CALL TO ORDER
Mayor King called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Hudson Hornick, Elysia Lewis, David Silva, Vice
Mayor John Sanchez, and Mayor Dave King
Staff: City Manager Scott Wolfe, Finance Director Shannel Zamora (Via
Zoom), City Clerk Linda Reid, City Attorney Greg Murphy (Via
Zoom), and Public Works Director Rose Hess
REORDERING OF AGENDA
None
PUBLIC COMMENTS
Tim Mahoney, Public Affairs Manager for Southern California Gas spoke via Zoom
regarding the high cost of natural gas this winter.
Bill Bauer, Buellton, requested funding from the City to refurbish and resupply the
Community Emergency Response Team (CERT) trailer at Ranch Club Mobile Estates and
to pay for CERT training for Ranch Club residents.
Lt. Mark Valencia, spoke about the ongoing problem of human trafficking and its impact
on the community and stated he’s looking into scheduling an informational training session
with community organizations, which will assist in identifying the signs of human
trafficking.

MOTION:
Motion by Vice Mayor Sanchez, seconded by Council Member Lewis, approving Consent
Calendar Items 1 through 4 as listed.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Lewis requested that staff bring back the Avenue of Flags Specific Plan
for review and discussion pertaining to architectural styles. City Manager Wolfe stated
this item will be brought back during the upcoming goal setting meeting.
Council Member Silva announced that he and Council Member Hornick attended the
League of California Cities New Mayors and Council Members conference in Sacramento
and requested that staff bring back a few items for future discussion, including, a revised
conflict of interest policy, adding additional social media communication methods, and
adding a Spanish version of the agenda and packet to the website. The Council agreed by
consensus to bring back the items referenced above for further discussion.

Council Member Hornick requested that staff look into traffic calming measures on
Highway 246 through Buellton. City Manager Wolfe stated this issue is in progress
through the Circulation Element. Council Member Hornick also requested that staff look
into adding a crosswalk on South Avenue of Flags from Rancho de Maria to Flying Flags
RV Resort. Council Member Hornick requested that staff add a California State Flag on
the Avenue of Flags. The City Council agreed by consensus to bring back the items
referenced above for further discussion.
Vice Mayor Sanchez requested that staff look into adding truck or large vehicle parking on
the Avenue of Flags. Vice Mayor Sanchez thanked the Public Works staff for installing
the new banners on the Avenue of Flags.
WRITTEN COMMUNICATIONS

COMMITTEE REPORTS
Vice Mayor Sanchez announced that he attended the Buellton Chamber of Commerce and
Visitors Bureau Board meeting and provided an oral report regarding the meeting.
Vice Mayor Sanchez announced that he attended the Central Coast Water Authority
(CCWA) Board meeting and provided an oral report regarding the meeting.
BUSINESS ITEMS
5. Discussion Regarding Flood Review in Development Process
RECOMMENDATION:
That the City Council receive flood information for discussion and give direction to staff
regarding any additional actions to be taken.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the flood review process and how potential development could
affect existing development areas and that staff has conducted appropriate flooding studies
regarding the proposed BUE-17 project site.

6. Discussion Regarding Village Park Playground Facilities
CONFLICT OF INTEREST:
Council Member Silva declared a conflict of interest with Item 6 due to the proximity of
his residence to Village Park and left the dais at 7:10 p.m.
RECOMMENDATION:
That the City Council discuss the playground facility option presented and provide
direction to staff.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed adding a large shade structure, additional swings, and a special-
needs swing at Village Park.
Angela (last name unknown), speaking via Zoom, thanked the Council for considering the
addition of shade and swings at Village Park.

DIRECTION:
The City Council agreed by consensus to direct staff to bring this issue back for further
discussion regarding costs and plans, including a large shade structure, five swings (1
special needs swing, 2 infant swings, and 2 standard swings).
Council Member Silva returned to the dais at 7:28 p.m.
CITY MANAGER’S REPORT
City Manager Wolfe provided an informational report for the record.
ADJOURNMENT
Mayor King adjourned the regular meeting at 7:33 p.m. The next regular meeting of the
City Council will be held on Thursday, February 9, 2023 at 6:00 p.m.
