City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of October 13, 2022 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Vice Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Elysia Lewis, John Sanchez, Vice Mayor Dave King and Mayor Holly Sierra (Via Zoom) Staff: City Manager Scott Wolfe, Finance Director Shannel Zamora (Via Zoom), City Clerk Linda Reid, City Attorney Greg Murphy, Public Works Director Rose Hess, and Planning Director Andrea Keefer REORDERING OF AGENDA None PUBLIC COMMENTS Kathy Vreeland, Executive Director of the Buellton Chamber of Commerce and Visitors Bureau announced the Buellton City Council Candidate Forum is scheduled for Sunday, October 16 from 1:00 to 4:00 p.m. at Oak Valley Elementary School. Kyle Abello, Recreation Supervisor announced that he is resigning his position with the City after the New Year. He thanked the City Council and staff for the opportunity to work for the City and help to develop Buellton Rec. The City Council thanked Mr. Abello for his hard work and dedicated service to the City and its residents. City Council Meeting Minutes Page 2 October 13, 2022 CONSENT CALENDAR 1. Minutes of September 22, 2022 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2022/2023 3. Financial Report for the Fourth Quarter Ending June 30, 2022 MOTION: Motion by Council Member Sanchez, seconded by Council Member Lewis, approving Consent Calendar Items 1 through 3 as listed. Council Member Sanchez thanked Finance Director Zamora for the detailed fourth quarter report. VOTE: Motion passed by a roll call vote of 4-0. Council Member Sanchez - Yes Council Member Lewis – Yes Vice Mayor King – Yes Mayor Sierra - Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Lewis requested and the Council agreed by consensus to have staff look into adding some shaded structures and a baby swing at Village Park. Mayor Sierra announced the grand opening of the Buellton Veterans Food Distribution Service Center is scheduled for October 19 at 10:30 a.m. at the Buellton Senior Center. Mayor Sierra clarified her support for Measure R. She stated she supports Measure R as a private resident but not as the Mayor of the City of Buellton, which was printed on a distribution flyer supporting the Measure. Council Member Sanchez requested that staff look into adding a splash pad at Village Park. City Council Meeting Minutes Page 3 October 13, 2022 WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Sanchez announced he attended the Arts and Culture Committee board meeting and provided an oral report for the record. Council Member Sanchez thanked Recreation Supervisor Abello for all his hard work and dedication through the years. Mayor Sierra announced that she attended the California Joint Powers Insurance Authority (CJPIA) Annual conference in Santa Barbara and said it was a great event. BUSINESS ITEMS 4. Annual Report from the Buellton Visitors Bureau for the Period July 2021 through June 2022 RECOMMENDATION: That the City Council receive the Annual Report from the Buellton Visitors Bureau. STAFF REPORT: Finance Director Zamora presented the staff report. SPEAKERS/DISCUSSION: Kathy Vreeland, Executive Director of the Buellton Chamber of Commerce and Visitors Bureau displayed a presentation for the Council and discussed the Visitors Bureau’s Annual Report for July 2021 through June 2022. The City Council thanked the Buellton Chamber of Commerce and Visitors Bureau for their dedication in bringing tourism to Buellton. DOCUMENTS: Staff report with attachments as listed in the staff report. 5. Consideration of a New Contract with Metro Ventures Ltd. for Irma L. Tucker to Provide Professional Planning Services RECOMMENDATION: That the City Council authorize the City Manager to enter into a new contract for Contract Planning Services with Metro Ventures Ltd. beginning November 10, 2022 and ending May 10, 2024, at a rate of $100.00 per hour, not to exceed $72,000. STAFF REPORT: Planning Director Keefer presented the staff report. City Council Meeting Minutes Page 4 October 13, 2022 SPEAKERS/DISCUSSION: The City Council discussed the value of Ms. Tucker’s services to Buellton’s Planning Department and the hourly rate being paid. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Sanchez, seconded by Council Member Lewis, authorizing the City Manager to enter into a new contract for Contract Planning Services with Metro Ventures Ltd. beginning November 10, 2022 and ending May 10, 2024, at a rate of $100.00 per hour, not to exceed $72,000. Allocation of Funding Sources for the Reservoir 2 Roof Repairs RECOMMENDATION: That the City Council discuss the funding source options for the Reservoir 2 roof repairs and provide direction to staff. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the following issues: • The project is currently in design phase, it will go to bid soon, and likely be in construction by spring, 2023 • Using existing funds to pay for the roof repairs • Moving forward on the project, while looking into applying for a low-interest loan DIRECTION: The City Council agreed by consensus to use American Rescue Plan Act (ARPA) funds for the Reservoir 2 roof repairs and directed staff to apply for a low interest loan to further fund the project. Resolution No. 22-29 – “A Resolution of the City Council of the City of Buellton, California, Adopting a City Council Manual Establishing Guidelines and Procedures for Council Operations and Related Functions and Activities” RECOMMENDATION: That the City Council discuss the Council Manual and consider adoption of Resolution No. 22-29. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: The City Council thanked the City Manager for drafting the Council Manual and said it is very well written. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor King, adopting Resolution No. 22-29 - “A Resolution of the City Council of the City of Buellton, California, Adopting a City Council Manual Establishing Guidelines and Procedures for Council Operations and Related Functions and Activities” VOTE: Motion passed by a roll call vote of 4-0. Council Member Lewis – Yes Council Member Sanchez - Yes Vice Mayor King– Yes Mayor Sierra – Yes CITY MANAGER’S REPORT City Manager Wolfe provided an informational report for the record.
