City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of June 22, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, David Silva, Vice Mayor John Sanchez, and Mayor Dave King Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Finance Director Shannel Zamora, Public Works Director Rose Hess, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS A.J. and Janice Tarman, Buellton, requested that staff work with the Santa Barbara County Sheriff’s office and California Highway Patrol to slow traffic speed on the West end of Highway 246 through Buellton and provided a signature petition for the record. CONSENT CALENDAR 1. Minutes of June 8, 2023 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2022/2023 3. Monthly Treasurer’s Report – May 31, 2023 4. Resolution No. 23-16 – “A Resolution of the City Council of the City of Buellton, California, Establishing an Appropriation Limit for Fiscal Year 2023-24” City Council Meeting Minutes Page 2 June 22, 2023 5. Award of Contract for Reservoir 2 Roof Repair Project 6. Consideration of Amended Contract with Wallace Group for Fats/Oils/Grease (FOG), Sanitary Sewer Management Plan (SSMP), and Industrial Discharge (ID) Programs Implementation 7. Authorizing Subordination of Affordable Housing In-Lieu Funds Loan for Polo Village (Palm Communities) Project MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Sanchez, approving Consent Calendar Items as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick – Yes Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes PRESENTATIONS 8. Proclamation Recognizing June 2023 as LGBTQIA+ Pride Month Rebecca August and Pam Gnekow of Buellton, thanked the Council for their support of LGBTQIA+ Pride month. Mayor King read the proclamation recognizing June 2023 as LGBTQIA+ Pride month and presented it to Pride representatives from the Santa Ynez Valley. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Lewis requested and the Council agreed by consensus to have staff look into installing a splash pad in Buellton. Council Member Hornick requested a status pertaining to the installation of a crosswalk between Rancho de Maria and Flying Flags RV Resort and Campground. Mayor King announced he attended the Buellton Chamber of Commerce Mixer at the Santa Ynez Valley Children’s Museum and said it was great. City Council Meeting Minutes Page 3 June 22, 2023 WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor Sanchez announced that he attended the Buellton Chamber of Commerce and Visitors Bureau board meeting and provided an oral report for the record. Council Member Lewis announced that she attended the Library Advisory board meeting and provided an oral report for the record. Mayor King announced that he attended board meetings for Santa Barbara County Association of Governments (SBCAG) and Air Pollution Control District (APCD) and provided oral reports regarding the meetings. BUSINESS ITEMS 9. Award of Contract to California Consulting, Inc. for Grant Writing Services RECOMMENDATION: That the City Council authorize the City Manager to execute the Agreement for grant writing services between City of Buellton and California Consulting, Inc. STAFF REPORT: City Manager Wolfe presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council questioned how the grant writing process will operate. MOTION: Motion by Council Member Silva, seconded by Council Member Hornick authorizing the City Manager to execute the Agreement for grant writing services between City of Buellton and California Consulting, Inc. VOTE: Motion passed by a roll call vote of 5-0. Resolution No. 23-15 – “A Resolution of the City Council of the City of Buellton, California, Adopting a Water Shortage Contingency Plan Pursuant to the State’s Water Code [10609.60]” RECOMMENDATION: That the City Council consider approval of Resolution No. 23-15. STAFF REPORT: Public Works Director Hess presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed the Water Shortage Contingency Plan. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Sanchez adopting Resolution No. 23-15 - “A Resolution of the City Council of the City of Buellton, California, Adopting a Water Shortage Contingency Plan Pursuant to the State’s Water Code [10609.60]” VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick – Yes Council Member Lewis – Yes Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes 11. Authorization to Reclassify the Youth Recreation Coordinator Position to Recreation Coordinator RECOMMENDATION: That the City Council authorize the reclassification of the Youth Recreation Coordinator position to Recreation Coordinator and adopt the associated Recreation Coordinator job description. STAFF REPORT: H.R. Director Reid presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council thanked employee Paul Smith for his hard work and dedication at the Buellton Recreation Center. City Council Meeting Minutes Page 5 June 22, 2023 MOTION: Motion by Council Member Lewis, seconded by Mayor King authorizing the reclassification of the Youth Recreation Coordinator position to Recreation Coordinator and adopting the associated Recreation Coordinator job description. VOTE: Motion passed by a roll call vote of 5-0. CLOSED SESSION ITEMS 12. Closed Session - California Government Code Section 54957 regarding: PUBLIC EMPLOYEE PERFORMANCE EVALUATION - Title: City Manager The City Council met in Closed Session to discuss Item 12. No reportable action was taken.
