STAFF REPORT: City Manager Wolfe presented the staff report. Public Hearing to Receive Input from the Community Regarding the Creation of a District-Based Election System RECOMMENDATION: That the City Council receive public input regarding district boundaries and approve the transition timeline. STAFF REPORT: City Clerk Reid presented the staff report. SPEAKERS/DISCUSSION: Daniel Phillips, PhD, consultant with National Demographics Corporation discussed the district-based election process and answered questions from the Council. The City Council discussed the following issues:  Mapping tools will be available on the City’s website  Staff will place an announcement on the City’s Facebook page regarding mapping kits and asking for community input in drawing maps  Staff has created a dedicated web page for district-based elections, which will evolve as the process moves forward and will be available for 10 years Mayor Sierra opened the public hearing at 6:42 p.m. There being no public comment, Mayor Sierra closed the Public Hearing at 6:43 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. DIRECTION: The Council agreed by consensus to hold a second public hearing on July 8 to continue discussions regarding drawing district boundaries. COUNCIL MEMBER COMMENTS/ITEMS Vice Mayor Sanchez thanked volunteers for arranging the Memorial Day event and artwork display on the Avenue of Flags. City Council Meeting Minutes Page 4 June 10, 2021 Mayor Sierra requested that the City Manager send a letter to the Air Pollution Control District (APCD) and the County of Santa Barbara Board of Supervisors regarding stopping the use of diesel generators outside the city limits, which are said to be creating carcinogenic air pollution to Buellton residents. The City Council agreed by consensus to agendize discussion and possible action regarding this issue at the June 24 Council meeting. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Lewis announced that she attended the Joint-Use Committee meeting and provided an oral report for the record. Mayor Sierra announced that she attended the Santa Barbara County Association of Governments North County Sub-Regional Committee meeting and provided an oral report for the record. BUSINESS ITEMS Agenda Items 7 and 8 were reordered prior to Agenda Item 6. 7. Discussion and Approval of Arts & Culture Project Applications: Buellton Equals… RECOMMENDATION: That the City Council consider approving $5,830 to fund the Buellton Equals… project. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: Davis Reinhart discussed the Buellton Equals… project and answered questions from the Council regarding the project and the funding request. Public Comment was received and made part of the record from Diane Byington, supporting the Arts & Culture funding request for Buellton Equals… DOCUMENTS: Staff report with attachments as listed in the staff report. Resolution No. 21-10 – “A Resolution of the City Council of the City of Buellton, California, Adopting the Biennial Fiscal Year 2021-22 and 2022-23 Budget” RECOMMENDATION: That the City Council consider the adoption of Resolution No. 21-10. SPEAKERS/DISCUSSION: The City Council discussed the water and sewer funds and when they might be in balance and whether the Arts and Culture remaining reserve fund can roll over to the next fiscal year budget. MOTION: Motion by Council Member Lewis, seconded by Council Member King approving Resolution No. 21-10 - “A Resolution of the City Council of the City of Buellton, California, Adopting the Biennial Fiscal Year 2021-22 and 2022-23 Budget” and adding the remaining funds for the Arts & Culture Committee to the $50,000 funding allocation. Decision on Future Use of Main Residence Building at 202 Dairyland Road (“Willemsen Property”) RECOMMENDATION: That the City Council discuss the future use of the Willemsen main house, located at 202 Dairyland Road and direct staff accordingly. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: Mayor Sierra questioned whether the Council would like to continue discussion of how to proceed with the Willemsen property after receiving a formal offer to purchase the upper four acres of the property and the City-owned property located at Second Street and Central Avenue. The Council agreed by consensus not to entertain the sale of the upper four acres of the Willemsen property at this time and to proceed with discussion of Item 6. Pam Gnekow, Executive Director of the Buellton Senior Center, spoke in support of moving the Buellton Library to the Willemsen property and allowing the Senior Center to expand into the current Library location. Mimi O’Connor, Buellton, requested the Council consider the Willemsen property being used as an event center for the community and the lower 20 acres be used for horse stables. Ms. O’Connor provided a Property Use and Management Proposal for the record. Matthew Donahue, Buellton, requested the Council to consider adding a disc golf course at the Willemsen property. City Council Meeting Minutes Page 8 June 10, 2021 The City Council discussed the following issues:  Using the front portion of the residence to rent out for events and using the back portion of the property for the Buellton Library  Allowing the residence to be used by Zaca Creek Preschool and for events in order to generate income on the property  Allowing the Buellton Senior Center to move into the Council Chambers and moving the Council Chambers to the Willemsen Barn  How changing the use of the house will affect the residents in the neighborhood DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member King, seconded by Council Member Lewis directing staff to continue this item to the Council meeting of June 24, allowing time for staff to schedule Council Member site visits of the property before making a decision on how best to use the property.
