CITY OF BRUSH!
MINUTES OF THE MAY 21, 2018 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on May 21, 2018. Mayor
Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City
Hall. The pledge of allegiance was given.
Present on roll call were: Mayor Charles R. Bain
Councilor Jeanine Anderson
Councilor Marlene Baker
Councilor Heath Becker
Councilor Vicky Quinlin
Councilor Daniel R. Scalise
Councilor Dana Sherman
Absent: None.
Also present were City Administrator Monty Torres, Police Chief Travis Anderson, Marketing
Specialist Tyler Purvis and City Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of the May 14, 2018, were approved as corrected.
VISITORS AND DELEGATIONS
None.
MANAGEMENT
None.
FINANCE
It was announced that the finance committee should come into the office on Tuesday, May 29th
to sign off on bills.
STAFF REPORTS
Police Chief Anderson
• Assisted Fort Morgan SWAT call involving narcotics and stolen property.
• Reported 496 calls for service.
• Officers will be working weed enforcement.

• The DA cleared the officer who was on leave as a result of an officer involved shooting.
Marketing Specialist Purvis
• Recently attended a social media conference and obtained new information
• Summer events are beginning to be scheduled, encouraged everyone to get involved.
City Clerk Strand
• Announced upcoming meetings and other announcements.
City Administrator Torres
• Distributed a letter received from BM Processors concerning the expiration of their
agreement.
MAYOR AND COUNCIL REPORTS
Executive Session
Executive Session C.R.S. 24-6-402(4)(a), for the purchase, acquisition, lease,
transfer or sale of any real, personal, or other property interest; specifically
potential real estate sale, Brush Agri Park Property.
At 6:10 p.m. Motion by Councilor Scalise , second by Councilor Quinlin to go into an executive
session pursuant to C.R.S. 24-6-402(4)(a), for the purchase, acquisition, lease, transfer or sale
of any real, personal, or other property interest; specifically potential real sale at Brush Agri
Park. All approved.
Mayor Bain announced that the time was 6:33 p.m., and the executive session had been
concluded. The participants in the executive session were: Mayor Bain, Councilors Anderson,
Bain, Baker, Becker, Quinlin, Scalise and Sherman, City Administrator Monty Torres, and
Marketing Specialist Tyler Purvis.
Mayor Bain stated for the record, if any person who had participated in the executive session
believed that any substantial discussion of any matters not included in the motion to go into the
executive session and in violation of the Open Meetings Law, had occurred during the executive
session state their concerns for the record.
Hearing none, Mayor Bain called for motions.
Councilor Quinlin offered a motion, second by Councilor Scalise to director Monty Torres to
continue negotiations as instructed in the executive session. It was approved unanimously.
Councilor Quinlin offered a motion, second by Councilor Scalise to director Monty Torres to
prepare a letter of intent and consult with the city attorney as discussed in the executive
session. It was approved unanimously.
