CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m. via Zoom.

Motion by Council Member King, seconded by Vice Mayor Mercado, approving Consent
Calendar Items 1 and 2 as listed.

3. Resolution No. 20-22 – “A Resolution of the City Council of the City of Buellton,
California, Regarding the Designation of Historical Landmarks in the City of
Buellton”
RECOMMENDATION:
That the City Council consider approval of Resolution No. 20-22.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:13 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:14 p.m.
The City Council discussed the following issues:
Designating historical landmarks with a Council approved monument
Designating City owned property as historical landmarks, not privately owned
properties
Adding language to Resolution 20-22, stating “such mitigation shall not restrict the
ability of the property owner to remove or renovate improvements or redevelop the
property”

MOTION:
Motion by Vice Mayor Mercado, seconded by Council Member Sanchez adopting
Resolution No. 20-22 – “A Resolution of the City Council of the City of Buellton,
California, Regarding the Designation of Historical Landmarks in the City of Buellton”
with additional language stating “such mitigation shall not restrict the ability of the
property owner to remove or renovate improvements or redevelop the property”.

California, Establishing Underground Utility District No. 1 Along Central Avenue
between Highway 246 and Jonata Park Road”
RECOMMENDATION:
That the City Council consider approval of Resolution No. 20-23.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:28 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:29 p.m.
The City Council discussed how the Underground Utility District will function.

COUNCIL MEMBER COMMENTS/ITEMS
Mayor Sierra announced that staff has scheduled tours of the Willemsen property on
Saturday, September 12 from 1:00 to 3:00 p.m. Mayor Sierra announced the Community
Clean-up for September has been cancelled. Mayor Sierra thanked staff for setting up the
cooling center in Buellton last weekend.
WRITTEN COMMUNICATIONS

COMMITTEE REPORTS
Mayor Sierra announced that she attended the Santa Barbara County Association of
Governments North County Sub-Regional Committee meeting and provided an oral report
for the record.
BUSINESS ITEMS
5. Quarterly Report for April 1, 2020 through June 30, 2020 from Visit Santa Ynez
Valley (VisitSYV)
RECOMMENDATION:
That the City Council receive and file the Quarterly Report from VisitSYV.
STAFF REPORT:
Finance Director Zamora presented the staff report.
SPEAKERS/DISCUSSION:
Shelby Sim, President and CEO of VisitSYV, provided an update regarding the Second
Quarter Report for VisitSYV, via Zoom.
The City Council thanked Mr. Sim and his team for promoting Buellton and the Santa Ynez
Valley.

DIRECTION:
The City Council agreed by consensus to receive and file VisitSYV’s quarterly report.

6. Discussion Regarding Prohibition of the Sale of Flavored Tobacco Products in
Buellton
RECOMMENDATION:
That the City Council discuss prohibiting the sale of flavored tobacco products in Buellton
and provide direction to staff.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Megan Kenney, Health Educator with Santa Barbara County Public Health Department,
provided a PowerPoint presentation regarding the effects of flavored tobacco products on
youth. The City Council thanked Ms. Kenney for her thorough presentation.
Public comment was submitted and read into the record from Jennifer Cabrera,
representing the Santa Ynez Valley Youth Coalition, supporting strengthening local laws
to regulate the sale and distribution of flavored tobacco products.
The City Council discussed the following issues:
Conducting a survey regarding banning flavored tobacco products in Buellton
Creating an educational campaign to discourage youth from using flavored
tobacco products
Requesting that Code enforcement visit Buellton retailers selling flavored
tobacco products to ensure that vaping products are locked and restricted from
youth access

7. Appointment of an Ad Hoc Committee for Negotiation of Development Opportunity
Reserve Agreements on Avenue of Flags
RECOMMENDATION:
That the City Council consider appointment of the Mayor and Vice Mayor as an Ad Hoc
Committee for the negotiation of a Development Opportunity Reserve agreement for the
Creekside Village project.

DIRECTION:
The City Council agreed by consensus to appoint Mayor Sierra and Vice Mayor Mercado
as an ad hoc committee regarding negotiation of a Development Opportunity Reserve
agreement for the Creekside Village project.

Mayor Sierra adjourned the regular meeting at 8:02 p.m. The next regular meeting of the

CORONAVIRUS (COVID-19) ADVISORY NOTICE
Consistent with Executive Orders N-25-20 and N-29-20 from the Executive Department of the
State of California and a Declaration of Local Health Emergency from the County of Santa
Barbara, City Council meetings will not be physically open to the public and one or more (or

per individual comment, subject to the Mayor’s discretion. All comments should be a maximum
of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment is
received after the agenda item is heard but before the close of the meeting, the comment will still
be included as a part of the record of the meeting but will not be read into the record.
