CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

Consent Calendar Items 1 through 4 as listed.

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor Sanchez complemented Valley Gardener’s staff for their landscape
maintenance on the Avenue of Flags.
Mayor Sierra stated that Library staff would like to show Council Members how the
current Library is set up with books and furnishings to best determine how to use the
space at the Willemsen house.
Mayor Sierra announced that the 2021 Mayor’s Luau is scheduled for Saturday, October
9, from 2:00 to 5:30 p.m. at the Santa Maria Country Club.
Council Member King stated the Wine “minus the Chili” Festival will be held Sunday,
September 12 at River View Park.

COMMITTEE REPORTS
Council Member King stated the Santa Ynez Valley Community Aquatics Foundation
meeting was rescheduled to October and provided an update as to the fundraising
activities.

BUSINESS ITEMS
5. Presentation of the Draft Groundwater Sustainability Plan for the Central
Management Area Groundwater Sustainability Agency
RECOMMENDATION:
That the City Council receive a presentation from Santa Ynez River Water Conservation
District regarding the draft Groundwater Sustainability Plan.
STAFF REPORT:
Public Works Director Hess presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
Bill Buelow, PG, Program Manager at Santa Ynez River Water Conservation District
provided a presentation to the City Council regarding the draft Groundwater
Sustainability Plan. The public can find more information at www.santaynezwater.org.
The City Council discussed the following issues:
Linking the Groundwater Sustainability Plan presentation to the City’s website
The sustainability of the area’s groundwater basins and how Lake Cachuma’s
water release helps to recharge the Valley’s aquafers
DIRECTON:
The City Council agreed by consensus to direct staff to move forward with the draft
Groundwater Sustainability Plan and requested that staff return with a resolution adopting
the final plan in November/December, 2021.
CITY MANAGER’S REPORT
City Clerk Reid provided a few announcements for the record.
ADJOURNMENT
Mayor Sierra adjourned the meeting at 6:48 p.m. A special meeting of the City Council
will be held on Thursday, September 30, 2021 at 6:00 p.m. The regular meeting of
September 23, 2021 will be cancelled due to Council Members attending the League of
California Cities annual conference in Sacramento.

action may be taken at this meeting on matters raised during Public Comments not included on this agenda. Public
Speakers using a translator are allotted a total of six (6) minutes to speak, unless simultaneous translation equipment is
