Mayor Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Pam Gnekow, Chief Executive Officer of the Buellton Senior Center requested advance
funding from the City due to inflation costs and the number of residents currently seeking
Meals on Wheels.

COUNCIL MEMBER COMMENTS/ITEMS
Mayor Sierra requested and the Council agreed by consensus that staff agendize discussion
of reallocating funding for the Buellton Senior Center from July to March, 2022.
Mayor Sierra thanked the Planning staff for hosting the General Plan/Housing Element
Update Joint Meeting on February 23rd and announced there is a second joint meeting
planned for March 2 at 6:00 p.m.
Vice Mayor King thanked staff for the putting together the large Council packet.

COMMITTEE REPORTS
Council Member Sanchez announced that he attended the Central Coast Water Authority
(CCWA) meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Buellton Chamber of Commerce
and Visitors Bureau board meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Arts & Culture Committee
meeting and provided an oral report for the record.
Vice Mayor King stated that he and Council Member Sanchez attended the Santa Ynez
Valley Aquatics Ad Hoc Committee meeting and provided an oral report for the record.

4. Urgency Ordinance No. 22-04 – “An Urgency Ordinance of the City Council of the
City of Buellton, California, Extending Urgency Ordinance No. 22-01 which
Amended the Buellton Municipal Code to Add Chapter 18.14 Pertaining to Urban
Lot Splits and to Amend Section 19.02.030 and Add Section 19.02.145 Pertaining to
Urban Dwellings (22-ZOA-01)”
RECOMMENDATION:
That the City Council consider adoption of Urgency Ordinance No. 22-04.
STAFF REPORT:
Planning Director Keefer presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:12 p.m. There being no public comment,
Mayor Sierra closed the public hearing at 6:13 p.m.

5. Ordinance No. 22-02 – “An Ordinance of the City Council of the City of Buellton,
California, Adding a New Chapter 1.17 to the Buellton Municipal Code to Change the
System of Elections for Members of the City Council from an At-Large System to a
By-District System and Adopting a Map Describing the Boundaries and Identifying
Election Sequencing for Each Electoral District” (Introduction and First Reading)
RECOMMENDATION:
That the City Council discuss the district-based map boundary alternatives and election
sequence options, open the public hearing and receive public comment, and introduce
Ordinance No. 22-02 for first reading.
STAFF REPORT:
City Attorney Murphy presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:16 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:17 p.m.
The City Council discussed NDC Plans 203 and 204 and agreed by consensus to use NDC
Plan 204 as the City’s electoral district map.

MOTION:
Motion by Council Member Lewis, seconded by Vice Mayor King choosing NDC Plan
204 as the City’s electoral district map that will be identified on the City’s District Elections
web page and in the City’s Municipal Code Section 1.17.

System of Elections for Members of the City Council from an At-Large System to a By-

RECOMMENDATION:
That the City Council consider funding for the Arts & Culture projects listed above.
STAFF REPORT:
Recreation Supervisor Abello presented the staff report.
SPEAKERS/DISCUSSION:
A. Buellton in the Park: A Musical Celebration of Buellton
Davis Reinhart and Sylvia Jiang discussed the Buellton in the Park funding request and
responded to questions from the Council. Mr. Reinhart displayed a music video with local
residents in the background talking about why they enjoy living in Buellton.
The City Council discussed the following issues:
No charge for residents to attend the music festival
The many donors willing to invest in this project

$29,569.10 to fund Buellton in the Park: A Musical Celebration of Buellton.

B. Buellton Fall Festival Music Funding
Andres Nuno discussed the Buellton Fall Festival Music funding request and responded to
questions from the Council.
The City Council discussed coordinating the Fall Fest and Open Streets events, so
businesses are not adversely affected.

amount of $20,000 to fund the Buellton Fall Festival Music program.

RECOMMENDATION:
That the City Council consider adoption of Resolution No. 22-03.

8. Discussion Regarding Parking Lot Options for Willemsen Property
RECOMMENDATION:
That the City Council discuss the proposed parking lot options for the Willemsen property
and provide direction to staff.
STAFF REPORT:
Public Works Director Hess presented the staff report and City Manager Wolfe provided
further clarification as to the parking lot options.
SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Access to the parking lot area
Cost efficiency of creating a road rather than a bridge

DIRECTION:
The City Council directed staff to pursue preliminary designs using vehicular access
Alternative 3 and bring back the 30% design plans with revised cost estimates for Council
discussion, possible approval, and budget adjustment.
9. Review and Possible Adoption of Community Design Guidelines
RECOMMENDATION:
That the City Council approve the final revisions (February 2022) to the 2005 Community
Design Guidelines.

The City Council discussed the use of board and batten siding and that if it is used it should
contain high quality materials.

2022 final revisions to the Community Design Guidelines.

RECOMMENDATION:
That the City Council review and file the ACFR for Fiscal Year ended June 30, 2021.

Finance Director Zamora presented the staff report.

SPEAKERS/DISCUSSION:
The City Council thanked Finance Director Zamora and her staff for their hard work on
the ACFR.

Motion by Council Member Sanchez, seconded by Council Member Andrisek to receive
and file the Annual Comprehensive Financial Report for Fiscal Year ended June 30, 2021.
