PRESENTATIONS 5. Proclamation Recognizing Kyle Abello for his Service to the City of Buellton Mayor King read the proclamation recognizing Kyle Abello for his service to the City of Buellton. The City Council thanked Mr. Abello for his hard work and dedication to the City’s Recreation program. Mr. Abello thanked the Council and staff who helped to grow the Buellton Recreation Center through the years. George Brumfield, Buellton, spoke about working with Kyle at PAWS Park of Santa Ynez Valley and thanked him for his support and partnership. Paul Smith, Buellton Recreation Center, thanked Kyle for all his hard work and dedication to the Rec Center and the City of Buellton. Mayor King called a meeting break at 6:16 p.m. and resumed the meeting at 6:25 p.m. PUBLIC HEARINGS 6. Resolution No. 23-03 - “A Resolution of the City Council of the City of Buellton, California, Approving the Issuance by the California Statewide Communities Development Authority of Multifamily Housing Revenue Bonds for the Polo Village Apartments” Council Member Silva recused himself from participating in Item 6 due to the proximity of his residence to the project location and left the dais at 6:27 p.m. RECOMMENDATION: That the City Council consider adoption of Resolution No. 23-03. STAFF REPORT: City Manager Wolfe presented the staff report. Council Member Hornick - Yes Council Member Lewis – Yes Vice Mayor Sanchez – Yes Mayor King – Yes Council Member Silva returned to the dais at 6:30 p.m. COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick requested that the Arts and Culture Committee look into implementing an instrument donation program for kids in need and said he is willing to work with the Committee on this endeavor. Vice Mayor Sanchez requested that staff look into adding a Ring camera program and additional roadway striping in the City. Council Member Silva requested an update on the broadband equity program. Council Member Silva requested a copy of the road maintenance schedule. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor Sanchez announced that he attended the Central Coast Water Authority (CCWA) Board Meeting and provided an oral report regarding the meeting. Council Member Lewis announced that she attended the Joint-Use Committee meeting and provided an oral report regarding the meeting. Mayor King announced that he and City Manager Wolfe attended the City Leader’s Summit in Sacramento and provided an oral report for the record. City Council Meeting Minutes Page 4 April 27, 2023 Mayor King announced that he attended the City Leadership meeting and provided an oral report regarding the meeting. BUSINESS ITEMS 7. Fiscal Year 2023-24 & 2024-25 Requests for Funding from Outside Agencies RECOMMENDATION: That the City Council consider funding requests from outside agencies. STAFF REPORT: Finance Director Zamora presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the following issues: • Whether the Children’s Museum can be added to the list of funding requests for Fiscal Years 2023-24 & 2024-25 • Setting a funding cap and possibly looking at other agencies that may apply for funding through future budget adjustments Pam Gnekow, Executive Director of the Buellton Senior Center, spoke on behalf of the Foodbank of Santa Barbara County and their generous donations to the community. Lauren Coiro, representing the Foodbank of Santa Barbara County, sent a message to be read into the record addressing the Foodbank’s non-profit funding request. Sue Eisaguirre and Theresa Reilly, representing NatureTrack, addressed the City Council and explained their organization’s non-profit funding request and provided a handout for the record. Deron DeFazio, representing Buellton Community Garden addressed the City Council and explained his organization’s non-profit funding request and provided a handout for the record. Valerie Kissell, representing People Helping People, addressed the City Council and explained her organization’s non-profit funding request. The City Council discussed funding for each of the outside agencies and provided their individual funding allocations for each agency. The average allocations for Fiscal Year 2023-24 and 2024-25 are as follows: • Santa Ynez Valley People Helping People - $13,600 • Foodbank of Santa Barbara County - $8,000 • Santa Ynez Valley Fruit and Vegetable Rescue - $8,400 • NatureTrack - $3,400 • Central Coast Film Society - $1,600 • Buellton Community Garden - $6,400 City Council Meeting Minutes Page 5 April 27, 2023 DOCUMENTS: Staff report with attachments as listed in the staff report. DIRECTION: The City Council agreed to the average funding amounts for non-profit agencies as listed above for Fiscal Year 2023-24 and 2024-25, which will be reflected in the upcoming budget. 8. Determination of Employee Cost of Living Adjustment (COLA) for Fiscal Year 2023- 24 RECOMMENDATION: That the City Council consider approval of a COLA for all full-time regular City employees for Fiscal Year 2023-24. STAFF REPORT: Finance Director Zamora presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the proposed COLA for Fiscal Year 2023-24. MOTION: Motion by Vice Mayor Sanchez, seconded by Mayor King approving a (5.6%) COLA for all regular full-time employees for Fiscal Year 2023-24, effective July 1, 2023. VOTE: Motion passed by a roll call vote of 4-1, with Council Member Silva voting no. Review of Design and Budget for 202 Dairyland Road RECOMMENDATION: That the City Council provide direction on improvement plans for 202 Dairyland Road and approve a budget amendment to the Capitol Improvement Project (CIP) Fund 092-221. STAFF REPORT: Public Works Director Hess presented the staff report. City Council Meeting Minutes Page 6 April 27, 2023 SPEAKERS/DISCUSSION: The City Council discussed the design and budget for 202 Dairyland Road and how to move forward with the process. Correspondence was received and made part of the record from Paul Gelles, Ph.D., Buellton, wherein he discussed his support for moving the Library to the Willemsen house. Paul Gelles, Ph.D., discussed his support for moving the Library to the Willemsen house and stated it would be a great benefit for the entire community. MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member Lewis approving the improvement plans for 202 Dairyland Road and a budget amendment to the Capitol Improvement Project (CIP) Fund 092-221. VOTE: Motion passed by a roll call vote of 4-1, with Council Member Hornick voting no. Council Member Hornick – No Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes MOTION: Motion by Council Member Hornick requesting that staff bring back the improvement plans for further review to determine whether more book shelving is needed. The motion failed for lack of a second. 10. Consideration of Proposal and Award of Contract to Prepare Pre-Approved Accessory Dwelling Unit (ADU) Plans RECOMMENDATION: That the City Council authorize the City Manager to enter into a contract with Workbench/Brockett Architect to prepare pre-approved ADU plans for the City of Buellton for a total contract amount not-to-exceed $45,500. STAFF REPORT: Planning Director Keefer presented the staff report. City Council Meeting Minutes Page 7 April 27, 2023 SPEAKERS/DISCUSSION: Alexandra Sklar with Workbench and Architect Ryan Brockett discussed the proposed contract and how the pre-approved ADU plans will benefit residents and the City of Buellton. MOTION: Motion by Council Member Hornick, seconded by Council Member Silva authorizing the City Manager to enter into a contract with Workbench/Brockett Architect to prepare pre- approved ADU plans for the City of Buellton for a total contract amount not-to-exceed $45,500.
