City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of May 25, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, David Silva, Vice Mayor John Sanchez, and Mayor Dave King Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Planning Director Andrea Keefer (Via Zoom), Finance Director Shannel Zamora (Via Zoom), Public Works Director Rose Hess, and City Clerk Linda Reid REORDERING OF AGENDA City Manager Wolfe requested that Item 4 be removed from the Consent Calendar for discussion. PUBLIC COMMENTS None CONSENT CALENDAR 1. Minutes of May 11, 2023 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2022/2023 3. Monthly Treasurer’s Report – April 30, 2023 5. Acceptance of City of Buellton Transportation Development Act (TDA) Fund Financial Statements for Years Ended June 30, 2022 and June 30, 2021 with Independent Auditor’s Report City Council Meeting Minutes Page 2 May 25, 2023 MOTION: Motion by Council Member Lewis, seconded by Council Member Hornick, approving Consent Calendar Items 1, 2, 3 and 5 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick – Yes Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes 4. Award of Contract for Street Sweeping Services STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: Elaine Castillo, representing SP Maintenance Services, discussed the street sweeping services provided to the City. Ms. Castillo stated the new liability limits required by the City’s insurance company makes it impossible for her company to pay the insurance premium and if the new limits are imposed, SP Maintenance Services will have to withdraw from the request for proposals process. The Council discussed the new liability limits required by the City’s insurance company and agreed by consensus to have staff seek direction from California Joint Powers Insurance Authority (CJPIA) regarding the new liability limits and the City’s exposure if the Council approves lower liability limits from the street sweeping service provider. Council also requested that staff renegotiate with both bidders if the liability limits are lowered and return to Council with recommended action. PRESENTATIONS 6. Presentation of Certificates to Recipients of the Norman and Gale Williams Buellton Education Scholarships Mayor King congratulated Sienna Sherlin and Diego Torres, recipients of the Norman and Gale Williams Buellton Education Scholarships for the 2023-2024 academic year. Representatives from the Williams’ family spoke about the value of education and congratulated the scholarship recipients. PUBLIC HEARINGS None City Council Meeting Minutes Page 3 May 25, 2023 COUNCIL MEMBER COMMENTS/ITEMS Council Member Silva requested and the Council agreed by consensus to have staff look into expanding Library hours. Council Member Hornick questioned whether the “skinny 246” concept of reducing the effective width of Highway 246 through Buellton can be brought forward as a discussion item in advance of its inclusion in the future Circulation Element update. Vice Mayor Sanchez thanked staff for assisting with the Open Streets Event on May 21 and said it was a great event. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor Sanchez announced that he attended the Central Coast Water Authority (CCWA) meeting and provided an oral report for the record. Vice Mayor Sanchez announced that he attended the Buellton Chamber of Commerce and Visitors Bureau board meeting and provided an oral report for the record. Mayor King announced that he attended board meetings for Santa Barbara County Association of Governments (SBCAG) and Air Pollution Control District (APCD) and provided oral reports regarding the meetings. BUSINESS ITEMS 7. Budget Study Session for Fiscal Years 2023-24 and 2024-25 Biennial Budget RECOMMENDATION: That the City Council review the Fiscal Year 2023-24 and 2024-25 City Budget and provide direction to staff as to any desired changes. STAFF REPORT: Finance Director Zamora presented the staff report. DOCUMENTS: Staff Report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed the preliminary City budget and provided requested changes to the Budget and the Capital Improvement Program. City Council Meeting Minutes Page 4 May 25, 2023 Pam Gnekow, CEO of Santa Ynez Valley Community Outreach/Buellton Senior Center thanked the Council for their funding support and discussed how increased food costs have impacted her ability to serve the community. DIRECTION: The City Council directed staff to implement the budget changes as discussed and bring it back for consideration of adoption at the June 8 City Council meeting. CITY MANAGER’S REPORT City Manager Wolfe provided an informational report for the record. CLOSED SESSION ITEMS 8. Closed Session - California Government Code Section 54956.9(d)(4) regarding: POTENTIAL INITIATION OF LITIGATION (1 matter) The City Council met in closed session to discuss Item 8. No reportable action was taken.
