City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of May 27, 2021 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Sierra called the meeting to order at 6:15 p.m. via Zoom. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Ed Andrisek, Dave King, Elysia Lewis, Vice Mayor Sanchez, and Mayor Sierra Staff: City Manager Scott Wolfe, Public Works Director Rose Hess, City Clerk Linda Reid, City Attorney Greg Murphy, Finance Director Shannel Zamora (via Zoom), Planning Director Andrea Keefer (via Zoom), and Recreation Supervisor Kyle Abello (via Zoom) REORDERING OF AGENDA None PUBLIC COMMENTS None CONSENT CALENDAR 1. Resolution No. 21-08 – “A Resolution of the City Council of the City of Buellton, California, Approving a 2.0% Cost of Living Adjustment (COLA) for all Regular Full-Time Employees, Effective, July 1, 2021” 7. Approval of Recreation Memorandum of Understanding with the City of Solvang 8. Contract Amendment to the Agreement for Animal Control Services between the County of Santa Barbara and the City of Buellton – Fiscal Year 2021-22 MOTION: Motion by Council Member King, seconded by Council Member Andrisek, approving Consent Calendar Items 1 through 8 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Andrisek – Yes Council Member King – Yes Council Member Lewis – Yes Vice Mayor Sanchez - Yes Mayor Sierra – Yes PRESENTATIONS 9. Presentation of Certificates to Recipients of the Norman and Gale Williams Buellton Education Scholarships Mayor Sierra requested that the scholarship recipients read their essays via Zoom and she and the Council congratulated Olivia Torres and Maclaine Watson, recipients of the Norman and Gale Williams Buellton Education Scholarships for the 2021-2022 academic year. Brenda Williams Gillis representing Norman and Gale Williams spoke about the value of education and congratulated the scholarship recipients. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Lewis thanked the Santa Barbara County Sheriff’s Department for placing the speed trailer on Second Street. Vice Mayor Sanchez and Council Member King thanked the Williams family for their scholarship donations. City Council Meeting Minutes Page 3 May 27, 2021 Mayor Sierra congratulated Buellton resident Candice Signa for being names the Santa Ynez Valley Elks Woman of the Year for her work in the community with the Buellton Blessing Box, the parades, and her other activities. Mayor Sierra announced Memorial Day ceremonies honoring local service personnel are scheduled for Monday, May 31 at 11:00 a.m. at the Solvang Memorial Veterans Hall and at 3:00 p.m. on Median 4 on the Avenue of Flags. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Andrisek announced that he attended the Sustainable Groundwater Management Committee board meeting and provided an oral report regarding the meeting. Council Member Andrisek announced that he attended the Central Coast Water Authority (CCWA) board meeting and provided an oral report regarding the meeting. Mayor Sierra announced that she attended board meetings for Santa Barbara County Association of Governments (SBCAG) and Air Pollution Control District (APCD) and provided oral reports regarding the meetings. BUSINESS ITEMS 10. Discussion Regarding Solar Energy Structures at Park and Ride and Area North on Avenue of Flags RECOMMENDATION: That the City Council review and discuss the conceptual plans for proposed solar energy structures and provide direction to staff on the potential for the City entering into a license agreement with Flying Flags RV Resort for the installation, operation and maintenance of the proposed structures within the City Right-of-Way. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: Sam Elias, representing the applicant, Flying Flags RV Resort and Campground, provided a presentation regarding their request to add solar energy structures adjacent to the RV Resort on Avenue of Flags. City Council Meeting Minutes Page 4 May 27, 2021 The City Council discussed the following issues:  Solar structure height  Cost and tax credit for the project  Prevailing wage costs on City owned property  How the aesthetic project height will adversely affect nearby residents  Potential litigation involving the City from using City owned property  Moving forward with Structure 1 but not Structure 2 DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Sanchez, seconded by Mayor Sierra, directing the applicant to pursue only Structure 1 over the park and ride and to work with Planning Department staff regarding the project. VOTE: Motion passed by a roll call vote of 4-1, with Council Member King voting no. Council Member Andrisek – Yes Council Member King – No Council Member Lewis - Yes Vice Mayor Sanchez – Yes Mayor Sierra – Yes MOTION: Motion by Council Member King denying all solar structures related to this project. Motion failed for lack of a second. 11. Discussion and Approval of Arts & Culture Project Applications: A. Discovery Days & Fairy Village Project B. Buellton Music Makers Project RECOMMENDATION: That the City Council consider approving $12,000 to fund the Discovery Days & Fairy Village Project and $1,726 to fund the Buellton Music Makers Project. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: A. Discovery Days & Fairy Village Project Ashley Jenkins discussed the Discovery Days and Fairy Village Project and answered questions from the Council regarding the project and the funding request. MOTION: Motion by Council Member Lewis, seconded by Council Member King, approving the amount of $12,000 to fund the Discovery Days & Fairy Village Project. VOTE: Motion passed by a roll call vote of 5-0. Request for Additional Funding Allocation for Repair of HVAC at Thompson/Cypert Gymnasium at Jonata Middle School RECOMMENDATION: That the City Council consider a contribution in the amount of $4,656.00 toward the repair of the Thompson/Cypert Gymnasium HVAC system. STAFF REPORT: City Manager Wolfe presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Sanchez, approving payment in the amount of $4,656.00 toward the repair of the Thompson/Cypert Gymnasium HVAC system. Closed Session - California Government Code Section 54957 regarding: PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager The City Council met in closed session to discuss Items 13 and 14. No reportable action was taken.
