CITY OF BRUSH! MINUTES OF THE SEPTEMBER 10, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on September 10, 2018. Mayor Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Charles R. Bain Councilor Jeanine Anderson Councilor Marlene Baker Councilor Vicky Quinlin Councilor Daniel R. Scalise Councilor Dana Sherman Absent: Councilor Heath Becker Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Public Works Director Dale Colerick, Police Lieutenant Corey Hardy, Finance Director Joanne Gosselink, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the August 27, 2018, were approved as submitted. VISITORS AND DELEGATIONS The Mayor stated that citizens are invited to speak to the Council on items that are not on the agenda. There is a 3 minute time limit per person, unless otherwise noted by the Mayor. Please note that no formal action will be taken on these items during this time due to the open meeting law provision; however, they may be placed on a future posted agenda if action is required. Representing the Brush Chamber were Melody Christensen, Mary Lundstrom and Joanne Gosselink. They presented Dana Sherman with a Hero Award for the various deeds she had done throughout the year. They presented her a poster, sent by the Colorado Municipal League. MANAGEMENT Resolution No. 2018-15 Accepting Submission of Petition and Certificate of Sufficiency for Recall of Council Member Jeanine Anderson Submitted by the City Clerk and Setting a Recall Election Clerk Strand read the Resolution and distributed an Election Calendar for Council. Council Proceedings – September 10, 2018 1 Motion by Councilor Sherman second by Councilor Quinlin to approve Resolution No. 2018-15 Accepting Submission of Petition and Certificate of Sufficiency for Recall of Council Member Jeanine Anderson Submitted by the City Clerk and Setting a Recall Election on December 11, 2018, to was approved by roll call vote with all in favor and Councilor Anderson abstaining. CIRSA Quote for Property Casualty and Workers Compensation Insurance Finance Director Gosselink presented the quotes from CIRSA for the 2019, Property Casualty and Workers Compensation Insurance premium. Councilor Scalise offered a motion, second by Councilor Quinlin to accept the quotes for CIRSA insurance as presented. It was approved unanimously by roll call vote. City Disbursements Councilor Quinlin moved, second by Councilor Sherman to approve City bills from August 27 – September 10, 2018 with the addition identified. The motion was approved unanimously by roll call vote. General Fund $ 91,067.88 Fire Equipment Fund $ 1,375.00 Capital Reserve Fund Water Fund $ 12,742.48 Trash and Garbage Fund $ 335.61 Waste Water Fund $ 45,890.55 Storm Water Fund $ 8,385.38 Golf Course Fund $ 8,385.38 Conservation Trust Fund Fund $ 710.00 Payroll $ 88,49.74 Payroll Liability and Cafeteria $ 32,265.03 Disbursements Total $ 299,160.24 STAFF REPORTS Finance Director Gosslink  Reported that she had received the 2019 Property Assessment which had increased in revenue by $32,007 over last year. Police Lieutenant Hardy  Reported two officers had recently been hired and should be on their own by October 1. Council Proceedings – September 10, 2018 2 Public Works Director Colerick  Reported on the various surface preservation projects currently happening. City Clerk Strand  Announced upcoming meetings and other announcements. City Administrator Torres  Reported the fire department building is progressing and should be enclosed by October 1, they the inside will be finished by November.  Provided a handout explaining the Transportation ballot issue at the state level asking council to review for a later discussion. MAYOR AND COUNCIL REPORTS Councilor Anderson  Reported that the ACLU did not accept her case.  Wanted to discuss her FB posting and District Court case but was encouraged not to discuss a pending lawsuit that she had brought against the City.
