CALL TO ORDER
Mayor Holly Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Judith Dale, Buellton, thanked Lt. O’Grady for his service to the City of Buellton.
Michael Baker, representing United Boys and Girls Clubs of Santa Barbara County
provided an update as to their program services in Buellton.
CONSENT CALENDAR
1. Minutes of December 14, 2017 Regular City Council Meeting
2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year
2017-18
3. Acceptance of City of Buellton Transportation Development Act (TDA) Fund

MOTION:
Motion by Council Member Andrisek, seconded by Vice Mayor King approving Consent
Calendar Items 1 through 8 as listed.
VOTE:
Motion passed by a roll call vote of 4-0.
Council Member Andrisek – Yes
Council Member Mercado – Yes as to items 2 through 8, abstention as to item 1 due to
his absence from the December 14 Council meeting

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Andrisek stated that directional signs in the City are faded and need
replacement. Staff will address the public and private signage in the City.
Council Member Andrisek requested that staff look into the timing of the crossing lights
at La Lata Drive and Highway 246. Staff will investigate longer duration for the flashing
lights.
Council Member Mercado thanked City Manager Bierdzinski for the updates he provides
regarding activities in the City.
Vice Mayor King thanked Lt. O’Grady for his service to the City of Buellton.
Mayor Sierra announced the first Special Olympics basketball game is scheduled for
January 21 at 5:00 p.m. and organizers are looking for volunteers to help with Special
Olympics activities.

Mayor Sierra thanked staff for contacting Caltrans to install an audible crossing signal at
Freear Drive and Highway 246.
Mayor Sierra thanked Lt. O’Grady for his service over the past four and a half years and
stated that staff has a plaque for him but due to the mudslides in Montecito, staff was
unable to obtain the plaque, so it will be delivered to him in a couple of weeks.

BUSINESS ITEMS
9. Discussion and Direction Regarding the City-Owned Property at 480 Central
Avenue
RECOMMENDATION:
That the City Council provide direction to staff regarding the future use of 480 Central
Avenue.
STAFF REPORT:
City Manager Bierdzinski presented the staff report.
DOCUMENTS:
Staff report with attachments as listed in the staff report.
SPEAKERS/DISCUSSION:
Peggy Brierton, Buellton, stated she would like to see a parking lot built on the property
at 480 Central Avenue and provided a handout for the record.
Richard Kusmitch, Buellton, questioned why the City purchased the property at 480
Central Avenue. Mayor Sierra explained the reasoning for purchasing the property.
Judith Dale, Buellton, asked for the purchase price and sizes of the property. Ms. Dale
does not believe the property should be turned over to a private entity to manage and
suggested the property be used for a pocket park.
Joe Dieguez, representing Kosmont Companies answered questions regarding 480
Central Avenue via telephone.

The City Council discussed the following issues:
Number and layout of residential units allowed on the property
How the economic analysis of the parking lot was developed
The process for partnering with an affordable housing agency to manage the units
Provide further cost estimates for the parking lot and have Kosmont Companies
prepare case studies for a public parking lot
DIRECTION:
The City Council agreed by consensus to direct staff to pursue the cost of building a
public parking lot on the subject property.
CITY MANAGER’S REPORT
City Manager Bierdzinski provided an informational report to the City Council.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:05 p.m. The next regular meeting of the
City Council will be held on Thursday, January 25, 2018 at 6:00 p.m.
