CITY OF BRUSH! MINUTES OF THE MARCH 26, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on March 26, 2018. Mayor Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Charles R. Bain Councilor Jeanine Anderson Councilor Marlene Baker Councilor Heath Becker Councilor Vicky Quinlin Councilor Daniel R. Scalise Councilor Dana Sherman Absent: None. Also present were Assistant City Administrator Karen Schminke, City Attorney Robert Chapin, Finance Director Joanne Gosselink, Police Chief Travis Anderson and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the March 12, 2018, were approved as submitted. VISITORS AND DELEGATIONS Mayor Bain presented a donation to SARA House in the amount of $500. Executive Director Paula Bragg accepted the donation along with other board members Ken Harrell and Melody Christensen. Brush Rodeo Association also received $2,000 to be used towards fire works for the July 4th rodeo. Board member Joanne Gosselink accepted the donation on their behalf. Brush Chamber Executive Director Melody Christensen provided an update on Central School. She gave a history of the building. She highlighted that it was sold by the school district to Tim White, placed on the National Register of Historic sites in 2001. In 2012 it was listed on Colorado’s Most Endangered Places. In 2016 a Historic Structure Assessment and Feasibility Study was started and concluded in 2017. Colorado Main Street, Department of Local Affairs funded a Market Study. In October 2017, the Chamber Foundation Board voted to acquire the building from the current owner and is in the process of doing so. Council Proceedings – March 26, 2018 1 MANAGEMENT Letter to Brush School District Concerning Brush Middle School Use Councilor Scalise offered a motion, second by Councilor Becker to authorize the Mayor to sign a letter to the Brush School District to open conversations for the City’s use of the Brush Middle School technology/woodshop building. The point of contact would be City Administrator Monty Torres. The motion was unanimously by roll call vote. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Sherman to approve City bills from March 12-26, 2018. The motion was approved unanimously by roll call vote. General Fund $ 54,600.79 Fire Equipment Fund $ 2,500.00 Water Fund $ 12,145.66 Trash and Garbage Fund $ 737.86 Waste Water Fund $ 94,314.49 Storm Water Fund $ 19,314.00 Golf Course Fund $ 3,388.45 Community Enhancement Fund $ 14,500.00 Joslin Needham Fund $ 19,251.50 Payroll $ 28,421.75 Payroll Liability and Cafeteria $ 67,975.67 Disbursements Total $ 317,150.17 Finance Director Gosselink provided a financial overview of the various funds of the City. STAFF REPORTS Finance Director Gosselink • Reported that the City will receive additional funds, approximately $465 from the recycling rebate program. Police Chief Anderson • Reported 484 Calls for Service for the prior two weeks and 510 for the last two weeks. • Mux identified 2 ounces of Meth on an individual. • The department was involved in a pursuit with a stolen car. • 2 people are in custody following a call involving multi-agencies • Provided information about the emergency drill that will occur in Morgan County April 2-5 City Clerk Strand • Announced upcoming meetings and other announcements Council Proceedings – March 26, 2018 2 Community Development Director Schminke • Announced the Arbor Day and 50/50Tree Program. Arbor Day planting will be held at Doty Pond on April 26 at 8:45. MAYOR AND COUNCIL REPORTS Councilor Anderson • Asked Chief Anderson for an update on her case. She wanted people to see her car that was vandalized. He added that he would not discuss her case she could contact the police department. Councilor Baker • Reported on recent Library and Museum meetings she attended. Mayor Bain • Reported that he, Administrator Torres, Brush School Superintendent Wilson met with representatives from Colorado Water Conservation Board to discuss impacts on the school district related to the flood plain. • Wanted to clarify discussion at the last meeting concerning the community garden. The council consensus was to place this item in the Recreation Master Plan for the City. The School District did not back out of their obligation for the community garden. They as well as the city council had concerns of safety with the construction on site.
