CALL TO ORDER
Mayor Sierra called the meeting to order at 6:07 p.m.

Motion by Vice Mayor King, seconded by Council Member Lewis, approving Consent
Calendar Items 1 through 6 as listed.

COMMITTEE REPORTS
Vice Mayor King announced that he, Mayor Sierra, and Council Member Sanchez attended
the Governance Leadership Academy, hosted by California Joint Powers Insurance
Authority in Palm Desert and said it was a great event.
Mayor Sierra announced that she attended the Santa Barbara County Association of
Governments North County Sub-Regional Committee meeting and provided an oral report
for the record.

BUSINESS ITEMS
7. Presentation by Central Coast Community Energy
RECOMMENDATION:
That the City Council receive a presentation by 3CE.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Jenna Espinosa, representing 3CE provided a presentation and responded to questions from
the Council.
Mayor Sierra requested that Ms. Espinosa attend a Green Team meeting to explain more
about 3CE and other energy related issues.

8. Discussion Regarding Request to Use City-Owned Property at SE Corner of Second
Street and Central Avenue for Community Garden
RECOMMENDATION:
That the City Council receive a presentation by Annie Yakutis regarding the Central
Avenue Community Garden and direct staff as appropriate.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Written comments were received and made part of the record from the following Buellton
residents expressing support for the Community Garden project:
Bob Blokdyk
Linda Ryles
Larry Bishop
Kathy Vreeland
Annie Yakutis discussed the request to use the South East corner of Second Street and
Central Avenue for a Community Garden. Ms. Yakutis provided the Council with a
conceptual drawing of the proposed garden, which was added to the record.
The City Council discussed the following issues:
The project will be volunteer based
The location site is suited for residents in high density housing who may not have
garden space available to them and is walkable for most residents

The garden will be locked from sunset to sunrise
The Garden Committee will be working with the Buellton Union School District
so kids can learn about gardening
Garden responsibilities need to be well defined so the garden is continuously
maintained
DIRECTION:
The City Council agreed by consensus to approve the concept of a Community Garden at
the South East corner of Second Street and Central Avenue and that staff determine the
costs associated with providing water and a water meter at the site and bring back an
agreement between the City and the Community Garden for consideration and possible
approval.
9. Resolution No. 22-16 – “A Resolution of the City Council of the City of Buellton,
California, for the Purpose of Budget Amendments from Operational Changes
Related to Fiscal Year 2021-22 Budget through the Third Quarter Ending March 31,
2022”
RECOMMENDATION:
That the City Council consider adoption of Resolution No. 22-16.

Finance Director Zamora presented the staff report.

SPEAKERS/DISCUSSION:
The Council discussed the increased costs associated with water leaks in the City.
MOTION:
Motion by Mayor Sierra, seconded by Vice Mayor King, adopting Resolution No. 22-16 –
“A Resolution of the City Council of the City of Buellton, California, for the Purpose of
Budget Amendments from Operational Changes Related to Fiscal Year 2021-22 Budget
through the Third Quarter Ending March 31, 2022”

10. Establishment of City Council Priorities for the Year 2022-23
RECOMMENDATION:
That the City Council consider the list of proposed priorities for 2022, identify any
additional priorities, and adopt the priorities for 2022.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the list of Council priorities for 2022 and added additional
priorities including:
Replacing the trees southwest of River View Drive
Completing the Willemsen Barn remodel for event use
Adding landscaping features to medians on the Avenue of Flags
Conducting a water/wastewater rate study

DIRECTION:
The City Council agreed by consensus to pursue all the proposed Council priorities for
2022.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:35 p.m. The next regular meeting of the
City Council will be held on Thursday, May 26, 2022 at 6:00 p.m.
