CALL TO ORDER
Mayor Sierra called the meeting to order at 6:05 p.m.

Resolution No. 22-18 – “A Resolution of the City Council of the City of Buellton,
California, Calling and Giving Notice of the Holding of a General Municipal Election
to be Held on Tuesday, November 8, 2022 for the Election of Certain Officers as
Required by the Provisions of the Laws of the State of California Relating to General
Law Cities”
Resolution No. 22-19 – “A Resolution of the City Council of the City of Buellton,
California, Requesting the Board of Supervisors of the County of Santa Barbara to
Consolidate a General Municipal Election to be Held on Tuesday, November 8, 2022
with the General Election Pursuant to Section 10403 of the Elections Code”
Resolution No. 22-20 – “A Resolution of the City Council of the City of Buellton,
California, Adopting Regulations for Candidates for Elective Office Pertaining to
Candidate’s Statements, Materials Submitted to the Electorate, and the Cost Thereof,
Submitted to the Voters at an Election to be Held on Tuesday, November 8, 2022”
MOTION:
Motion by Vice Mayor King, seconded by Council Member Sanchez, approving Consent
Calendar Items 1 through 4 as listed.

PRESENTATIONS
5. Presentation of Certificates to Recipients of the Norman and Gale Williams Buellton
Education Scholarships
Mayor Sierra congratulated Brett Adams and Gizelle Hrehor, recipients of the Norman and
Gale Williams Buellton Education Scholarships for the 2022-2023 academic year. Stacey
Adams, Mother of Brett Adams read her son’s essay on his behalf, as the high school
seniors were at Disneyland for Grad Night. Norm and Audrey Williams spoke about the
value of education and congratulated the scholarship recipients.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez, Vice Mayor King, and Mayor Sierra thanked the Buellton
Chamber and City Manager Wolfe for hosting a great State of the City event on May 25 at
the Santa Ynez Valley Marriott.
Mayor Sierra announced that the City of Buellton received a beautification award at the
State of the City for reconstruction of Median 2 on the Avenue of Flags.
Mayor Sierra announced that Music in the Park is scheduled for Saturday, June 18 at River
View Park.

COMMITTEE REPORTS
Council Member Sanchez announced that he attended an Ad Hoc Committee meeting
pertaining to the Santa Ynez Valley Community Aquatics Center and provided an oral
report for the record.
Mayor Sierra announced that she attended board meetings for Santa Barbara County
Association of Governments (SBCAG) and Air Pollution Control District (APCD) and
provided oral reports regarding the meetings.
Mayor Sierra announced that she attended a meeting with the Santa Ynez Valley HEAL
Coalition and stated that Open Streets is moving forward for October 30, 2022.
BUSINESS ITEMS
6. Discussion of Reservoir 2 Roof Repairs
RECOMMENDATION:
That the City Council discuss roof repair options for Reservoir 2 and provide staff with
direction on how to proceed.

Public Works Director Hess presented the staff report.

SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Constructing a better quality reservoir roof made from aluminum
Financing the roof repairs versus using existing City funds to pay for the repairs

DIRECTION:
The City Council agreed by consensus to direct staff to pursue roof repairs using aluminum.
7. Request to Waive Requirement for Story Poles at Village Senior Apartment Project
– Final Development Permit No. 22-FDP-02
RECOMMENDATION:
That the City Council discuss the waiver of story pole requirements for the Village Senior
Apartment Project.
STAFF REPORT:
City Manager Wolfe presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
The City Council discussed how the residents may be adversely affected by waiving the
story pole requirements as residents will not have a reference point for the height of the
proposed building.
MOTION:
Motion by Council Member Lewis, seconded by Council Member Andrisek waiving the
story pole requirements for the Village Senior Apartment Project.
VOTE:
Motion passed by a roll call vote of 3-2, with Council Member Sanchez and Vice Mayor
King voting no.

8. Mid-Cycle Budget Study Session Related to Fiscal Year 2022-23
RECOMMENDATION:
That the City Council discuss the Fiscal Year 2022-23 proposed adjustments to the adopted
City budget and direct staff regarding any budget adjustments.
STAFF REPORT:
Finance Director Zamora presented the staff report and went through the entire Fiscal Year
2022-23 proposed adjustments to the adopted City budget.
SPEAKERS/DISCUSSION:
The City Council discussed the proposed Mid-Cycle Budget, adding additional funding to
the vehicle fuel fund and carrying over the remaining balance in the Arts & Culture fund.

DIRECTION:
The City Council agreed by consensus to make adjustments to the Fiscal Year 2022-23
adopted City budget and requested that staff bring back a resolution solidifying the
requested budget amendments.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 8:30 p.m. The next regular meeting of the
City Council will be held on Thursday, June 9, 2022 at 6:00 p.m.
