CALL TO ORDER
Mayor King called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Pam Gnekow, Executive Director of the Buellton Senior Center announced that the Senior
Center has partnered with Santa Barbara Cancer Foundation to help patients with their
nutritional needs. Ms. Gnekow also announced that Santa Ynez Valley Community
Outreach is hosting “March for Meals” on March 17 at the Maverick Saloon and “National
Vietnam Veterans Day” on March 29 on the Avenue of Flags and provided handouts
detailing both events.
Ms. Gnekow requested advance funding for the Senior Center due to the lack of funding at
this time of year. The City Council agreed by consensus to bring this request back for
discussion at the next Council meeting.

MOTION:
Motion by Vice Mayor Sanchez, seconded by Council Member Silva, approving Consent
Calendar Items 1 through 3 as listed.

Motion passed by a roll call vote of 4-0.

COUNCIL MEMBER COMMENTS/ITEMS
Mayor King stated there would be a change to the Library renovation, which will be
discussed at a future Council meeting.

COMMITTEE REPORTS
Vice Mayor Sanchez announced that he attended the Central Coast Water Authority
(CCWA) meeting and provided an oral report for the record.
Vice Mayor Sanchez announced that he attended the Buellton Chamber of Commerce and
Visitors Bureau board meeting and provided an oral report for the record.

Mayor King announced that he and Vice Mayor Sanchez attended the Santa Barbara
County Association of Governments (SBCAG) meeting and provided an oral report for the
record.
Mayor King stated that he and Vice Mayor Sanchez attended the Annual Awards
Ceremony at Vandenberg Space Force Base.
BUSINESS ITEMS
4. Review of Design and Budget for 202 Dairyland Road
MOTION:
Mayor King motioned to table Item 4 to allow staff additional time to review alternative
options for the Library renovation. The motion was seconded by Council Member
Hornick.

5. Resolution No. 23-02 - “A Resolution of the City Council of the City of Buellton,
California, Regarding Mid-Year Budget Amendments for FY 2022-23”
RECOMMENDATION:
That the City Council consider adoption of Resolution No. 23-02.
STAFF REPORT:
Finance Director Zamora presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
The Council questioned the sustainability of the wastewater fund.
Laura Romano Defazio, Buellton, questioned what type of analysis model the City will use
to perform the wastewater rate study.
MOTION:
Motion by Council Member Hornick, seconded by Council Member Silva, adopting
Resolution No. 23-02 – “A Resolution of the City Council of the City of Buellton,
California, Regarding Mid-Year Budget Amendments for FY 2022-23”

6. Establishment of City Council Priorities for the Year 2023-24
RECOMMENDATION:
That the City Council identify and adopt additional priorities for 2023-24.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the existing list of City Council priorities and added additional
priorities for 2023-24 as follows:
• Public safety systems throughout the City
• Avenue of Flags development (Specifically Median Three)
• Broadband access
• Playground structures and exercise equipment at City Parks
• Trails and other recreational activities
• Green energy systems
• Social services for residents
• Cameras throughout the City to promote public safety
• Truck parking in front of Ellen’s Pancake House
• Promoting additional electric charging stations throughout City
• Widening McMurray Road
DOCUMENTS:

DIRECTION:
The City Council agreed by consensus to continue to pursue the existing City Council
priorities, as well as the newly identified priorities listed above for 2023-24.

The City Council met in closed session to discuss Item 7. No reportable action was taken.
ADJOURNMENT
Mayor King adjourned the regular meeting at 8:38 p.m. The next regular meeting of the
City Council will be held on Thursday, March 9, 2023 at 6:00 p.m.
