City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of April 13, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Vice Mayor Sanchez called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, Vice Mayor John Sanchez Absent: Council Member David Silva and Mayor Dave King Staff: Planning Director Andrea Keefer, Finance Director Shannel Zamora (via Zoom), Public Works Director Rose Hess, Staff Assistant Clare Barcelona, and Assistant City Attorney Stephanie Gutierrez (via Zoom) REORDERING OF AGENDA None PUBLIC COMMENTS Debbie Oquist, Buellton, expressed her concern over motorized bicycles at River View Park and in the Santa Ynez River and requested that staff look into ways to mitigate this issue, as it presents a safety hazard. Holly Sierra, Buellton, stated the Friends of the Library has reorganized and is planning fundraising events and she hopes the Library will be moved to its new location soon. CONSENT CALENDAR 1. Minutes of March 9, 2023 City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2022/2023 City Council Meeting Minutes Page 2 April 13, 2023 3. Monthly Treasurer’s Report – February 28, 2023 4. Resolution No. 23-04 – “A Resolution of the City Council of the City of Buellton, California, Authorizing the Filing of a Claim with the Santa Barbara County Association of Governments for Allocation of Transportation Development Act Funds for Fiscal Year 2023-24” 5. Receive and File the 2022 Annual Report on the Status of the General Plan 6. Resolution No. 23-05 – “A Resolution of the City Council of the City of Buellton, California, Adopting the 2022 City of Buellton Annex to the Santa Barbara County Local Hazard Mitigation Plan” 7. Resolution No. 23-06 – “A Resolution of the City Council of the City of Buellton, California, Approving, Authorizing, and Directing Execution of an Amended and Restated Joint Exercise of Powers Agreement Relating to the California Statewide Communities Development Authority” Consent Calendar Item No. 1 was continued to the meeting of April 27, 2023, due to Council Member Hornick’s absence from the March 9, 2023 Council meeting and his abstention from voting on Item 1. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Sanchez, approving Consent Calendar Items 2 through 7 as listed. VOTE: Motion passed by a roll call vote of 3-0. Council Member Hornick - Yes Council Member Lewis – Yes Vice Mayor Sanchez – Yes PRESENTATIONS 8. Proclamation Recognizing National Donate Life Month Vice Mayor Sanchez read the proclamation recognizing April 2023 as National Donate Life Month and thanked Scott Burns for his dedication to this cause. Mr. Burns discussed the importance of organ donation and thanked the Council for their support. 9. Proclamation Recognizing National Child Abuse Awareness & Prevention Month Vice Mayor Sanchez read the proclamation recognizing April 2023 as National Child Abuse Awareness & Prevention Month and thanked Program Director John Crowell for his attention to this cause. Mr. Crowell spoke about Child Abuse Awareness & Prevention Month and thanked the Council for their support. City Council Meeting Minutes Page 3 April 13, 2023 PUBLIC HEARINGS 10. Resolution No. 23-03 - “A Resolution of the City Council of the City of Buellton, California, Approving the Issuance by the California Statewide Communities Development Authority of Multifamily Housing Revenue Bonds for the Polo Village Apartments” RECOMMENDATION: That the City Council consider adoption of Resolution No. 23-03. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: Eric Halter, Project Manager for Palm Communities introduced himself and said he was available for questions. Vice Mayor Sanchez opened the public hearing at 6:30 p.m. There being no public comment, Vice Mayor Sanchez closed the Public Hearing at 6:32 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Sanchez approving Resolution No. 23-03 – “A Resolution of the City Council of the City of Buellton, California, Approving the Issuance by the California Statewide Communities Development Authority of Multifamily Housing Revenue Bonds for the Polo Village Apartments” VOTE: Motion failed by a roll call vote of 2-1, with Council Member Hornick voting no. Assistant Attorney Gutierrez stated the vote must be unanimous. Council Member Hornick – No Council Member Lewis – Yes Vice Mayor Sanchez – Yes MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member Lewis requesting that the Public Hearing for Resolution No. 23-03 be continued to the meeting of April 27, 2023. VOTE: Motion passed by a roll call vote of 3-0. Council Member Hornick – Yes Council Member Lewis – Yes Vice Mayor Sanchez – Yes City Council Meeting Minutes Page 4 April 13, 2023 COUNCIL MEMBER COMMENTS/ITEMS Council Member Lewis requested the architectural drawings for the Library be placed on the April 27 agenda. Council Member Hornick requested that staff look into upgrading the City’s server, installing Ring cameras around town for safety, and requested traffic safety measures (crosswalks/re-striping) be added around Rancho de Maria and Flying Flags RV Resort. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS None BUSINESS ITEMS 11. Discussion Regarding Village Park Playground Facilities RECOMMENDATION: That the City Council discuss the options presented and provide direction to staff regarding the final number of swings and to authorize a budget amendment for the Village Park playground facilities in the amount of $80,000. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed adding an ADA swing. DOCUMENTS: Staff report with attachments as listed in the staff report. DIRECTION: The City Council agreed by consensus to have staff pursue the six (6) swing option that was presented in the staff report. 12. Willemsen Property Lower Parking Lot Plans RECOMMENDATION: That the City Council approve the 95% plans and authorize the City Engineer to approve the final plan set prior to bidding. STAFF REPORT: Public Works Director Hess presented the staff report. City Council Meeting Minutes Page 5 April 13, 2023 SPEAKERS/DISCUSSION: The City Council discussed the following issues: • Asphalt versus paver surface • ADA access • Continuing the parking lot discussion until a decision is made on the use of the house • Installing electric vehicle charging units at the parking lot • Look into grant funding for the parking lot • Walkway lighting DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Council Member Hornick approving the 95% plans and authorizing the City Engineer to approve the final plan set prior to bidding. VOTE: Motion passed by a roll call vote of 3-0.
