CITY OF BRUSH! MINUTES OF THE MAY 14, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on May 14, 2018. Mayor Charles Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Charles R. Bain Councilor Jeanine Anderson Councilor Marlene Baker Councilor Vicky Quinlin Councilor Daniel R. Scalise Councilor Dana Sherman Absent: Councilor Heath Becker Also present were City Administrator Monty Torres, City Attorney Robert Chapin, Finance Director Joanne Gosselink, Fire Chief Tad Anderson, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the April 23, 2018, were approved as submitted. VISITORS AND DELEGATIONS Regan Benson who resides in Akron, CO, was present and asked that Council inventory checks and balances and to be aware of attempts to silence people. She asked to be on the record as asking to define a policy or procedure to investigate the chief of police Zack Schwindt introduced himself as a news reporter for the Brush News Tribune and Fort Morgan Times and will be covering the council meeting. MANAGEMENT Hold Special Meeting May 24, 2018, Cancel May 28, Regular Council Meeting After discussion, Councilor Quinlin offered a motion to cancel the May 28 regular council meeting and hold a special council meeting on Monday, May 21, 2018, at 6 p.m. It was approved unanimously by Council. Finance Director Gosselink added that the finance committee could come into the office on May 29th to sign off on bills. Proclamation 2018-03 Council Proceedings – May 14, 2018 1 Councilor Scalise introduced Proclamation 2018-3; Councilor Sherman offered a motion to approve the reading of the Proclamation and Councilor Quinlin seconded the motion. The adoption and reading of Proclamation 2018-3 was approved by the following vote by roll call: Yes: Mayor Bain, Councilors Baker, Quinlin, Scalise, Sherman No: Councilor Anderson PROCLAMATION 2018-3 A PROCLAMATION AFFIRMING MAY AS FOSTER CARE AWARENESS IN BRUSH, COLORADO WHEREAS, children are key to the state’s future success, prosperity and quality of life; WHEREAS, children have a right to thrive, learn and grow; WHEREAS, foster parents provide the love, safety and stability that young children need in order to overcome past traumatic experiences in order to reach their full potential; WHEREAS, Colorado foster parents are caring for and nurturing more than 2,000 children and youth in foster care today; WHEREAS, we must come together as a community to recognize the important role foster parents play in caring for children who have experienced abuse and neglect, supporting family reunification and building strong communities; WHEREAS, there is always a need for more foster parents in order to ensure children – especially older youth, children with complex needs, and siblings - have a safe, stable home in their community; WHEREAS, there are numerous individuals, nonprofit organizations and public servants who are dedicated to raising awareness about the needs of children and youth in foster care as well as the invaluable contribution of foster parents; and WHEREAS, we all play a role in preventing child abuse and neglect; Therefore, I, Charles R. Bain, Mayor of the City of Brush, do hereby proclaim May as Foster Care Awareness Month in the City of Brush. Approved and adopted May 14, 2018. Charles R. Bain (SEAL) Mayor Sheri Armstrong from the Morgan County Department of Human Services accepted the Proclamation and provided statics of the foster care program in Morgan County. Council Proceedings – May 14, 2018 2 Resolution No. 2018-09 Regarding Water Plant Investment Fees Councilor Sherman offered a motion, second by Councilor Anderson to approve Resolution No. 2018-09; it was approved unanimously by roll call vote. Resolution No. 2018-10 Regarding Wastewater Plant Investment Fees Councilor Scalise offered a motion, second by Councilor Quinlin to approve Resolution No. 2018-10; it was approved unanimously by roll call vote. Resolution No. 2018-11 Regarding Regarding Wastewater Surcharge Fees Councilor Baker offered a motion, second by Councilor Sherman to approve Resolution No. 2018-11; it was approved unanimously by roll call vote. Resolution No. 2018-12 Verizon Special Use Permit Councilor Scalise offered a motion, second by Councilor Sherman to approve Resolution No. 2018-12; it was approved unanimously by roll call vote. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Sherman to approve City bills from April 23-May 14, 2018. The motion was approved unanimously by roll call vote. It will be held at the Morgan County Fair Grounds. City Clerk Strand • Announced upcoming meetings and other announcements. City Administrator Torres • Reported that a totaled police car involved in the semi-truck that caused damaged in Brush will be replaced at an approximate cost of $27,000 plus costs of radio and equipment. • The Brush Agri Park potential business will be discussed at a future council meeting. • The golf course restaurant will open tomorrow • Grass has been damaged on the greens and will need to be replaced. MAYOR AND COUNCIL REPORTS Councilor Anderson • Requested research on banning a police chase through Brush. Mayor Bain • Reported on the volunteer cleanup of Central School and thanked those who participated. Thanked the City of Brush for assisting in the pickup of items. • Thanked the Brush Police Department for their service during National Police Week.
