City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of January 12, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, David Silva, Vice Mayor John Sanchez and Mayor Dave King Staff: City Manager Scott Wolfe, Finance Director Shannel Zamora (Via Zoom), City Clerk Linda Reid, City Attorney Greg Murphy, Public Works Director Rose Hess, and Planning Director Andrea Keefer REORDERING OF AGENDA None PUBLIC COMMENTS John Dorwin, Buellton, discussed the recent storm effects, specifically to the BUE 17 project site on Industrial Way. Mr. Dorwin also expressed concern over the flood control culverts being undersized. Dan Heedy, Buellton, discussed the recent storm and thanked all first responders for their support and good work during the storm. Mr. Heedy stated that following the storm, Zaca Creek Golf Course was flooded, along with the BUE 17 project site on Industrial Way and expressed concern over potential litigation due to flooding claims if the proposed project is approved. Monthly Treasurer’s Report – November 30, 2022 MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member Lewis, approving Consent Calendar Items 1 through 4 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick - Yes Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King - Yes PRESENTATIONS 5. Proclamation Recognizing Human Trafficking Awareness Month Mayor King read the proclamation recognizing Human Trafficking Awareness Month. Jeff Shaffer, representing the Santa Barbara County Human Trafficking Task Force accepted the proclamation and discussed the importance of human trafficking awareness. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick commented on the recent storm and requested that staff review the conditions of approval for BUE 17 and also determine whether the City’s culverts are properly sized to handle future flooding events. Council Member Hornick questioned whether the City Council can review some Planning Commission submittals initially, rather than it being an appeal process after a Planning Commission decision is rendered. City Attorney Murphy stated he can bring an item for Council discussion in February related to Council Member Hornick’s request. Vice Mayor Sanchez thanked the Public Works Department staff for their diligent efforts during the recent storm event. Update on Broadband Strategic Plan RECOMMENDATION: That the City Council receive an update regarding the Broadband Strategic Planning effort. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: Michael Becker, Planning Director at Santa Barbara County Association of Governments (SBCAG) discussed the proposed Broadband Strategic Plan. Maria Kelly with MM Kelly Consultants displayed a presentation and discussed the Broadband Strategic Planning effort. The City Council discussed various issues related to the Broadband Strategic Plan. 7. Review of Design and Budget for 202 Dairyland Road RECOMMENDATION: That the City Council provide direction on improvement plans for 202 Dairyland Road and approve a budget amendment to the Capitol Improvement Project (CIP) Fund 092-221. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the proposed improvement plans and their concern regarding the revised plans and associated costs. The Council suggested that Council Members review the improvement plans and advise staff what items could be revised or removed. DOCUMENTS: Staff report with attachments as listed in the staff report. DIRECTION: The City Council agreed by consensus to review the proposed improvement plans and determine what items can be revised or removed from the plans and that staff bring back the revised plans for Council consideration and possible approval. City Council Meeting Minutes Page 4 January 12, 2023 8. Assembly Bill 2449 and New Rules for Teleconferencing into City Council and Commission Meetings RECOMMENDATION: That the City Council receive and file the report regarding new rules for teleconferencing for City Council and Planning Commission meetings. STAFF REPORT: City Attorney Murphy presented the staff report. CITY MANAGER’S REPORT City Manager Wolfe provided an informational report for the record.
