CITY OF BRUSH! MINUTES OF THE JANUARY 8, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on January 8, 2018. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Absent: None. Also present were City Administrator Monty Torres, City Attorney Robert Chapin, Assistant Administrator Karen Schminke, Police Chief Travis Anderson, Finance Director Joanne Gosselink, Marketing Specialist Tyler Purvis, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the December 18, 2017, were approved as corrected to add City Attorney Robert Chapin as attending the meeting, heading on the finance report changed to December 21, 2017, to January 8, 2018, and place the statement of Councilor Anderson being removed from committees from the management item to Council Reports. VISITORS AND DELEGATIONS Brush School District Superintendent Bill Wilson was present to inform Council that as part of the bond issue, the middle school is to be demolished in the summer of 2019, unless another entity could find a use for it. The City should contact him if they are interested in the buildings. Sage Brush represented by Rio Dohm and Brittany Ansay were present to provide information about uses for the prison north of town. They were interested in growing micro greens, hydroponics, medical cannabis nursery, warehousing, business/commercial storage or high end storage units. They also mentioned a use for farm to table type restaurant. Bob Pennington, who resides in the County, was present to thank Council for voting down the temporary work force housing project. Council Proceedings –January 8, 2018 1 Chuck Miller, who resides in the County, thanked Mayor Schonberger and Kimberly Dykes for their service on city council. Jeanette Corbin, who resides in the County, read a letter from Deanna Moos, 719 Ellsworth, Brush, asking Councilor Jeanine Anderson to resign. Jeanette then stated that she also would ask that Jeanine Anderson step down from Council. She added that Council’s actions affect all of us and when you say F the Police you should think of Deputy Zachary Parrish. Ed Lundstrom, who resides at 1016 Edmunds, stated that there was a problem with speeding on Edmunds and would like this addressed. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Dykes to approve City bills from December 11, 2017 to December 21, 2017. The motion was approved unanimously by roll call vote. The motion was approved unanimously by roll call vote. ADJOURNMENT SINE DIE AND CONVENING OF THE NEW COUNCIL Councilor Bain offered a motion to adjourn sine die and convene with the newly appointed council. His motion was seconded by Councilor Dykes and was approved unanimously. OATH OF OFFICE TO NEW COUNCIL City Clerk Andrea Strand administered the Oath of Office to Mayor Rick Bain, Councilors Dana Sherman, Daniel R. Scalise and Jeanine Anderson, Municipal Court Judge Stephen Jones, City Administrator Monty Torres, City Attorney Robert Chapin and Mayor Rick Bain administered the oath to City Clerk Andrea Strand Present on roll call were: Mayor Charles R. Bain Councilor Jeanine Anderson Councilor Marlene Baker Councilor Heath Becker Councilor Vicky Quinlin Councilor Daniel R. Scalise Councilor Dana Sherman Absent on roll call were: None. ELECTION OF MAYOR PRO-TEM Mayor Bain called for nominations for Mayor Pro-Tem. Councilor Quinlin nominated , second by Councilor Baker. Dan Scalise was elected Mayor Pro Tem unanimously. . MANAGEMENT Resolution No. 2018-01 – Official Posting Places Councilor Quinlin offered a motion, second by Councilor Anderson to approve Resolution No. 2018-01, Designation Of A Public Place For Posting Of Notices Concerning Official City Business Of The City Of Brush, Colorado Pursuant To C.R.S. 24-6-402(2)C) and was approved unanimously by roll call vote. STAFF REPORTS Finance Director Gosslink • Reported that she purchased a 2 year CD at Equitable for the Tri Centennial bond. • Reported that our fund balances ended well, we will start 2018 in good shape. She will provide details at an upcoming meeting. Council Proceedings –January 8, 2018 3 Police Chief Anderson • The department assisted Fort Morgan with our K9 involving a barricaded suspect. • Received a $200 donation for community policing. • Total calls for service were 15,908 in 2017. • Officers attended the funeral of Deputy Zachary Parrish. Mayor Bain expressed his appreciation for the department in light of the recent activities that reflect the dangerous jobs they do. Marketing Specialist Purvis • A hotel feasibility study is starting. City Clerk Strand • Announced upcoming meetings and other announcements. Administrator Torres • Reported that the fire department design team met and are working on the final design. Excel Energy will be involved to see if there can be rebates. • Public works continues to work on storm water projects, most recent William Street inlets and catch basins. Edmunds Street, one block from Hospital Road, will be the next. He encouraged residents to contact the City if they experience pour drainage. • Encouraged Council to attend the January 24 presentation by the Mayor of Fort Collins and City Attorney for Centennial. They presented at the CML Conference. Also CML will hold training for newly elected officials that is beneficial. MAYOR AND COUNCIL REPORTS Board Appointments City Clerk Strand read the list of various appointments to Boards and Commissions. Councilor Scalise offered a motion, second by Councilor Quinlin to approve the appointments as presented. It was approved unanimously by roll call vote. Review Council Code of Conduct, was moved to the work session. Reports Councilor Becker • Asked to have the topic of uses at the middle school on an upcoming work session Councilor Anderson • Encouraged Council to attend CML trainings. Reminder that Council Orientation will be held following the regular meeting on Monday, January 22, 2018.
