City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of May 11, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, David Silva (Via Zoom), Vice Mayor John Sanchez, and Mayor Dave King Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Planning Director Andrea Keefer, Finance Director Shannel Zamora (Via Zoom), Public Works Director Rose Hess, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS None CONSENT CALENDAR 1. Minutes of April 27, 2023 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2022/2023 3. Financial Report for the Third Quarter Ending March 31, 2023 4. Resolution No. 23-10 – “A Resolution of the City Council of the City of Buellton, California, Approving a 5.6% Cost of Living Adjustment (COLA) for all Regular Full-Time Employees, Effective, July 1, 2023” City Council Meeting Minutes Page 2 May 11, 2023 5. Resolution No. 23-11 – “A Resolution of the City Council of the City of Buellton, California, Adopting the Fiscal Year 2023/2024 List of Projects Funded by SB1: The Road Repair and Accountability Act of 2017” MOTION: Motion by Council Member Lewis, seconded by Council Member Hornick, approving Consent Calendar Items 1 through 5 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick – Yes Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes PRESENTATIONS None PUBLIC HEARINGS 6. Resolution No. 23-08 – “A Resolution of the City Council of the City of Buellton, California, Adopting a Negative Declaration (23-ND-01) for the 2023-2031 (6th Cycle) Housing Element (23-GPA-01)” Resolution No. 23-09 – “A Resolution of the City Council of the City of Buellton, California, Approving the 2023-2031 (6th Cycle) Housing Element (23-GPA-01)” RECOMMENDATION: That the City Council consider adoption of Resolution Nos. 23-08 and 23-09. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: Veronica Tan with Civic Solutions joined the meeting at 6:25 p.m. and responded to questions from the City Council. The City Council discussed various issues related to the Housing Element. Mayor King opened the public hearing at 6:46 p.m. There being no public comment, Mayor King closed the Public Hearing at 6:47 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. Council Member Hornick - Yes Council Member Lewis – Yes Council Member Silva - Yes Vice Mayor Sanchez – Yes Mayor King – Yes MOTION: Motion by Council Member Lewis, seconded by Council Member Hornick approving Resolution No. Resolution No. 23-09 – “A Resolution of the City Council of the City of Buellton, California, Approving the 2023-2031 (6th Cycle) Housing Element (23-GPA- 01)” including revised Table H-26 – Housing Types Permitted by Zone, which was added to the record. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick - Yes Council Member Lewis – Yes Council Member Silva - Yes Vice Mayor Sanchez – Yes Mayor King – Yes COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick stated the community needs more day care facilities. Council Member Silva questioned whether the Children’s Museum will be allowed to apply for non-profit funding. City Manager Wolfe stated the Children’s Museum funding request will be addressed at the May 25 City Council meeting during budget discussions. Council Member Silva requested that discussion of the budget on May 25 be streamlined to discuss only line items that have changed significantly. Council Member Lewis requested that staff reach out to additional non-profit agencies so they can apply for funding during the next non-profit funding cycle. Annual Report for January 1, 2022 through December 31, 2022 from Visit Santa Ynez Valley RECOMMENDATION: That the City Council receive the 2022 Annual Report from Visit Santa Ynez Valley (VisitSYV). STAFF REPORT: Finance Director Zamora presented the staff report. SPEAKERS/DISCUSSION: Shelby Sim, President and CEO of VisitSYV displayed a presentation of VisitSYV’s 2022 Annual Report and spoke about promoting Buellton. 8. Resolution No. 23-12 - “A Resolution of the City Council of the City of Buellton, California, for the Purpose of Budget Amendments from Operational Changes related to Fiscal Year 2022-23 Budget through the Third Quarter Ending March 31, 2023” RECOMMENDATION: That the City Council consider adoption of Resolution No. 23-12. STAFF REPORT: Finance Director Zamora presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report.
