City Manager Review: MPB Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of January 25, 2018 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Holly Sierra called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Ed Andrisek, Art Mercado, Foster Reif, Vice Mayor Dave King, and Mayor Holly Sierra Staff: City Manager Marc Bierdzinski, Finance Director Shannel Zamora, Public Works Director Rose Hess, Assistant City Attorney Christina Burrows, Lt. Eddie Hsueh, and City Clerk Linda Reid PUBLIC COMMENTS Barbara Knecht, Buellton Rec Center announced the Rec Center’s ten year anniversary celebration is scheduled for February 10 from 1:00 to 3:00 p.m. and there are free classes at the Rec Center from February 5 through 16. City Manager Bierdzinski introduced the new Sheriff Lieutenant Eddie Hsueh. Lt. Hsueh spoke about his career at the Santa Barbara County Sheriff’s Department. CONSENT CALENDAR 1. Minutes of January 11, 2018 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2017-18 3. Revenue and Expenditure Reports through December 31, 2017 4. Financial Report for the Second Quarter Ending December 31, 2017 5. Monthly Treasurer’s Report – December 31, 2017 City Council Meeting Minutes Page 2 January 25, 2018 MOTION: Motion by Vice Mayor King, seconded by Council Member Mercado approving Consent Calendar Items 1 through 5 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Andrisek – Yes Council Member Mercado – Yes Council Member Reif – Yes Vice Mayor King - Yes Mayor Sierra – Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS 6. Recognition of Council Member Foster Reif’s Service to the City of Buellton Mayor Sierra presented Council Member Reif with a plaque and she and the other Council Members thanked him for his service on the City Council and the Planning Commission and wished him luck in Ohio. Council Member Reif stated that the Council should concern themselves with larger issues facing Buellton rather than less significant topics. Council Member Reif requested the Council interact more with the Buellton Union School District going forward. Mayor Sierra announced that Council and staff attended the Solvang State of the City luncheon. Mayor Sierra announced that Ron Anderson received the Vincent B. Evans award at the Chamber Mixer this week and that the award was well deserved. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor King announced that he attended the Library Advisory Committee meeting and provided an oral report regarding the meeting. City Council Meeting Minutes Page 3 January 25, 2018 Council Member Andrisek announced that he attended board meetings for Santa Barbara County Association of Governments (SBCAG) and Air Pollution Control District (APCD) and provided oral reports regarding the meetings. Mayor Sierra announced that she attended the Central Coast Water Authority (CCWA) Board Meeting and provided an oral report regarding the meeting. Mayor Sierra announced she attended the Quarterly Awards at Vandenberg Air Force Base. BUSINESS ITEMS 7. Award of Contract for Street Sweeping Services and Discussion and Direction on Street Sweeping Policies RECOMMENDATION: That the City Council award the Street Sweeping Services Contract to SP Maintenance and direct staff as to street sweeping policies going forward. STAFF REPORT: Public Works Director Hess presented the staff report. DOCUMENTS: Staff Report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Shannon Sadecki, Buellton, asked whether staff is receiving maintenance logs from the street sweeper. Finn Runge, Buellton, suggested that MarBorg include the street sweeping dates on their green waste calendar. The City Council discussed the following issues:  Purchasing a street sweeper  Complaints about the current street sweeper  How to get residents to move their vehicles on street sweeping days  Placing notes on vehicles that are not moved  Develop a policy to deal with the issue of residents not moving vehicles on street sweeping days  More public outreach regarding moving vehicles on street sweeping days MOTION: Motion by Council Member Mercado, seconded by Vice Mayor King approving the street sweeping contract with SP Maintenance and directing staff to research ways to get residents to remove their cars from the street during street sweeping days. Resolution No. 18-01 – “A Resolution of the City Council of the City of Buellton, California, for the Purpose of Budget Amendments from Operational Changes Related to Fiscal Year 2017-18 Budget through the Second Quarter Ending December 31, 2017” RECOMMENDATION: That the City Council consider adoption of Resolution No. 18-01. STAFF REPORT: Finance Director Zamora presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed various budget categories and how much has been spent in the water meter replacement fund. MOTION: Motion by Council Member Reif, seconded by Vice Mayor King approving Resolution No. 18-01 – “A Resolution of the City Council of the City of Buellton, California, for the Purpose of Budget Amendments from Operational Changes Related to Fiscal Year 2017- 18 Budget through the Second Quarter Ending December 31, 2017” VOTE: Motion passed by a roll call vote of 5-0. Review of Comprehensive Annual Financial Report (CAFR) for Fiscal Year Ending June 30, 2017 RECOMMENDATION: That the City Council review and file the Comprehensive Annual Financial Report for Fiscal Year ended June 30, 2017. City Council Meeting Minutes Page 5 January 25, 2018 STAFF REPORT: Finance Director Zamora presented the staff report. DOCUMENTS: Staff report with attachment as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed the CAFR. DIRECTION: The City Council agreed by consensus to receive and file the Comprehensive Annual Financial Report for Fiscal Year ended June 30, 2017. CITY MANAGER’S REPORT City Manager Bierdzinski provided an informational report to the City Council.
