CITY OF BRUSH! MINUTES OF THE OCTOBER 24, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on October 24, 2016. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Absent: Councilor Vicky Quinlin Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Public Works Director Dale Colerick, Finance Director Joanne Gosselink, Police Chief Travis Anderson, Community Service Director Lance Schwindt, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of October 10, 2016, were approved as corrected. Councilor Anderson asked that City Attorney Chapin’s comments concerning Ordinance No. 849-16 be included in the minutes, being that off road vehicles were not allowed to cross state highways, only golf carts. She asked that he research this issue as she believed that new legislation had occurred that would allow off road vehicles to cross state highways. He will research the issue and she said she would too. VISITORS AND DELEGATIONS Brush Area Museum Chairman Steve Rohde was present and thanked the Council for their continued support of the Museum. He addressed the need for storage for the museum. He felt a 1200 square foot building would be adequate to house the various exhibit items as well as a 1917 Model T and a 1944 John Deere tractor. Materials are being stored in five different locations and one of the locations, Central School, had been broken into five times. He had photos to show the damage. The Museum Board felt that if exhibits could be changed over more frequently it would increase attendance through the museum. The barrier to achieving this was the access to all the artifacts. He encouraged everyone to come visit the museum. Council Proceedings –October 24, 2016 1 MANAGEMENT Second and Final Reading of Ordinance No. 851-16, An Ordinance Approving the Lease of Certain Real Estate Owned by the City of Brush for Term of Near Five Years Councilor Dykes offered a motion, second by Councilor Baker to adopt on second reading and publish by title only, Ordinance No. 851-16, An Ordinance Approving the Lease of Certain Real Estate Owned by the City of Brush for Term of Near Five Years. The roll call vote was unanimous. Letter to CDOT Concerning Speed Reduction on Highway 34 in Front of the Hospital. City Administrator Torres presented a letter to CDOT for Council consideration. Councilor Bain offered a motion, second by Councilor Dykes to approve a letter being sent to CDOT request the speed reduction on Highway 34, in front of the East Morgan County Hospital entrance. The roll call vote was unanimous. DOLA Grant Application for the Fire Department Building City Administrator Torres asked for Council consideration in approving the submittal of a grant application to DOLA for the fire department building. Councilor Baker offered a motion, second by Councilor Bain to approve the Application for submittal to DOLA for the fire department building. The roll call vote was unanimous. FINANCE City Disbursements Councilor Anderson moved, second by Councilor Bain to approve City bills from October 10-24, 2016. The roll call vote was unanimous. General Fund $ 56,312.37 Water Fund $ 6,646.77 Trash and Garbage Fund $ 11,229.82 Waste Water Fund $ 10,981.62 Storm Water Fund $ 158,340.31 Golf Course Fund $ 9,708.90 Community Enhancement Fund $ 2,687.66 Joslin Needham Fund $ 7,680.00 Payroll and Cafeteria $ 72,238.30 Payroll Liability $ 30,573.21 Disbursements Total $ 366,398.96 Council Proceedings –October 24, 2016 2 2017 PROPOSED BUDGET CAPITAL ITEMS PRESENTED BY DEPARTMENT HEADS Department Heads presented the 2017 Budget capital outlay projects. STAFF REPORTS Finance Director Gosselink • Announced the Budget Retreat would be held after the regular council meeting on November 14, 2016. Police Chief Anderson • Reported that he received $7,000 in donations for the K9 project and is also pursuing a grant. • An officer is being trained to become a NARCAN instructor. • Provided information that Miles Nordahl was recently arrested. Public Works Director Dale Colerick • Reminded citizens that leaves may be bundled and placed with the normal trash collection. • The Downtown Project is shutting down for the season, it will resume in the spring. The streets affected in the area will be paved. Community Service Director Schwindt • The Course restaurant is booking holiday parties. City Clerk Strand • Highlighted upcoming meetings • Encouraged everyone to register to vote. A polling center will be open on Election Day for assistance. It will be at the Mark Arndt Building at the Morgan County Fair Grounds. City Administrator Torres • Reported on the building activity in Brush; 3 new homes on Howell, 2 permits for duplexes, two individuals have inquired on building on Yosemite, Eben Ezer large expansion, and a Tesla charging station at the Travel Center. Loves plans to go out for bid on their project in March 2017. Hope to complete a SUP for the Converge Clinic by the end of the year. • The school district has expressed an interest in a community garden. Council Proceedings –October 24, 2016 3 MAYOR AND COUNCIL Councilor Dykes • Received a call about the dilapidated garage in the alley across from 7-11. Monty stated that after the first of the year we will begin promoting the Beautify Brush Campaign and staff will continue to identify structures. Mayor Schonberger • Complimented City staff for the fall decorations by the Brush entry signs.
