CALL TO ORDER
Mayor Silva called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Mel Torres, Buellton, discussed a new 3D visualization app she created that provides 3D
views of what Buellton might look like through a 3D app.
CONSENT CALENDAR
Council Member Hornick requested that Item 6 be pulled for discussion.

MOTION:
Motion by Vice Mayor Lewis, seconded by Council Member Sanchez, approving Consent
Calendar Items 1 through 5 as listed.
VOTE:
Motion passed by a roll call vote of 4-0.

6. Approval of CAPSLO Home Rehabilitation Program – CDBG Fund Allocation
Council Member Hornick questioned whether the mobile home repair funding would still
be available for those in need. Finance Director Zamora stated the repair funding can still
be allocated during the upcoming budget discussions.

Motion by Council Member Sanchez, seconded by Council Member Hornick, approving
Consent Calendar Item 6 as listed.

PRESENTATIONS
City Manager Wolfe introduced Santa Barbara County Sheriff’s Department Lieutenant
Travis Henderson and stated Lt. Henderson will take over as Buellton’s new Lieutenant
beginning in April. The City Council welcomed Lt. Henderson and thanked him for
attending the Council meeting.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez thanked the Buellton Chamber of Commerce and Visitors
Bureau for hosting the Buellton Wine and Chili Festival and stated it was a great event.
Vice Mayor Lewis requested and the Council agreed by consensus to agendize discussion
of placing more dog waste reciprocals throughout the City.
Mayor Silva thanked City Manager Wolfe and Vice Mayor Lewis for attending the District
2 Town Hall meeting.

COMMITTEE REPORTS
Council Member Sanchez announced that he attended the Buellton Chamber of Commerce
and Visitors Bureau board meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Central Coast Water Authority
(CCWA) board meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Sustainable Groundwater
Management meeting and provided an oral report for the record.
Council Member Sanchez announced that he attended the Santa Ynez Valley Community
Aquatics Foundation meeting and provided an oral report regarding the meeting.
Mayor Silva announced that he attended the League of California Cities Channel Counties
Division Dinner in Goleta and provided an oral report for the record.
Mayor Silva announced that he attended the Central Coast Community Energy (3CE) board
meeting and provided an oral report for the record.
Mayor Silva announced that he attended the Santa Barbara County Association of
Governments (SBCAG) board meeting and provided an oral report for the record.

BUSINESS ITEMS
7. Deep Dive: Discussion Regarding Policy on Speed Humps and Other Traffic Calming
Measures on Public Roads
RECOMMENDATION:
That the City Council discuss a formal policy for speed humps and other traffic calming
measures, and provide direction to staff.
STAFF REPORT:
City Manager Wolfe presented the staff report.
DOCUMENTS:

SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
• Locations where speed humps might be installed
• Using the motor officer as a deterrent to speeding rather than adding speed humps
• Moving the speed trailer around town to deter speeding
Mel Torres, Buellton, discussed using a 3D app to help display how speed humps might
look.
DIRECTION:
The City Council agreed by consensus to defer any speed hump policy at this time.
8. Determination of Employee Cost of Living Adjustment (COLA) for Fiscal Year 2025-
26
RECOMMENDATION:
That the City Council consider an employee COLA for Fiscal Year 2025-26 and provide
direction to staff accordingly.

Finance Director Zamora presented the staff report.

SPEAKERS/DISCUSSION:
The City Council discussed employee COLA options for Fiscal Year 2025-26.
MOTION:
Motion by Council Member Hornick, seconded by Vice Mayor Lewis approving a 5%
COLA for all regular full-time employees for Fiscal Year 2025-26, effective July 1, 2025.

RECOMMENDATION:
That the City Council consider adoption of Resolution No. 25-09.

Regarding Mid-Year Budget Amendments for FY 2024-25”
