City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of May 9, 2024 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick and Elysia Lewis, Vice Mayor David Silva (Via Zoom), and Mayor King Absent: Council Member John Sanchez Staff: City Manager Scott Wolfe, City Attorney Greg Murphy (Via Zoom), Public Works Director Rose Hess, Finance Director Shannel Zamora, Planning Director Andrea Keefer, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS Patty Hammel, Buellton, announced that annual Airport Day is scheduled for Saturday, May 18, from 10:00 a.m. to 4:00 p.m. at the Santa Ynez Airport and invited all to attend. CONSENT CALENDAR Mayor King requested that Consent Item No. 6 be pulled for further discussion and possible modification to Resolution No. 24-11. 1. Resolution No. 24-10 - “A Resolution of the City Council of the City of Buellton, California, Adopting the Fiscal Year 2024/2025 List of Projects Funded by SB1: The Road Repair and Accountability Act of 2017” 7. Request to Pause Lease Payments for AT&T MOTION: Motion by Council Member Hornick seconded by Council Member Lewis, approving Consent Calendar Items 1, 2, 3, 4, 5, and 7 as listed. Resolution No. 24-11 – “A Resolution of the City Council of the City of Buellton, California, Modifying Red Curb on Locations on McMurray Road and Valley Vineyard Circle and Addition of Green Curb/2-Hour Parking on Locations on Valley Vineyard Circle” Mayor King stated that he visited the site at McMurray Road and Valley Vineyard Circle and suggested that staff add additional red curbing on Valley Vineyard Circle, which will be identified on an exhibit attached to Resolution No. 24-11 and brought back for Council approval on May 23. PRESENTATIONS 8. Proclamation Recognizing Peace Officers Memorial Day, May 15, 2024 and National Police Week, May 12-18, 2024 Mayor King read the proclamation recognizing May 15 as Peace Officers Memorial Day and May 12-18 as National Police Week and presented the proclamation to Lt. Valencia. Lt. Valencia thanked the Council for their support of law enforcement. 9. Proclamation Recognizing National Military Appreciation Month Mayor King read the proclamation National Military Appreciation Month and presented the proclamation to Pam Gielow. Ms. Gnekow thanked the Council for their support of veterans. City Council Meeting Minutes Page 3 May 9, 2024 PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick thanked the Buellton Chamber of Commerce and Visitors Bureau for hosting the Buellton Brew Fest on May 4. Council Member Hornick requested that staff look into the potential hazard where kids use the bicycle track at River View Park, as the bike riders race downhill directly into the roadway. Vice Mayor Silva stated he receives numerous complaints of speeding on North McMurray Road and asked the Santa Barbara County Sheriff’s Deputies to visit this area during evening hours. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Hornick announced that he attended a Green Team meeting and provided an oral report for the record. Mayor King announced that he attended the North County Sub-Regional Planning Committee meeting and provided an oral report for the record. BUSINESS ITEMS 10. Urgency Ordinance No. 24-03 – “An Urgency Ordinance of the City Council of the City of Buellton, California, Amending Chapter 19.02.210 of the Buellton Municipal Code, Pertaining to Permit Requirements and Appropriate Zones for Emergency Shelters” RECOMMENDATION: That the City Council consider adoption of Urgency Ordinance No. 24-03. Discussion on Possible Ballot Initiative to Increase Transient Occupancy Tax RECOMMENDATION: That the City Council discuss the matter and direct staff as appropriate on how to proceed. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: The City Council stated it would be good to have the same transient occupancy tax as neighboring City of Solvang and that this tax applies to tourists and not to residents. DIRECTION: The City Council agreed by consensus to direct staff to proceed with bringing back a resolution to initiate a ballot initiative to increase Transient Occupancy Tax. 12. Consideration of Policy for Flying of Flags/Banners at City Facilities RECOMMENDATION: That the City Council direct staff to make changes to the draft policy or direct staff to implement the policy as appropriate. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed adding a flag pole on the Avenue of Flags to fly special request flags. Discussion Regarding Restriping of South Avenue of Flags RECOMMENDATION: That the City Council consider restriping of South Avenue of Flags between the southerly City limits to Highway 246 and incorporate it into the Fiscal Year 2023/2024 Road Maintenance Project. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the pros and cons of adding right turn lanes on South Avenue of Flags at Shadow Mountain Drive and into Flying Flags RV Resort and the best way to bring traffic calming measures to this area of the City. MOTION: Motion by Council Member Lewis, seconded by Council Member Hornick directing staff to restripe South Avenue of Flags, using Option 1, an attachment to the staff report, with no right turn lane into Shadow Mountain Drive but adding a right turn lane into Flying Flags RV Resort and incorporating these changes into the Fiscal Year 2023/2024 Road Maintenance Project.
