Mayor Sierra called the meeting to order at 6:00 p.m. via Zoom.

PRESENTATIONS
5. Proclamation Recognizing Jordano’s Foodservice for their Support and Donations
During the COVID-19 Pandemic
Mayor Sierra read the proclamation recognizing Jordano’s Foodservice for their support
and Donations during the COVID-19 Pandemic. The City Council thanked Mike Ward
and Kerrie Reeves-Gilbraith for their generosity in helping families in the Valley.
PUBLIC HEARINGS
6. Ordinance No. 21-01 - “An Ordinance of the City Council of the City of Buellton,
California, Considering Revisions to Title 19 (Zoning) of the Buellton Municipal
Code (20-ZOA-03) Relating to Animal Raising and Keeping, Amending Section
19.06.020” (Introduction and First Reading)
RECOMMENDATION:
That the City Council consider adoption of Ordinance No. 21-01.
STAFF REPORT:
Assistant Planner Meche presented the staff report.
SPEAKERS/DISCUSSION:
Council Member Lewis stated she spoke with staff prior to the Council meeting and
inquired as to whether the new ordinance would affect families who want to raise animals
for Future Farmers of America (FFA) projects and was told that Ordinance No. 21-01
will not affect residents’ plans to raise animals for FFA projects.
Mayor Sierra opened the public hearing at 6:17 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:18 p.m.

MOTION:
Motion by Council Member Andrisek, seconded by Council Member Lewis approving
the introduction and first reading of Ordinance No. 21-01 – “An Ordinance of the City
Council of the City of Buellton, California, Considering Revisions to Title 19 (Zoning) of
the Buellton Municipal Code (20-ZOA-03) Relating to Animal Raising and Keeping,
Amending Section 19.06.020” by title only and waive further reading.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member King requested that staff look into improving the roadway in front of
the Thumbelina subdivision where the eucalyptus tree fell and determine if the City can
add a sidewalk in this area.
Vice Mayor Sanchez and Council Members Andrisek and Lewis thanked the Public
Works Department for cleaning out the storm drains prior to the heavy rainfall.
Mayor Sierra announced the Buellton Senior Center is preparing weekly $10 dinners-to-

Council Member Lewis stated she attended the Joint-Use Committee meeting and
provided an oral report regarding the meeting.
Council Member Andrisek announced that he attended the Central Coast Water Authority
(CCWA) Board meeting and provided an oral report regarding the meeting.
Mayor Sierra announced that she attended the Santa Barbara County Association of
Governments (SBCAG) Board meeting and provided an oral report regarding the
meeting.

7. Consideration of Amended and Restated Agreement with Santa Ynez Valley
Botanic Garden Foundation
RECOMMENDATION:
That the City Council consider approval of the amended and restated Botanic Garden
Agreement.

Recreation Supervisor Abello presented the staff report.

The City Council discussed the success of the Santa Ynez Valley Botanic Garden.

Motion by Council Member King, seconded by Council Member Lewis approving the
amended and restated Agreement with Santa Ynez Valley Botanic Garden Foundation.

8. Consideration of Budget Amendment for Recreation Bus Engine Repair
RECOMMENDATION:
That the City Council consider amending the Recreation Vehicle Maintenance budget by
$10,000 to provide for Recreation Bus Engine Repair.
STAFF REPORT:
Recreation Supervisor Abello presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
The City Council questioned the amount of miles on the Recreation bus. Mr. Abello
stated the bus has just less than 100,000 miles. Council Member King requested that
staff closely monitor bus maintenance going forward, specifically the oil level.

Motion by Mayor Sierra, seconded by Council Member King approving the $10,000
expenditure to repair the engine on the Recreation bus and that a budget adjustment be
made to the Recreation Vehicle Maintenance fund.

9. SB 1383 Summary
RECOMMENDATION:
That the City Council review the information and presentation regarding SB 1383.

The City Council briefly discussed SB 1383 and how it will affect residents and
businesses in Buellton.
10. Award of Bid for Replacement Fleet Vehicle
RECOMMENDATION:
That the City Council discuss and authorize the City Manager to purchase a replacement
fleet vehicle for the Public Works Department and approve the appropriate budget
adjustment.

MOTION:
Motion by Council Member King, seconded by Council Member Andrisek authorizing
the City Manager to purchase a new replacement fleet vehicle from Vreeland Ford and
authorize the appropriate budget adjustment.
VOTE:
Motion failed by a roll call vote of 2-3, with Council Member Lewis, Vice Mayor
Sanchez, and Mayor Sierra voting no.

MOTION:
Motion by Vice Mayor Sanchez, seconded by Council Member Lewis authorizing the

the amount of $29,074.53 and authorize the appropriate budget adjustment.

Saturday, March 6, 2021.

The City Council met in closed session to discuss Item 12. No reportable action was
taken.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:49 p.m. The next regular meeting of the
City Council will be held on Thursday, February 11, 2021 at 6:00 p.m.

Consistent with Executive Orders No.-25-20 and No. N-29-20 from the Executive Department of
the State of California and a Declaration of Local Health Emergency from the County of Santa
Barbara, City Council meetings will not be physically open to the public and one or more (or

of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment is
received after the agenda item is heard but before the close of the meeting, the comment will still
be included as a part of the record of the meeting but will not be read into the record.
