CITY OF BRUSH! MINUTES OF THE JUNE 26, 2017 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on June 26, 2017. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Vicky Quinlin Absent: Councilor Kimberly Dykes Also present were Administrator Monty Torres, Assistant Administrator Karen Schminke, Police Chief Travis Anderson, City Attorney Bo Chapin, Finance Director Joanne Gosselink, Community Service Director Lance Schwindt, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of June 12, 2017, were approved as submitted. VISITORS AND DELEGATIONS Cheryl Sanchez who owns property at 120 Clayton Street expressed frustration with a City tree in front of her property which is blocking signage of her building, that is for sale. She is also concerned that the planters are taking parking spaces away from customers. She offered to remove the trees, at her expense. She also spoke on behalf of Misty Genho who owns Brush Hair Company at 303 Edison and would also remove the trees in front of her business as they block her signage. Andrea Spresser who owns 117 and 119 Clayton Street was present in support. She added that there is less parking in the 100 block of Clayton compared to the 200 and 300 blocks. She understands that there is an allocated portion of money paid as an assessment that could be used to fix the planter on the side of the street of her business. Cindy Eller with Colorado Land Company added that these issues prevented the sale to a prospective company. Council Proceedings –June 26, 2017 1 Mayor Schonberger added that staff will look into this. MANAGEMENT Ordinance No. 855-17 Second and Final Reading of Ordinance No. 855-17, An Ordinance Approving the Lease of Certain Real Estate Owned by the City of Brush, Commonly Known as Brush Municipal Airport Hangar for a Term of Five Years, and Declaring an Emergency Councilor Bain offered a motion, second by Councilor Quinlin to adopt on second and final reading and publish by title only, Ordinance No. 855-17. It was approved unanimously. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from June 12-26, 2017. The roll call vote was unanimous. General Fund $ 98,254.74 Capital Improvement Fund $ 3,121.25 Water Fund $ 7,179.10 Trash and Garbage Fund $ 785.94 Waste Water Fund $ 14,053.47 Storm Water Fund $ 55.27 Golf Course Fund $ 9,324.53 Community Enhancement Fund $ 2,099.94 Joslin Needham Fund $ 1,646.96 Payroll $ 98,260.75 Payroll Liability and Cafeteria $ 37,692.33 Disbursements Total $ 272,474.28 STAFF REPORTS Police Chief Anderson • Reported that he recently attended FBI Management Training. • Assisted the Fort Morgan Police Department with a barricaded suspect. • Calls for Service totaled 854. Finance Director Gosselink • Reported that auditors are working here this week and will provide an 2016 audit report to Council at a later date. Council Proceedings –June 26, 2017 2 Community Service Director Schwindt • The new boiler has been installed at the swimming pool. • Record number of those registered for swimming lessons, have had to turn away kids. • Held a successful Fishing Is Fun event. • Summer Sizzler baseball tournament had 36 teams registered. • This weekend was the 35th annual Brush Rush and the 20th Annual Brad Amack Softball Tournament. • A golf tournament was held at the golf course with 24 teams. • A disc golf tournament will be held this weekend along with the Prascher Dasher and kick ball tournament. City Clerk Strand • Highlighted upcoming meetings on the calendar. City Administrator Torres • Reported that the Emerson Street Project is completed. Elm Street is half completed has ADA sidewalks, it is a newly constructed street, the first in many years. • Provided an update on Mill Street Project and added once these projects are finished crews can begin working on maintenance of other streets. MAYOR AND COUNCIL Colorado Municipal League Conference Councilor Bain – Attended a session on marijuana enforcement and the challenges to prosecute the black/gray market that is appearing. Legislation is being considered to only allow twelve plants for medical marijuana Councilor Anderson – She will provide various legislative updates in upcoming meetings because of the volume of information she received. She attended the general luncheon where Governor Hickenlooper spoke and mentioned House Representative John Becker and State Senate Representative Jerry Sonnenberg as being an advocate for rural areas.
