CITY OF BRUSH! MINUTES OF THE APRIL 9, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on April 9, 2018. Mayor Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Charles R. Bain Councilor Jeanine Anderson Councilor Marlene Baker Councilor Heath Becker Councilor Daniel R. Scalise Councilor Dana Sherman Absent: Councilor Vicky Quinin Also present were City Administrator Monty Torres, City Attorney Robert Chapin, Police Chief Travis Anderson and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the March 26, 2018, were approved as corrected. VISITORS AND DELEGATIONS None. MANAGEMENT Resolution 2018-8 Signatory Authorization on Banking Accounts Councilor Scalise offered a motion, second by Councilor Anderson to approve Resolution 2018- 8 concerning signatory authorization on banking accounts. The motion was approved unanimously by roll call vote. Proclamation 2018-01 Councilor Sherman Introduced Proclamation 2018-1, Councilor Scalise offered a motion to approve the reading and Councilor Baker seconded the motion. The adoption and reading of Proclamation 2018-1 was approved unanimously by roll call vote. Council Proceedings – April 9, 2018 1 Proclamation 2018-1 A PROCLAMATION AFFIRMING APRIL AS CHILD ABUSE PREVENTION MONTH WHEREAS, children are key to the state’s future success, prosperity, and quality of life; while children are our most precious resource, they are also our most vulnerable; WHEREAS, children have a right to thrive, learn, and grow to their full potential; and WHEREAS, the prevention of child abuse and neglect strengthens Colorado’s families and communities and ensures the opportunity for children to develop in healthy, trusting families, schools, and neighborhoods and where that consequently, builds the foundation of society; and WHEREAS, The City of Brush is currently implementing initiatives for improving the safety and well-being of children and families across Colorado; and WHEREAS, we must come together as partners to keep children safe, ensure that the voices of our children are heard by all, and extend a helping hand to children; and WHEREAS, each of us plays a role in the prevention of child abuse and neglect. We encourage anyone concerned about the safety and well-being to report to 1-844-CO-4-KIDS. WHEREAS, I call upon all community members in the City of Brush to provide safe, stable, and nurturing relationships and environments for our children, free of violence, abuse and neglect, we can ensure that Colorado’s children will grow to their full potential as the next generation of leaders, helping to secure the future of this community, state, and nation; and Therefore, I, Charles R. Bain, Mayor of the City of Brush, do hereby proclaim April 2018, CHILD ABUSE PREVENTION MONTH. Approved and adopted this 9th day of April, 2018. (SEAL) Charles R. Bain, Mayor City Clerk Andrea Strand Community Garden Administrator Torres stated that at a previous work session discussion was held to include the Community Garden in the Recreation Master Plan. Councilor Sherman offered a motion, second by Councilor Anderson to include the community garden in the recreation master plan. Council Proceedings – April 9, 2018 2 Discussion: Councilor Anderson asked why a place for the community garden couldn’t be found this year. Administrator Torres responded that it was hoped to find a permanent place for the garden. The motion was approved unanimously by roll call vote. FINANCE City Disbursements Councilor Scalise moved, second by Councilor Sherman to approve City bills from March 26- April 9, 2018. The motion was approved unanimously by roll call vote. General Fund $ 66,963.54 Fire Equipment Fund $ 11,433.54 Water Fund $ 8,841.38 Trash and Garbage Fund $ 6,988.77 Waste Water Fund $ 34,285.94 Storm Water Fund $ 93,945.33 Golf Course Fund $ 7,969.68 Community Enhancement Fund $ 5,500.00 Joslin Needham Fund $ 134,768.55 Payroll $ 68,129.14 Payroll Liability and Cafeteria $ 39,676.81 Disbursements Total $ 478,502.68 STAFF REPORTS Police Chief Anderson • Reported 474 calls for service • The department hosted a Colorado Open Record Class taught by Barbara Case King • Participated in the Morgan County disaster drill with the Colorado National Guard. City Clerk Strand • Announced upcoming meetings and other announcements. • Coordinating with Morgan County concerning the 2020 Census. City Administrator Torres • Reported on the mock drill with the National Guard • Colorado Water Conservation Board is close to completing the final alternative on the Beaver Creek study and he will invite them to Council for the final report. • The company previously interested in starting a solar garden in Brush stated it was cost prohibitive to start here. • Brush Agri Park has interested businesses. An executive session will be held in the future to discuss the terms. Council Proceedings – April 9, 2018 3 • Staff has met with interested buyers of the prison. • Housing interest is rising. Lots in the Westwood Addition are being sold. • The Hotel Study was delivered to the City today. Staff will review and present to Council • A new location for a Verizon Tower will be on the upcoming agenda. City Attorney Chapin • Reminder that we would need to vote to cancel the second meeting in May MAYOR AND COUNCIL REPORTS Councilor Anderson • Thanked the personnel responsible for bringing the City employees’ health fair to East Morgan County Hospital. • Stated that the house on Yosemite looked very nice. • Stated safety concerns of students walking around the high school. Hopes to see a traffic study done with the new schools in that area. . Mayor Bain • Commended the Brush Chamber Foundation on the renovation of the Sands Theatre and its success.
