CITY OF BRUSH! MINUTES OF THE SEPTEMBER 24, 2018 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on September 24, 2018. Mayor Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Charles R. Bain Councilor Marlene Baker Councilor Vicky Quinlin Councilor Daniel R. Scalise Councilor Dana Sherman Absent: Councilor Jeanine Anderson Councilor Heath Becker Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Public Works Director Dale Colerick, Police Lieutenant Corey Hardy, Finance Director Joanne Gosselink, Assistant Administrator Karen Schminke, Fire Chief Tad Anderson, and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the September 10, 2018, were approved as submitted. VISITORS AND DELEGATIONS The Mayor stated that citizens are invited to speak to the Council on items that are not on the agenda. There is a 3 minute time limit per person, unless otherwise noted by the Mayor. Please note that no formal action will be taken on these items during this time due to the open meeting law provision; however, they may be placed on a future posted agenda if action is required. None. MANAGEMENT None. Council Proceedings – September 24, 2018 1 City Disbursements Councilor Quinlin moved, second by Councilor Sherman to approve City bills from September 10-24, 2018 with the addition identified. The motion was approved unanimously by roll call vote. General Fund $ 51,912.16 Capital Improvement Fund $ 180,434.44 Capital Reserve Fund $ 1,160.74 Water Fund $ 31,641.96 Trash and Garbage Fund $ 11,555.35 Waste Water Fund $ 35,851.72 Storm Water Fund $ 760.65 Golf Course Fund $ 8,551.33 Conservation Trust Fund $ 2,752.00 Community Enhancement Fund $ 1,019.50 Payroll $ 74,860.94 Payroll Liability and Cafeteria $ 29,249.80 Disbursements Total $ 429,750.59 2019 Budget Department Heads presented their 2019 line items requests to Council. Monty will review and a proposed budget will be presented at the October 8, 2018, meeting. STAFF REPORTS Fire Chief Anderson  Highlighted the new fire department building and stated that doors should be installed this week. City Clerk Strand  Announced upcoming meetings and other announcements. City Administrator Torres  Reported that he has been corresponding with a representative of Burlington Norther about train issues. Citizens are encouraged to contact bnsf.com/contact to report crossing closure times.  Police chief interviews occurred last week with a community and law enforcement panel.  He added to the fire department building that staff is considering placing a digital marque in front to advertise city functions. Council Proceedings – September 24, 2018 2 MAYOR AND COUNCIL REPORTS Councilor Quinlin  Reported that this weekend a cross country meet with be held in Brush starting at Beaver Valley School and that area will be effected with street closures. Councilor Baker  Reported that she has been attending the museum meetings and is very impressed with their activities.
