A.J. Tarman, Buellton, thanked staff for the new speed signs and the full-time motor officer. Mr. Tarman also discussed the architecture style for the proposed project at the Pea Soup Andersen’s location and asked the City Council to consider purchasing the property where Pea Soup Andersen’s is located. Proclamation Recognizing June 2025 as LGBTQIA + Pride Month Mayor Silva read the proclamation recognizing LGBTQIA + Pride Month and presented the proclamation to Adriana Reyes, representing SYV Pride. Ms. Reyes spoke about the importance of honoring LGBTQIA + Pride Month and thanked the Council for their support. Jules Bianco, Buellton, spoke in support of Pride Month and thanked the Council for their support. Resolution No. 25-13 – “A Resolution of the City Council of the City of Buellton, California, Regarding the Commitments and Publishing the Report Required by Central Coast Water Authority Resolution Nos. 92-02 and 92-11” RECOMMENDATION: That the City Council consider approval of Resolution No. 25-13. Mayor Silva opened the Public Hearing at 6:45 p.m. There being no public comment, Mayor Silva closed the Public Hearing at 6:46 p.m. MOTION: Motion by Vice Mayor Lewis, seconded by Mayor Silva, approving the introduction and first reading of Ordinance No. 25-05 – “An Ordinance of the City Council of the City of Buellton, California, Adopting and Designating Fire Hazard Severity Zones in the City of Buellton” by title only and waive further reading with a staff correction to the referenced Chapter number, which should be 8.12.030, rather than 18.12.030. VOTE: Motion passed by a roll call vote of 4-0. Council Member Hornick – Yes Council Member Sanchez – Yes Vice Mayor Lewis – Yes Mayor Silva – Yes COUNCIL MEMBER COMMENTS/ITEMS Council Member Sanchez announced that the machinery noise being heard in the City is a result of work being performed by Sable Offshore and he stated that the noise is temporary. Council Member Sanchez requested that staff schedule a Special Council meeting to discuss the Hundred Hills School project. Council Member Hornick requested an update on extending Library hours. City Manager Wolfe stated that Library staff is collecting data from Library patrons as to the need to extend open hours at the Library. Council Member Hornick requested vehicle speed control on Shadow Mountain Drive in Rancho de Maria. Vice Mayor Lewis thanked the Recreation Center staff for their hard work and dedication to making Summer Camp a wonderful experience for kids and parents. Mayor Silva thanked staff and others for organizing the City in the Schools Program and said that students are great participants in the annual event. Mayor Silva thanked staff for their continued efforts to mitigate issues during the McMurray Road widening project. Mayor Silva requested that staff consider leaving the large meeting room at the Library as one room, rather than erecting a partitioning wall, so the public can use the whole room. City Council Meeting Minutes Page 5 June 12, 2025 WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Hornick announced that he attended a Green Team meeting and provided an oral report for the record. Mayor Silva announced that he attended the Santa Ynez Valley Economic Summit in Solvang and the Visit SYV Annual Board meeting and provided oral reports for the record. BUSINESS ITEMS 9. Consideration of Arts and Culture Project Applications - Buellton Fall Fest Council Member Sanchez recused himself from this item due to a conflict of interest with Agenda item 9 and left the dais. RECOMMENDATION: That the City Council consider funding for the Buellton Fall Fest. STAFF REPORT: Recreation Coordinator Firey presented the staff report. SPEAKERS/DISCUSSION: Applicant Andres Nuños from En Fuego Events discussed the Fall Fest application and answered questions from the Council regarding the event. MOTION: Motion by Mayor Silva, seconded by Council Member Hornick, approving the funding of $8,000 in support of live music expenses at Buellton Fall Fest. Resolution No. 25-17 – “A Resolution of the City Council of the City of Buellton, California, Fixing the Employer’s Contribution Under the Public Employees’ Medical and Hospital Care Act at an Equal Amount for Employees and Annuitants and Revoking Resolution No. 22-10” Council Member Sanchez recused himself from this item due to a conflict of interest with Agenda Item 10 and left the dais. RECOMMENDATION: That the City Council consider adoption of Resolution No. 25-17. STAFF REPORT: Finance Director Zamora presented the staff report.
