Council Member Sanchez - Yes Council Member Lewis – Yes Vice Mayor King – Yes Mayor Sierra - Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Sanchez thanked the Santa Barbara County Sheriff’s Department for patrolling Second Street during before and after school hours. Vice Mayor King requested information on the La Lata speed survey. Staff did not have an update on the survey at this time. Mayor Sierra thanked the Buellton Chamber of Commerce and Visitors Bureau for hosting the Candide Forum on October 16. Vice Mayor King thanked the Buellton Chamber of Commerce for hosting the Chamber Mixer at DorWood Distillery. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor Sanchez announced he attended the Central Coast Water Authority (CCWA) Board meeting and provided an oral report for the record. City Council Meeting Minutes Page 3 October 27, 2022 Mayor Sierra announced that she attended the Santa Barbara County Association of Governments (SBCAG) and Air Pollution Control District (APCD) board meetings and provided oral reports for the record. BUSINESS ITEMS 8. Consideration of Arts & Culture Project Application: Discovery Days RECOMMENDATION: That the City Council consider approval of $15,000 to fund the Discovery Days Project. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: Ashley Jenkins, Executive Director of the Santa Ynez Valley Children’s Museum discussed the group’s grant request of $15,000 for Discovery Days. Ms. Jenkins announced that Discovery Days will be held on Saturdays in June, July, and August at the Children’s Museum on the Willemsen property. Amy Wolfslau, Buellton, questioned when Discovery Days will take place. The City Council discussed the following issues: • Requesting the Children’s Museum reduce their spending costs if possible • The Children’s Museum’s fundraising event is scheduled for November 5 and the open house is scheduled for November 6 DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Council Member Sanchez, approving $15,000 to fund the Discovery Days Project and that Council will revisit funding for the Arts & Culture program if needed. Discussion Regarding the Community Garden located on City-Owned Property at SE Corner of Second Street and Central Avenue for Community Garden RECOMMENDATION: That the City Council discuss the items presented and direct staff as appropriate. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: Written comments were received and made part of the record from the following Buellton residents expressing support for the Buellton Community Garden (BCG) project: • Phil and Pat Merritt • Mary Beth Coyne Neal • Rebecca Sutherland • Nora Zwehl-Burke • Barry and Diane Craig Annie Yakutis, spoke about her support for the BCG project. Larry Bishop, Buellton, spoke about the benefits of the BCG project and requested Council’s support for the project. The City Council discussed the following issues: • That the City provide water and a ¾ ” water meter, temporary signage, and waive insurance requirements until construction begins • That BCG provide community outreach detailing how the Garden will be developed and maintained MOTION: Motion by Mayor Sierra, seconded by Council Member Lewis, direcing staff to move forward with the Community Garden located at the corner of Second Street and Central Avenue and that the City will provide water, a ¾” water meter, temporary signage, and waive insurance requirements until construction begins. VOTE: Motion passed by a roll call vote of 4-0. Conceptual Review of the “Feedstore Mixed-Use Development” Project 545 Avenue of Flags; APNs 099-282-008/009/013 and 099-292-019 RECOMMENDATION: That the City Council review the conceptual plans and provide direction to the Applicant regarding the project. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: Kerry Moriarty, project developer spoke about the proposed project and outlined what he proposes to develop at the Feedstore on the Avenue of Flags. Tony Cano, Agave Design Group, representing project developer Kerry Moriarty discussed the proposed mixed-use commercial-residential development project. Brandon Mann, MB Development Company, expressed his support for consistent development on the Avenue of Flags and that the project conform to the Specific Plan requirements. Hudson Hornick, Buellton, expressed his support for keeping open space at the project site and not installing so much concrete. The City Council discussed the following issues: • Building design of the proposed project being congruent with adjacent development • Concern for the loss of parallel parking, residential parking, and diagonal parking on the Avenue of Flags • Maintaining the Feedstore’s authenticity and adding adjacent buildings in Art Deco design DOCUMENTS: Staff report with attachments as listed in the staff report. DIRECTION: The City Council provided conceptual direction to the project applicant. 11. Consideration of an Affordable Housing Agreement for the 518 Avenue of Flags – Mixed Use Development Located at 518 Avenue of Flags RECOMMENDATION: That the City Council consider adoption of the draft Affordable Housing Agreement for the 518 Avenue of Flags Mixed Use Development. STAFF REPORT: City Manager Wolfe presented the staff report. City Council Meeting Minutes Page 6 October 27, 2022 SPEAKERS/DISCUSSION: Brandon Mann, MB Development Company, discussed the affordable housing agreement for 518 Avenue of Flags and that the agreement will add $1,023,400 to the City’s affordable housing in-lieu account. Ken Hira, representing Kosmont Companies, discussed the affordable housing agreement for 518 Avenue of Flags and the City’s ability to accept in-lieu payment rather than requiring affordable units to be built at 518 Avenue of Flags. MOTION: Motion by Council Member Lewis, seconded by Council Member Sanchez approving the Affordable Housing Agreement for 518 Avenue of Flags mixed use development. Resolution No. 22-31 - “A Resolution of the City Council of the City of Buellton, California, for the Purpose of Budget Amendments from Operational Changes Related to Fiscal Year 2022-23 Budget through the First Quarter Ending September 30, 2022” RECOMMENDATION: That the City Council adopt Resolution No. 22-31.
