Floodplain Update Open House will be held on Tuesday, July 12, at the Mark Arndt Event Center from 4 p.m. until all questions are answered. The city had distributed flyers door to door, provided information on the City’s website, provided an article for newspaper and have placed information on a display board. • The Building Department has received applications for new buildings within the City. Council Proceedings –July 11, 2016 2 Administrator Torres • Reported that Community Service Director Schwindt is in the process of obtaining design and engineering for the golf course parking lot. This will be a partnership with Petteys Foundation. He is also looking to obtain grants for the ball field and the recreation master plan. • The City closed on the Bostron Estate Farm, north east of Brush. Finance Director Gosselink will provide the breakdown of the funds used to purchase. • Reminded everyone of Parks and Recreation Week. • He will be meeting with the Brush School Superintendent to discuss a ballot issue for the school district. MAYOR AND COUNCIL Mayor Schonberger • Thanked City staff for their assistance with the COMOM dental clinic and the recent July 4th activities. Councilor Becker • Received concerns from citizens about parking an RV on the street. Administrator Torres asked Chief Anderson to bring this back at the next meeting. • Received concerns about the lack of handicapped parking at the swimming pool and ball fields. Councilor Bain • Provided a CML update concerning the train horn rulings and it may become easier for the City to obtain the second crossing.
