CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

Council Member Lewis recused herself from voting on the Consent Calendar due to a
Political Reform Act conflict of interest.

Motion by Vice Mayor King, seconded by Council Member Andrisek, approving Consent
Calendar Items 1 through 7 as listed.

COUNCIL MEMBER COMMENTS/ITEMS
Council Members Lewis and Sanchez and Mayor Sierra thanked staff, the Buellton
Chamber of Commerce, and Davis Reinhart for hosting Music in the Park on June 18.
Mayor Sierra congratulated Council Member Sanchez on getting married.

COMMITTEE REPORTS
Mayor Sierra announced that she attended a board meeting for Santa Barbara County
Association of Governments (SBCAG) and provided an oral report regarding the meeting.

8. Update on Broadband Strategic Planning Effort
RECOMMENDATION:
That the City Council receive an update regarding the Broadband Strategic Planning effort
and direct staff accordingly.
STAFF REPORT:
City Manager Wolfe presented the staff report.

SPEAKERS/DISCUSSION:
Maria Kelly, Project Coordinator and Bill Simmons, Project Lead displayed a presentation
and discussed the Broadband Strategic Planning effort.
The City Council discussed how broadband actually works and is delivered to customers.
DIRECTION:
The City Council agreed by consensus to move forward with the Broadband Strategic
Planning effort.
9. Request for Use of Affordable Housing In-Lieu Funds from Palm Communities
RECOMMENDATION:
That the City Council consider authorization of in-lieu funds to be used by Palm
Communities.

City Manager Wolfe presented the staff report.

SPEAKERS/DISCUSSION:
Correspondence was received by the City Council and made part of the record from Marc
Lincoln, Buellton, suggesting the Council deny the request for use of affordable housing
in-lieu funds from Palm Communities.
Mitch Slagerman, representing Palm Communities explained the request for use of
Affordable Housing In-Lieu Funds for Palm Communities.

The City Council discussed the following issues:
• Adding battery backup units during construction so residents have electricity during
a power outage
• Allowing residents currently living on the Avenue of Flags to receive preference to
move into Palm Communities
MOTION:
Motion by Council Member Lewis, seconded by Mayor Sierra authorizing in-lieu funds to
be used by Palm Communities in the amount of $341,490.00.
VOTE:
Motion passed by a roll call vote of 5-0.

10. Contract with Buellton Chamber of Commerce for Operation of a Visitors Bureau
RECOMMENDATION:
That the City Council authorize the City Manager to execute the service contract between
the City and the Buellton Chamber of Commerce for Operation of the Visitors Bureau, not
to exceed $450,000.
STAFF REPORT:
City Manager Wolfe presented the staff report.

SPEAKERS/DISCUSSION:
The City Council thanked staff for conducting the request for proposals and the Buellton
Chamber of Commerce and Visitors Bureau for successfully marketing Buellton.
MOTION:
Motion by Vice Mayor King, seconded by Council Member Lewis authorizing the City
Manager to execute the service contract between the City and the Buellton Chamber of
Commerce for Operation of the Visitors Bureau, not to exceed $450,000.

RECOMMENDATION:
That the City Council consider authorization of funds not to exceed $40,000 for California
Environmental Quality Act (CEQA) documentation for the Willemsen property
improvements and authorize a budget adjustment accordingly.

Motion by Council Member Andrisek, seconded by Council Member Sanchez authorizing
