City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of July 14, 2022 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Sierra called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Elysia Lewis, John Sanchez, Vice Mayor Dave King and Mayor Holly Sierra Staff: City Manager Scott Wolfe, City Clerk Linda Reid, City Attorney Greg Murphy, Public Works Director Rose Hess, Recreation Coordinator Kyle Abello, and Finance Director Shannel Zamora (via Zoom) Mayor Sierra announced that Council Member Andrisek resigned his Council seat on July 8, 2022, due to health issues. Mayor Sierra and the Council thanked Mr. Andrisek for his service to the City of Buellton. REORDERING OF AGENDA None PUBLIC COMMENTS Pam Gnekow, CEO of the Buellton Senior Center, announced the Buellton Senior Center has been designated as the Foodbank’s Veteran’s Distribution Center and there will be a ribbon cutting on October 17 at 10:00 a.m. CONSENT CALENDAR 1. Minutes of June 23, 2022 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Years 2021/2022 and 2022/2023 City Council Meeting Minutes Page 2 July 14, 2022 3. Approval of Santa Barbara County Association of Governments (SBCAG) Cooperative Agreement for Measure A Safe Routes to School Program MOTION: Motion by Vice Mayor King, seconded by Council Member Lewis, approving Consent Calendar Items 1 through 5 as listed. Council Member Sanchez - Yes Council Member Lewis – Yes Vice Mayor King – Yes Mayor Sierra - Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Sanchez, Vice Mayor King, and Mayor Sierra thanked Mr. Andrisek for his service to the City of Buellton. Council Member Lewis requested and the Council agreed by consensus to have staff work with Mike Hecker to bring back the 805 Criterium Bike Race. Vice Mayor King requested and the Council agreed by consensus to agendize discussion of appointing a fifth Council Member at the August 11 Council meeting. Mayor Sierra thanked Council Member Sanchez for arranging a beautiful vehicle for Council Members to ride in for the Fourth of July Parade in Solvang. WRITTEN COMMUNICATIONS None City Council Meeting Minutes Page 3 July 14, 2022 COMMITTEE REPORTS Mayor Sierra announced that she attended the Santa Barbara County Association of Governments North County Sub-Regional Committee meeting and provided an oral report for the record. Mayor Sierra announced that she attended a Green Team meeting and provided an oral report for the record. BUSINESS ITEMS 6. Discussion and Possible Approval of Santa Ynez Valley Botanic Garden Irrigation Request RECOMMENDATION: That the City Council consider approving the renovation and repair of the Botanic Garden irrigation system and direct staff to make the appropriate budget amendment. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: Eva Powers, representing the Santa Ynez Valley Botanic Garden, discussed the importance of the irrigation request in order to keep the Botanic Garden thriving and she provided an updated repair estimate, which includes grant funding. The City Council discussed the following issues: • The current financial position of the Santa Ynez Valley Botanic Garden • Several bids were received for the proposed work DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor King, approving the amended amount of $33,000 to fund the renovation and repair of the Botanic Garden irrigation system and that staff create the necessary budget amendment. Consideration of Bike Skills Course Memorandum of Understanding (MOU) with Sage Trail Alliance RECOMMENDATION: That the City Council consider approval of a Bike Skills Course MOU with Sage Trail Alliance. STAFF REPORT: Recreation Supervisor presented the staff report. SPEAKERS/DISCUSSION: David Bennett with Sage Trail Alliance, discussed the proposed bike skills course. The City Council discussed the following issues: • The bike course will not interfere with new parking lot design, it will be designed for all riders, and will not be suitable for electric bikes DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Council Member King approving the Bike Skills Course MOU with Sage Trail Alliance. VOTE: Motion passed by a roll call vote of 4-0. Design Direction of Main Residence at 202 Dairyland Road (“Willemsen Property”) RECOMMENDATION: That the Council discuss the potential configuration of the library and other potential uses in the Willemsen house at 202 Dairyland Road and give staff and architectural direction regarding the design and configuration for future uses. DOCUMENTS: Staff report with attachments as listed in the staff report. City Council Meeting Minutes Page 5 July 14, 2022 SPEAKERS/DISCUSSION: Correspondence was received, provided to Council, and made part of the record regarding this item from the following individuals • Henry Shatavsky • Mabel Shatavsky • Judith Dale • Len Fleckenstein • Larry and Kal Bishop • Chuck Sorensen Shoshanah Schwartz, Buellton, discussed the importance of moving the Library to the Willemsen property. Mike Adriansen, Buellton, requested the Council provide the maximum amount of space to the Library. Ari Weaver, Buellton, discussed the importance of the Library’s resources for the community. Judy Pedersen, Buellton, spoke about the importance of the Library’s presence in the community. Judith Dale, Buellton, thanked the Council for providing so many amenities to the Community and stated she supports Scheme B and asked for the most amount of space for the Library. Gina Tesdahl, Buellton, discussed her preference for Scheme B and stated it would be most beneficial to the community. Monica Buenrostro, Buellton, spoke about all the resources available at the Library and how valuable the new location would be to the community. Larry Bishop, Buellton, discussed how the Library facility would be integrated with River View Park and would benefit all age groups. Brian, Buellton, questioned whether the local Librarians have had input in the schemes, the size of the current Library, and where the nearest bus stop is located. Karis Clinton, Buellton, discussed allowing the barn to be used for weddings and using the house for the Library. Hilary Johnson, Buellton’s Librarian, spoke about the importance of a community Library and thanked residents for coming out to support the Library’s relocation. City Council Meeting Minutes Page 6 July 14, 2022 Brett Marchi, Architect, discussed the proposed renovation schemes for the Willemsen house. The City Council discussed how best to design and maximize the Library and meeting rooms at the Willemsen house. DIRECTION: The City Council agreed by consensus to have staff continue to work with the architect to modify Scheme B2, which will incorporate community meeting rooms and the Library and bring the revised plans back to the Council for further review. 9. Consideration of Second Amendment to City Manager Employment Agreement and Discussion of Salary Adjustment for City Manager for Fiscal Year 2022-23 RECOMMENDATION: That the City Council consider a salary adjustment for the City Manager for Fiscal Year 2022-23 and any other contract amendments as appropriate, direct staff to make the changes and the Mayor to sign the Second Amendment to City Manager Employment Agreement. MOTION: Motion by Council Member Sanchez, seconded by Council Member Lewis authorizing a 3 percent COLA for City Manager Wolfe for Fiscal Year 2022-23, plus a 5 percent merit increase (effective July 1, 2022) and $400 increase to the medical premium paid by the City (effective January 1, 2023), and authorizing the Mayor to sign the Second Amendment to City Manager Employment Agreement.
