Approval of Memorandum of Agreement and Internal User Agreement for Genasys EVAC Solution in Conjunction with Santa Barbara County Office of Emergency Management MOTION: Motion by Council Member Sanchez, seconded by Council Member Hornick, approving Consent Calendar Items 1 through 5 as listed. Public Hearing on Status Vacancies, Recruitment, and Retention Efforts – Government Code Section 3502.03 City Attorney Gutierrez announced that the agendized public hearing is a new legal requirement that does not require Council action and is a receive and file item only. RECOMMENDATION: That the City Council conduct a public hearing and receive and file the report regarding current vacancies, recruitment, and retention efforts as required by Government Code Section 3502.3. STAFF REPORT: Finance Director Shannel Zamora presented the staff report. SPEAKERS/DISCUSSION: Mayor Silva opened the public hearing at 6:07 p.m., there being no public comment, Mayor Silva closed the public hearing at 6:08 p.m. DIRECTION: The City Council agreed by consensus to receive and file this item. City Council Meeting Minutes Page 3 May 22, 2025 COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick requested that the new Library be provided with additional books, and a staff panic button. Council Member Hornick requested, and the Council agreed by consensus to agendize discussion regarding funding for the Santa Ynez Valley Community Aquatics Center at the July 10th Council meeting. Council Member Hornick questioned the status of the employee home loan assistance program. Mayor Silva requested recognition of the AmeriCorps Program and the Santa Barbara County Service Corps via a proclamation at the June 12th Council meeting. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Sanchez announced that he attended the Central Coast Water Authority (CCWA) board meeting and provided an oral report for the record. Council Member Sanchez announced that he attended the Sustainable Groundwater Management meeting and provided an oral report for the record. Council Member Hornick attended an Early Childhood Education meeting and provided an oral report for the record. Council Member Hornick announced that he attended the Green Team meeting and provided an oral report for the record. Mayor Silva announced that he attended two Santa Barbara County Association of Governments (SBCAG) meetings and provided oral reports for the record. Consideration of Arts and Culture Project Applications: A. Buellton Fall Fest B. Santa Ynez Valley Wind Ensemble RECOMMENDATION: That the City Council consider funding for the Arts & Culture projects listed above. STAFF REPORT: Recreation Coordinator Firey presented the staff report. SPEAKERS/DISCUSSION: A. Buellton Fall Fest Council Member Sanchez stated that he has a conflict of interest with the Buellton Fall Fest item, due to a family member working for En Fuego Events. Vice Mayor Lewis is absent from the meeting and therefore, there would not be a quorum to vote on this item, so it will be tabled to the Council meeting of June 12. DIRECTION: The City Council agreed by consensus to table the funding request for Buellton Fall Fest to the Council meeting of June 12, due to Council Member Sanchez’s conflict of interest with the item and the lack of a quorum due to Vice Mayor Lewis’s meeting absence. SPEAKERS/DISCUSSION: B. Santa Ynez Valley Wind Ensemble DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Hornick, seconded by Council Member Sanchez, approving the funding of $750 in support of the Santa Ynez Valley Wind Ensemble. Approval of Scope of Work with Associated Transportation Engineers (ATE) for: a) Assistance with Identification of Issues and Developing Policy & Local Standards Pertaining to Traffic and Circulation Related to the Comprehensive General Plan Update; and b) Updating the Interim Traffic Impact Analysis Guidelines RECOMMENDATION: That the City Council authorize the City Manager to enter into an agreement with Associated Transportation Engineers in an amount not-to-exceed $16,000 for assistance with developing local thresholds related to traffic, circulation and mobility for the General Plan Update. STAFF REPORT: Planning Director Keefer presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. Budget Study Session for Fiscal Years 2025-26 and 2026-27 Biennial Budget RECOMMENDATION: That the City Council review the Fiscal Year 2025-26 and 2026-27 City Budget and provide direction to staff as to any desired changes. STAFF REPORT: Finance Director Zamora presented the staff report. DIRECTION: The City Council directed staff to bring back resolutions for consideration regarding increased medical allowance and housing allowance for all full-time regular employees and increased pay for department heads at the June 12th Council meeting; with consideration of budget adoption at the June 26th Council meeting.
