City Manager Review: SW Council Agenda Item No.: 2 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of April 10, 2025 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Vice Mayor Lewis called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Member Hudson Hornick, Council Member John Sanchez, and Vice Mayor Elysia Lewis Absent: Mayor David Silva Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Finance Director Shannel Zamora (Zoom), Planning Director Andrea Keefer, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS None CONSENT CALENDAR Council Member Hornick requested that Item 5 be continued until after the Special budgetary meeting scheduled for April 12, 2025. 1. Minutes of March 27, 2025 City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for FY 2024/2025 3. Resolution No. 25-12 – “A Resolution of the City Council of the City of Buellton, California, Approving a 5.0% Cost of Living Adjustment (COLA) for all Regular Full-Time Employees, Effective, July 1, 2025” City Council Meeting Minutes Page 2 April 10, 2025 4. Acceptance of Public Water Line Easement (Palm Communities) MOTION: Motion by Council Member Sanchez, seconded by Council Member Hornick, approving Consent Calendar Items 1 through 4 as listed. VOTE: Motion passed by a roll call vote of 3-0. Council Member Hornick – Yes Council Member Sanchez – Yes Vice Mayor Lewis – Yes 5. Award of Contract for the Library/Field Parking Lot Project Public Works Director Hess stated the vendor contract for the Library/Field Parking Lot Project calls for the City to sign the contract within 45 days (April 27, 2025). The Council agreed by consensus to continue Item 5 to the meeting of April 24 for further discussion and action. PRESENTATIONS 6. Proclamation Recognizing National Donate Life Month – April 2025 Vice Mayor Lewis read the proclamation recognizing April 2025 as National Donate Life Month and thanked Scott Burns for his dedication to this cause. Mr. Burns discussed the importance of organ donation and thanked the Council for their support. 7. Proclamation Recognizing Child Abuse Awareness and Prevention Month Vice Mayor Lewis read the proclamation recognizing Child Abuse Awareness and Prevention month. Ann McCarty, Executive Director of the North County Rape Crisis and Child Protection Center accepted the proclamation and discussed the importance of Child Abuse Awareness and Prevention. 8. Proclamation Recognizing Sexual Assault Awareness and Prevention Month Vice Mayor Lewis read the proclamation recognizing Sexual Assault Awareness and Prevention month. Ann McCarty, Executive Director of the North County Rape Crisis and Child Protection Center accepted the proclamation and discussed the importance of Sexual Assault Awareness and Prevention. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS None City Council Meeting Minutes Page 3 April 10, 2025 WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Sanchez announced that he attended the Arts & Culture Committee meeting and provided an oral report for the record. Council Member Sanchez announced that he attended the Sustainable Groundwater Management meetings and provided an oral report for the record. BUSINESS ITEMS 9. Discussion of United Way of Santa Barbara County’s Brighter Futures Childcare Initiative RECOMMENDATION: That the City Council receive the presentation from the United Way and direct staff to take further action as appropriate. STAFF REPORT: City Manager Wolfe presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Steve Ortiz and Rose Levy, representing United Way Brighter Futures Childcare discussed their initiative and answered questions from the City Council. The Council thanked Mr. Ortiz and Ms. Levy for their work on this project and directed staff to bring back discussion of creating a land use exemption for the childcare initiative. Scott Burns, Santa Barbara, discussed the lack of child care and adequate pay for teachers and thanked the Council for supporting this issue. DIRECTION: The City Council agreed by consensus to direct staff to bring back an item for discussion regarding the creation of a land use exemption for the childcare initiative and adding this item to the Special budget meeting discussion on April 12, 2025. City Council Meeting Minutes Page 4 April 10, 2025 10. Resolution No. 25-07 - “A Resolution of the City Council of the City of Buellton, California, Regarding Parking Restrictions for Transit Stop at New Library” RECOMMENDATION: That the City Council consider adoption of Resolution No. 25-07. STAFF REPORT: Public Works Director Hess presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed using signage rather than a red curb to allow for transit bus stops adjacent to the Library. MOTION: Motion by Council Member Sanchez, seconded by Council Member Hornick adopting Resolution No. 25-07 - “A Resolution of the City Council of the City of Buellton, California, Regarding Parking Restrictions for Transit Stop at New Library” with changes to Section 3 of the Resolution and to Exhibit A. VOTE: Motion passed by a roll call vote of 3-0.
