CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m. via Zoom.

PUBLIC COMMENTS
Dr. Randy Haggard, Superintendent of Buellton Union School District submitted written
public comment thanking the Council and staff for partnering with the school district in
sharing the cost of facility repairs.

2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year

3. Monthly Treasurer’s Report – November 30, 2020
Council Member Lewis requested a change to page 2 of the December 10, 2020
Minutes to add a colon between 618 p.m.

PRESENTATIONS
4. Proclamation Recognizing Human Trafficking Awareness Month
Mayor Sierra read the proclamation recognizing Human Trafficking Awareness Month.
Alison Wales, Associate Director of the North County Rape Crisis & Child Protection
Center accepted the proclamation and discussed the importance of human trafficking
awareness.

COUNCIL MEMBER COMMENTS/ITEMS
Mayor Sierra announced the next community cleanup day will be rescheduled after the
current COVID-19 surge ends. Mayor Sierra requested that all residents continue to wear
masks and distance so businesses can reopen.
WRITTEN COMMUNICATIONS

COMMITTEE REPORTS
Vice Mayor Sanchez announced he attended the Arts and Culture Committee meeting and
provided an oral report for the record.
Council Member Andrisek announced that he attended the Central Coast Water Authority
(CCWA) board meeting today and provided an oral report for the record.
Mayor Sierra stated she attended the Santa Barbara County Association of Governments
(SBCAG) board meeting and provided an oral report for the record.

Mayor Sierra stated she attended the Local Agency Formation Commission (LAFCO)
meeting and provided an oral report for the record.

BUSINESS ITEMS
5. Discussion from Santa Barbara County Association of Governments (SBCAG)
Regarding Regional Housing Needs Allocation (RHNA) Methodology
RECOMMENDATION:
That the City Council receive an update regarding the 6th Cycle RHNA allocation.
STAFF REPORT:
Planning Director Keefer presented the staff report.
SPEAKERS/DISCUSSION:
Brian Bresolin, Senior Transportation Planner with Santa Barbara County Association of
Governments provided a PowerPoint presentation regarding the RHNA methodology.
The City Council discussed the RHNA allocation.
6. Review of Comprehensive Annual Financial Report (CAFR) for the Fiscal Year
Ended June 30, 2020
RECOMMENDATION:
That the City Council review and file the Comprehensive Annual Financial Report for
Fiscal Year ended June 30, 2020.
STAFF REPORT:
Finance Director Zamora presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
Adam Guise, CPA with Moss, Levy & Hartzheim LLP, stated that if there were any audit
findings, they would be reported to the City Council through a supplemental report and
that no findings were found.

Motion by Council Member King, seconded by Council Member Andrisek to receive and
file the Comprehensive Annual Financial Report for Fiscal Year ended June 30, 2020.

Rufus Drive”
RECOMMENDATION:
That the City Council consider approval of Resolution No. 21-01 – “A Resolution of the
City Council of the City of Buellton, California, Directing and Authorizing the Street Name
Change of Damassa Road to Rufus Drive”
STAFF REPORT:
City Manager Wolfe presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
Lt. Greene stated that long or hyphenated road names can be cumbersome for law
enforcement.
The City Council discussed renaming the Damassa Road overpass to Rufus T. Buell Drive.
MOTION:
Motion by Council Member King, seconded by Council Member Andrisek approving
Resolution No. 21-01 – “A Resolution of the City Council of the City of Buellton,
California, Directing and Authorizing the Street Name Change of Damassa Road to Rufus
T. Buell Drive”

CORONAVIRUS (COVID-19) ADVISORY NOTICE
Consistent with Executive Orders No.-25-20 and No. N-29-20 from the Executive Department of
the State of California and a Declaration of Local Health Emergency from the County of Santa
Barbara, City Council meetings will not be physically open to the public and one or more (or
even all) City Council Members may be teleconferencing into the meeting. To maximize public
safety while still maintaining transparency and public access, members of the public can observe
the meeting through the City’s website, via City TV Live Stream at:

sending comments via email to council@cityofbuellton.com (reference subject matter or agenda
item in the subject line of email). Please include name and address in contents of
message. Comments will then be read into the record, with a maximum allowance of 3 minutes
per individual comment, subject to the Mayor’s discretion. All comments should be a maximum
of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment is
received after the agenda item is heard but before the close of the meeting, the comment will still
be included as a part of the record of the meeting but will not be read into the record.
