CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Judith Dale, Buellton, discussed the County Library Ad Hoc Committee’s quest to convert
the library system into a Joint Powers Authority (JPA), which will aid in raising revenue
for county libraries.

6. Resolution No. 22-04 – “A Resolution of the City Council of the City of Buellton,
California, Adopting the Measure A Five-Year Local Program of Projects for Fiscal
Years 2022/2023 – 2026/2027”
RECOMMENDATION:
That the City Council consider adoption of Resolution No. 22-04.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the current expenditures for local programs and projects and
whether the City owns any electric vehicles.
Mayor Sierra opened the public hearing at 6:14 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:15 p.m.

Motion by Council Member Sanchez, seconded by Vice Mayor King approving Resolution
No. 22-04 – “A Resolution of the City Council of the City of Buellton, California, Adopting

City Council Compensation” (Introduction and First Reading)
RECOMMENDATION:
That the City Council consider the introduction and first reading of Ordinance No. 22-03.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:17 p.m. There being no public comment,
Mayor Sierra closed the public hearing at 6:18 p.m.

MOTION:
Motion by Mayor Sierra, seconded by Council Member Andrisek, introducing the first
reading of Ordinance No. 22-03 – “An Ordinance of the City Council of the City of
Buellton, California, Amending Section 2.04.060 of the Buellton Municipal Code
Pertaining to City Council Compensation” by title only and waive further reading.

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor King requested and the Council agreed by consensus that staff agendize a
consultant presentation to convert the library system to a JPA.
Council Member Lewis announced that the Buellton Senior Center helps domestic violence
victims, in addition to all the other community support they provide.

Mayor Sierra requested and the Council agreed by consensus that staff agendize discussion
of a community garden in May.
WRITTEN COMMUNICATIONS

COMMITTEE REPORTS
Mayor Sierra announced that she attended a Pre-K school meeting and provided an oral
report regarding the meeting.

8. Ordinance No. 22-02 – “An Ordinance of the City Council of the City of Buellton,
California, Adding a New Chapter 1.17 to the Buellton Municipal Code to Change the
System of Elections for Members of the City Council from an At-Large System to a
By-District System and Adopting a Map Describing the Boundaries and Identifying
Election Sequencing for Each Electoral District” (Second Reading)
RECOMMENDATION:
That the City Council request public comment and consider the adoption of Ordinance No.
22-02.
STAFF REPORT:
City Attorney Murphy presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra requested whether there were any public comments concerning Ordinance
No. 22-02 and no public comment was received.

9. Discussion Regarding Funding for Senior Center
RECOMMENDATION:
That the City Council consider the funding request from the Buellton Senior Center.
City Manager Wolfe announced that his wife had been employed by the Buellton Senior Center
for a period of time in 2021, and that Assistant City Manager/Public Works Director Rose Hess
had prepared and would deliver the staff report, as he was required to recuse himself. City
Manager Wolfe left the room at 6:25 p.m. and returned at 6:35 p.m., after the discussion,
motion, and vote on the item concluded.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
Correspondence was received and made part of the record from Kathi Heringer, Solvang,
supporting the work of the Buellton Senior Center.
Pam Gnekow, CEO of the Buellton Senior Center, spoke to the Council regarding her
funding request and thanked them for their support.
Judith Dale, Buellton, spoke in support of the Buellton Senior Center and thanked the
Center’s entire staff for their dedication to Valley residents.
Irene Covington, Buellton, spoke via Zoom about the hard work and dedication of the
Buellton Senior Center staff.
Marsha Dunn, Buellton, spoke via Zoom and thanked the Buellton Senior Center staff for
helping all Valley residents.
The City Council thanked the Buellton Senior Center for everything they do to help Valley
residents.

MOTION:
Motion by Council Member Lewis, seconded by Vice Mayor King approving the Buellton
Senior Center’s request for advance funding in the amount of $70,203 in March 2022,
rather than July 2022.

ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:12 p.m. The next regular meeting of the
City Council will be held on Thursday, March 24, 2022 at 6:00 p.m.
