CITY OF BRUSH!
MINUTES OF THE JULY 10, 2017 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on July 10, 2017. Mayor
Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush
City Hall. The pledge of allegiance was given.
Present on roll call were: Mayor Chuck Schonberger
Councilor Jeanine Anderson
Councilor Rick Bain
Councilor Marlene Baker
Councilor Heath Becker
Councilor Kimberly Dykes
Councilor Vicky Quinlin
Absent
Also present were Administrator Monty Torres, Police Chief Travis Anderson, City Attorney Bo
Chapin, Finance Director Joanne Gosselink, and City Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of June 26, 2017, were approved as submitted.
VISITORS AND DELEGATIONS
Evans Police Chief Rick Brandt presented a CACP executive certification certificate to Police
Chief Travis Anderson. He added that out of 160 police departments across the state only 45
have obtained this leadership certification.
MANAGEMENT
Ordinance No. 856-17
First Reading of Ordinance No. 856-17, An Ordinance Amending Chapter 4 of the Brush
Municipal Code, Increasing the Rate of The City’s Sales and Use Taxes from Three and Six-
Tenth Percent (3.6%) to Four Percent (4.0%) Effective on January 1, 2015.
The Ordinance was introduced by Councilor Anderson. Councilor Dykes offered a motion,
second by Councilor Baker to approve on First Reading Ordinance No. 856-17 and order
publication in full. It was approved unanimously by roll call vote.

Liquor Licensing Authority
Clerk Strand provided options for the liquor license the City holds with the golf course restaurant
and bar, if the property were to be annexed into the city; it is presently in the county. She
explained options were:
Removing council members as officers from the liquor license and have city staff be the officers,
appoint the municipal judge, or attorney or other community members as the liquor licensing
authority or lease out the bar and restaurant, this had not been successful in the past.
Councilor Quinlin offered a motion, second by Councilor Baker to remove council members from
The Course liquor license and appoint staff as officers on the license, and prepare a resolution
to appoint the municipal judge as a hearing officer for the liquor licensing authority for the City of
Brush.
Roll call vote:
For: Schonberger, Bain, Baker, Becker, Dykes and Quinlin.
Against: Anderson.

City Disbursements
Councilor Quinlin moved, second by Councilor Anderson to approve City bills from June 26-
July 10, 2017. The roll call vote was unanimous.

STAFF REPORTS
Police Chief Anderson
• Complemented the band that the police department sponsored at the rodeo dance.
• Reported 683 calls for service.
• Received confirmation that the department received a CBI grant and will receive a finger
printing machine valued between $30,000 - $50,000.

Finance Director Gosselink
• Reported that she helped the Chamber with various activities over the July 4th and
complimented the staff at the Morgan County Fairgrounds as they were very helpful.
City Clerk Strand
• Highlighted upcoming meetings on the calendar.
• Reminded all to attend the candidate informational meeting on Monday, July 31 at city
hall beginning at 5:30 p.m.
City Administrator Torres
• Reported that the various street projects are progressing.
• Reported that a few businesses are upgrading and a he has had a few new business
inquiries.
• Loves Truck Stop recently paid their water and sewer investments fees.
• Asked council to consider their thoughts on storage containers and how they should be
regulated.
MAYOR AND COUNCIL
Mayor Schonberger
• Thanked Officer Blank for his assistance with a matter
Councilor Anderson
• Reported on sessions that she attended at the CML Conference. She asked for an item
to be placed on a future work session; HB 1221 which regulates the number of
marijuana plants allowed.

The July 10, 2017, meeting adjourned at approximately 6:35 p.m.
