CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

COMMITTEE REPORTS
Vice Mayor Sanchez announced that he attended the Sustainable Groundwater
Management Committee board meeting and provided an oral report regarding the meeting.
Mayor Sierra announced that she attended board meetings for Santa Barbara County
Association of Governments (SBCAG) and Air Pollution Control District (APCD) and
provided oral reports regarding the meetings.

BUSINESS ITEMS
5. Future Configuration of Main Residence at 202 Dairyland Road (“Willemsen
Property”)
RECOMMENDATION:
That the Council discuss the potential configuration of the library and other uses at the
Willemsen house and direct staff to seek architect services to prepare preliminary designs
and cost estimates.
STAFF REPORT:
City Manager Wolfe presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
Allison Gray, Library Director at the City of Goleta provided suggestions that will benefit
the library such as adding at least two bathrooms, a staff breakroom, and storage space.
Ms. Gray stated the library will need at least 2,200 square feet and additional space for
Friends of the Library Bookstore.
Li-At Rathbun, Buellton, discussed keeping the Buellton Library where it is currently and
retaining the residential status of the Willemsen house. Ms. Rathbun suggested using the
house for quarterly events to serve the community.
Clint Orr, Santa Barbara, suggested using the Willemsen Barn to teach dance classes.
Pam Gnekow, Executive Director of the Buellton Senior Center suggested using the area
above the barn for pre-wedding preparations. Ms. Gnekow announced an event introducing
the “Barn” to the community will be held on Saturday, October16.
The City Council discussed the following issues:
Leaving the master bedroom and bathroom in tact
Creating a covered patio area in the driveway and on the western side of the house
for use by the library
Moving the Recreation Department into the garage and allowing Zaca Creek
Preschool to move into the Recreation Center
Mayor Sierra called a recess at 7:00 p.m. to allow the Council and audience members to
walk through the residence. Mayor Sierra reconvened the meeting at 7:15 p.m.

DIRECTION:
The City Council agreed by consensus to direct staff to hire an architect to prepare a
preliminary design concept and cost estimate for remodeling the Willemsen house.
CITY MANAGER’S REPORT
City Manager Wolfe provided an informational report to the City Council.
ADJOURNMENT
Mayor Sierra adjourned the special meeting at 7:35 p.m. The next regular meeting of the
City Council will be held on Thursday, September 9, 2021 at 6:00 p.m.

Speaker Slip to be completed and turned in to the City Clerk prior to commencement of meeting. Any person may
address the Council on any subject pertaining to City business, including all items on the agenda not listed as a Public
Hearing, including the Consent Agenda and Closed Session. Limited to three (3) minutes per speaker. By law, no
action may be taken at this meeting on matters raised during Public Comments not included on this agenda. Public
Speakers using a translator are allotted a total of six (6) minutes to speak, unless simultaneous translation equipment is
used.
