City Manager Review: SW Council Agenda Item No.: 2 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of March 11, 2021 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Sierra called the meeting to order at 6:00 p.m. via Zoom. PLEDGE OF ALLEGIANCE ROLL CALL Present via Zoom: Council Members Ed Andrisek, Dave King, Elysia Lewis (joined meeting at 6:37 p.m.), Vice Mayor Sanchez and Mayor Sierra Staff: City Manager Scott Wolfe, Public Works Director Rose Hess, City Clerk Linda Reid, City Attorney Greg Murphy (via Zoom), Finance Director Shannel Zamora (via Zoom), and Planning Director Andrea Keefer (via Zoom) REORDERING OF AGENDA None PUBLIC COMMENTS None CONSENT CALENDAR 1. Monthly Treasurer’s Report - January 31, 2021 City Council Meeting Minutes Page 2 March 11, 2021 MOTION: Motion by Council Member Andrisek, seconded by Vice Mayor Sanchez, approving Consent Calendar Items 1 through 3 as listed. VOTE: Motion passed by a roll call vote of 4-0. Council Member Lewis was absent. Resolution No. 21-03 – “A Resolution of the City Council of the City of Buellton, California, Adopting the Measure A Five-Year Local Program of Projects for Fiscal Years 2021/2022 – 2025/2026” RECOMMENDATION: That the City Council consider adoption of Resolution No. 21-03. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: Mayor Sierra opened the public hearing at 6:10 p.m. There being no public comment, Mayor Sierra closed the Public Hearing at 6:11 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. Council Member Andrisek – Yes Council Member King – Yes Council Member Lewis – Absent Vice Mayor Sanchez – Yes Mayor Sierra – Yes COUNCIL MEMBER COMMENTS/ITEMS Vice Mayor Sanchez, Council Member King, and Mayor Sierra thanked staff for arranging the Special City Council meeting on March 6 at the Willemsen property. Vice Mayor Sanchez stated the art sculptures on the Avenue of Flags look great. Mayor Sierra requested and the Council agreed by consensus to invite Annie Yakutis to a future Council meeting to discuss a community garden. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Mayor Sierra announced that she attended a Green Team board meeting via Zoom and provided an oral report regarding the meeting. BUSINESS ITEMS 5. Consideration of Contract with National Demographics Corporation for Demographer Services RECOMMENDATION: That the City Council authorize the City Manager to enter into a new contract for demographer services with National Demographics Corporation and create a redistricting line item in the City Council Operating and Maintenance fund to list the proposed expenditure. STAFF REPORT: City Clerk Reid presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the following issues:  There will be four election districts and an elected Mayor City Council Meeting Minutes Page 4 March 11, 2021  Inability to collaborate with the Buellton Union School District for demographer services because the District has additional districts and district lines will likely be different between the two agencies DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member King, seconded by Council Member Andrisek, authorizing the City Manager to enter into a new contract for demographer services with National Demographics Corporation and create a redistricting line item in the City Council Operating and Maintenance fund to list the proposed expenditure. VOTE: Motion passed by a roll call vote of 4-0. Council Member Lewis was absent. Discussion Regarding Campaign Contribution Limits RECOMMENDATION: That the City Council determine how they want to set campaign contribution limits for elective City office canidates. STAFF REPORT: City Clerk Reid presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the following issues:  Using a zero contribution limit and having candidates use their own funding  Campaign contribution enforcement efforts DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member King, agreeing to use the state default limit for campaign contributions for elective City office candidates. Resolution No. 21-04 – “A Resolution of the City Council of the City of Buellton, California, Adopting the Fiscal Year 2021/2022 List of Projects Funded by SB1: The Road Repair and Accountability Act of 2017” RECOMMENDATION: That the City Council consider adoption of Resolution No. 21-04. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council questioned whether restriping can occur on McMurray Road during the road repair project. Public Works Director Hess said that the restriping of McMurray Road would occur as planned. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member King approving Resolution No. 21-04 – “A Resolution of the City Council of the City of Buellton, California, Adopting the Fiscal Year 2021/22 List of Projects Funded by SB1: The Road Repair and Accountability Act” VOTE: Motion passed by a roll call vote of 5-0. Update Regarding Central Coast Water Authority (CCWA) – State Water Contract Amendment Nos. 20 and 21 RECOMMENDATION: That the City Council receive the updated CCWA report. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: Len Fleckenstein, Buellton, submitted written comment regarding the CCWA contract amendments 20 and 21, which was read into the record. The City Council discussed the following issues:  Amendment 20 has been approved  Fees associated with the CCWA contract amendments  Cost and sale of water going forward DOCUMENTS: Staff report with attachments as listed in the staff report. CITY MANAGER’S REPORT City Manager Wolfe provided an informational report to the City Council. CLOSED SESSION ITEMS 9. Closed Session Pursuant to Government Code Section 54956.9(d)(4) Potential Initiation of Litigation The City Council met in closed session to discuss Item 9. No reportable action was taken.
