CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Pam Gnekow, representing Santa Ynez Valley Community Outreach, announced the
Buellton Veteran’s Food Distribution Center luncheon fundraiser is scheduled for
Wednesday, October 19. Ms. Gnekow also provided details about the Cars and Cowboys
fundraiser on October 1 in Los Olivos. She also stated the Buellton Chamber of Commerce
and Educational Foundation have scheduled a Candidate Forum for October 16 at Oak
Valley Elementary School from 1:00 to 4:00 p.m.

Motion by Vice Mayor King, seconded by Council Member Lewis, approving Consent
Calendar Items 1 through 5 as listed.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez and Vice Mayor King thanked the Buellton Chamber of
Commerce for hosting the Chamber Mixer at Rudy’s Mexican Restaurant.
Mayor Sierra announced that she, Vice Mayor King, and Council Member Sanchez
attended the League of California Cities Annual Conference in Long Beach.

COMMITTEE REPORTS
Council Member Sanchez announced that he attended the Central Coast Water Authority
(CCWA) Board meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Buellton Chamber of Commerce
and Visitors Bureau board meeting and provided an oral report for the record.
Mayor Sierra announced that she attended a Library Advisory Committee meeting and
provided an oral report for the record.

BUSINESS ITEMS
6. Annual Report for January 1, 2021 through December 31, 2021 from Visit Santa Ynez
Valley
RECOMMENDATION:
That the City Council receive the 2021 Annual Report from Visit Santa Ynez Valley
(VisitSYV).
STAFF REPORT:
Finance Director Zamora presented the staff report.
SPEAKERS/DISCUSSION:
Shelby Sim, President and CEO of VisitSYV displayed a presentation of VisitSYV’s 2021
Annual Report.
7. Sheriff’s Department Mid-Year Crime Statistics Report
RECOMMENDATION:
That the City Council receive the mid-year crime statistics report from Lt. Garrett TeSlaa.
STAFF REPORT:
Finance Director Zamora presented the staff report.
SPEAKERS/DISCUSSION:
Santa Barbara County Sheriff’s Department Lt. Garrett TeSlaa provided a mid-year crime
statistics report and answered questions from the City Council.
The City Council discussed hiring a full-time motor officer in the next few months and
whether the speed trailer can be utilized in different locations throughout the City.
Lt. TeSlaa announced that he has been transferred to the Isla Vista Station and introduced
his replacement Lt. Mark Valencia. The Council welcomed Lt. Valencia to the City of
Buellton.
8. Progress Drawings for Library Improvement Plans – 202 Dairyland Road
RECOMMENDATION:
That the City Council review the Library plans and direct staff as appropriate.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
• Increasing the size of the porch and patio around the house
• Installing glass garage doors

DIRECTION:
The City Council agreed by consensus to move forward with the current construction plans
for the Library with direction regarding the patio and door issues.
9. Allocation of Funding Sources for the Reservoir 2 Roof Repairs
RECOMMENDATION:
That the City Council discuss the funding source options for the Reservoir 2 roof repairs
and provide direction to staff.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
• Looking into using different low interest loans, together with American Rescue
Plan Act of 2021 (ARPA) funds to pay for the roof repairs
• Using existing funds rather than borrowing funds to pay for the roof repairs
DIRECTION:
The City Council agreed by consensus to use ARPA funds for the repairs and to have staff
return with further details regarding low interest loans, to allow for a final determination
as to whether loan funds or water fund reserves would be paired with the ARPA funds to
complete the project funding.
CITY MANAGER’S REPORT
Finance Director Zamora provided an informational report for the record.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:56 p.m. The next regular meeting of the
City Council will be held on Thursday, October 13, 2022 at 6:00 p.m.
