Resolution No. 21-06 – “A Resolution of the City Council of the City of Buellton, California, Authorizing the Filing of a Claim with the Santa Barbara County Association of Governments for Allocation of Transportation Development Act Funds for Fiscal Year 2021-22” 6. Receive and File the 2020 Annual Report on the Status of the General Plan MOTION: Motion by Council Member King, seconded by Council Member Andrisek, approving Consent Calendar Items 1 through 6 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Andrisek – Yes Council Member King – Yes Council Member Lewis – Yes Vice Mayor Sanchez - Yes Mayor Sierra – Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member King requested that staff look into completing the sidewalk and landscaping along Highway 246, next to Thumbelina Drive, where the eucalyptus trees have been removed. Mayor Sierra announced that restaurants are open in Buellton and asked everyone to continue to be diligent by masking and distancing. Mayor Sierra announced that a ribbon cutting will take place at the Santa Ynez Valley Botanic Garden on Saturday, March 27 at 9:30 a.m. WRITTEN COMMUNICATIONS None City Council Meeting Minutes Page 3 March 25, 2021 COMMITTEE REPORTS Vice Mayor Sanchez announced that he and Mayor Sierra attended the Library Advisory Committee board meeting and they provided oral reports regarding the meeting. Council Member Andrisek announced that he attended the Central Coast Water Authority (CCWA) board meeting and provided an oral report regarding the meeting. City Attorney Murphy stated he would send a memorandum to Council regarding the status of water availability. BUSINESS ITEMS 7. Resolution No. 21-05 – “A Resolution of the City Council of the City of Buellton, California, Approving Applications(s) for Per Capita Grant Funds” RECOMMENDATION: That the City Council consider adoption of Resolution No. 21-05. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: The City Council questioned the City’s matching funds, which would be twenty percent or $44,000. MOTION: Motion by Council Member Lewis, seconded by Mayor Sierra, adopting Resolution No. 21-05 – “A Resolution of the City Council of the City of Buellton, California, Approving Applications(s) for Per Capita Grant Funds” VOTE: Motion passed by a roll call vote of 5-0. Consideration of Approval of Arts and Culture Project Application: Memorial Day- -Kids & Community RECOMMENDATION: That the City Council consider approving $9,986 to fund the Memorial Day—Kids & Community project. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: Stacey Kiss, discussed the Memorial Day – Kids & Community project and thanked the Council for their support of the project. The City Council confirmed that the panels will be weatherproof and sturdy. The City Council thanked Vice Mayor Sanchez for leading the Arts and Culture Committee and bringing this type of patriotic project forward to be displayed on the Avenue of Flags. MOTION: Motion by Council Member Lewis, seconded by Council Member King, approving the amount of $9,986 to fund the Memorial Day—Kids & Community project. Consideration of a New Contract with Metro Ventures Ltd. for Irma L. Tucker to Provide Professional Planning Services RECOMMENDATION: That the City Council authorize the City Manager to enter into a new contract for Contract Planning Services with Metro Ventures Ltd. beginning July 1, 2021 and ending March 3, 2022, at a rate of $81.00 per hour, for a maximum of 525 hours.
