CITY OF BRUSH! MINUTES OF THE JULY 25, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on July 25, 2016. Mayor Pro Tem Vicky Quinlin called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Pro Tem Vicky Quinlin Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Absent: Mayor Chuck Schonberger Councilor Jeanine Anderson Also present were City Administrator Monty Torres, Assistant City Administrator Karen Schminke, Finance Director Joanne Gosselink, Police Chief Travis Anderson, Community Service Director Lance Schwindt and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of July 11, 2016, were approved as submitted. MANAGEMENT General Fund Loan To Water Fund Finance Director Gosselink recommended the General Fund loan money to the Water Fund for the recent purchase of the Donald Bostron Estate farm. She added that the General Fund cash reserves are healthy and the interest earned from the loan would be $45,862.00. This is significantly more than money that would be earned by a certificate of deposit. Councilor Dykes offered a motion, second by Councilor Becker to authorize the Finance Director to loan money from the General Fund to the Water Fund in the amount of $350,000. The motion passed unanimously. Purchase of a Ladder Truck for the Brush Volunteer Fire Department Finance Director Gosselink presented an opportunity for the City to purchase a 100 ft. ladder truck from West Metro Fire Department. The Brush Volunteer Fire Department provided a memo that described the truck and stated it had met necessary certifications and ISO standards. West Metro will also provide additional equipment and training on the truck. Council Proceedings –July 25, 2016 1 Councilor Dykes offered a motion, second by Councilor Bain to authorize the purchase of the 100 ft. ladder truck from West Metro Fire, in the amount of $75,000. The motion passed unanimously. Administrator Torres added that an IGA between the City of Brush and the Brush Rural Fire Board is forthcoming as the attorneys for both agencies are working together on a lease agreement and in the future a new fire department building. FINANCE City Disbursements Councilor Becker moved, second by Councilor Dykes to approve City bills from July 11-25, 2016. The motion was approved unanimously by roll call vote. General Fund $ 124,711.92 Capital Reserve Fund $ 12,088.81 Water Fund $ 23,229.39 Trash and Garbage Fund $ 11,080.05 Waste Water Fund $ 15,092.67 Storm Water Fund $ 111,702.94 Golf Course Fund $ 17,998.14 Community Enhancement Fund $ 11,632.50 Joslin Needham Fund $ 135.00 Payroll and Cafeteria $ 94,164.50 Payroll Liability $ 34,765.55 Disbursements Total $ 456,601.47 STAFF REPORTS Police Chief Anderson Presented commendations to Officer Garrett Hackett and Officer Jeremy Sagner for a traffic stop that led to a drug arrest on January 23, 2016. City Clerk Strand • Read upcoming meetings and announcements. Assistant Administrator Schminke • Reported a large turnout of citizens at the floodplain open house held at the Morgan County Event Center. The City provided the presentation on our website and has had over 100 views. Council Proceedings –July 25, 2016 2 Administrator Torres • Reported that the City of Brush was chosen by the Lt Governor as a recipient in Colorado Blueprint 2.0, with the focus being a re-use of English feedlot. • Reported on the positive interaction with the Brush Rural Fire Board to proceed on an agreement for a new fire department building. VISITORS AND DELEGATIONS Paul Acosta was not present to provide information on the State Fire Convention that will be held in Brush. He will be scheduled for a later date. Pam Kirby who resides at 710 Ray Street was present and spoke of her father and issues with the police department. MAYOR AND COUNCIL Councilor Becker • Thanked the police chief who is working with the school district on school safety.
