Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:31 AM, Tuesday, July 19, 2022 by Vice-chair Dennis Heap. Additional Board Members present were Taylor Albrecht, Andy Krawciw, Mark Muller, Jerry Steinauer, and Wayne Lee. Airport Operations Chandra Swanson and Buena Vista Town Trustee Liaison Sue Cobb also attended. There was no attendance by Zoom Meeting. Board members not present: Dan Courtright, Bob Dimmitt, Airport Manager Jack Wyles. II. Pledge of Allegiance Heap led in the Pledge of Allegiance. III. Public Comment There was no public comment. IV. Approval of Minutes – June 21, 2022 Jerry moved and Mark seconded a motion to approve the June 21, 2022 minutes which was unanimously approved. V. Reports A. Operations Chandra presented the operations report. Gavin back working. Rehab relocation 75%. Fixed fence on S. end. Chris Greene did brush truck training. Will attend DIA equipment surplus sale on 17 – 18 August. Looking for front loader and/or skidsteer. Roof work is being done, skylights in hangar replaced, very good work being done. Ops are up a little. Both JetA and 100LL are behind for the year but expected to increase as testing starts. 100LL significantly down for the month of June. Heap asked if we have seen HAATS. Chandra said yes, perhaps on par with 2020. AIRPORT ADVISORY BOARD Page 1 of 1 Regular Meeting, July 19, 2022  B. Financial Michelle is no longer Treasurer and Phillip has assumed the position. There may be a little delay due to the transition. Heap asked Cobb if the Town reviews the airport budget, and she said yes. There are not questions at the moment. VI. Old Business A. Hangar Development – Letter of Intent Chandra reported the letter have been reviewed by Town attorney and it is back in management hands for suggested updates. B. October Open House / Fly-In Heap showed a plan for the fly-in. P-51 is confirmed. Other aircraft are likely. Might adjust the date to the 8th if needed for coordination of the aircraft. C. UAS Office Space Dennis said we will close the UAS Office item. Jack will make the weather room available for UAS storage and office use. By storing high tech equipment at the airport it will be safeguarded and close to Drone Training Park and airport conference room for training use. VII. New Business A. Jerry Steinauer Advisory Board Resignation Jerry indicated that he would like to continue serving on the board. Therefore, he rescinded his resignation. As a result, Andy continues as an Alternate i. Andy Krawciw Voting Advisory Board Member B. UAS Roundup September 11 & 12, 2022 Heap mentioned the schedule of the Roundup. VIII. Other Business A. Jerry Steinauer – History Jerry was Mayor when the airport was started. He gave some history about the development of the airport. 1980 it was a dirt runway. He talked about Southard and others participation in the development. First runway was the taxiway. It was 9,000’ long. The Town only paid for was a bond issue for $200K to buy the oil for the asphalt. Then they got FAA funding for the runway. Crosswind runway cut was made a long time ago. Never used but you can see it. Jerry has Ron Southard’s history of the airport which is very thick. He and Dr. Howard developed. The terminal buildings were built in Telluride, Eagle and BV. There were issues between the Town and Mr. Southard. Sue Cobb – Town has a finalist for the new Town Administrator. Lisa Parnell Rowe. Full board meets next Tuesday. Planning & Development Director for Hastings, NE. IX. Jack Family Emergency (July 11 – Aug 14). Randy VC (Aug 11 & 12). • Airport Business: FAA coming for triennial compliance site inspection: Mon, Aug 15. o Aeronautics Grant Resolution 22-AEJ-01 signed by Town (Reso 62). PO processed by CDOT. Notice to Proceed issued. CDOT would like to take our proposed amendment to the CAB for consideration to add additional state matching funds based on the larger than expected federal award at their Aug 31st meeting. o HAATS BBQ: Moved to Aug 25. Ft Carson aircraft may join as well. Will need help from AA Board. • Operations: Currently at max summer ops. o AGUSTA-PHILLY were on site Sun, Jul 31 – Mon, Aug 8 with 139 helo. Boeing/AF personnel on site in conjunction. TENTATIVE: Return for last 2 weeks of September pending shared hangar space with Leo-UK 101. o LEONARDO-UK still coming Aug 24 (1 helo) to Sept 30 with 101 helo. o Boeing has inquired about hangar space through Oct-Nov. Aircraft unknown. o Jet A fuel load received on Fri, Jul 29. Ordered another load for delivery next week. Fuel prices are finally leveling off. We will not change our retail prices yet since margins are still half of optimal levels. o Will provide LZ and will be hosting parachutists in the SRE building during the Tomato War event (Sat, Sept 17 in Salida this year). Will need to coordinate airspace to manage potential conflicts with testing aircraft. • Equipment / Maintenance: Terminal and executive hangar roof repairs complete. No leaks!!! o AP staff will attend the annual DIA Surplus Preview and/or Sale: Wed, Aug 17 & Thu, Aug 18. This letter establishes the Central Colorado Regional Airport’s (CCRA) safety policy statement. With continued growth, increasing operations and more capital improvements breaking ground, this is the time to renew our commitment to ensuring a safe environment for our community, our employees and our customers. 2. CCRA Management is responsible for proactive measures to identify hazards, assess risk, and correct hazards or apply mitigating controls as appropriate, everywhere on airport property. The airport manager is the accountable executive for all of the airport’s safety related matters. 3. The airport’s proactive safety processes will be organized under a Safety Management System (SMS) to ensure a coordinated and consistent approach to managing risk. The airport operations specialist will lead the execution of processes under the SMS. The airport advisory board will assist the airport staff by providing advice, audits and oversight of the SMS. Hazard reports and associated risk management actions will be documented via the airport’s risk management program. 4. In any decision-making process related to planning and execution of airport operations, safety will always have the highest priority above every other consideration. Everyone involved in airport operations contributes to maintaining a safe operating environment. As such, every employee, every customer and every visitor to our airport is empowered to report hazardous conditions they observe, by any means available. Airport management, with the assistance of the airport advisory board, will follow up on every report by assessing the risk, applying mitigating controls when a hazard cannot be immediately corrected. 5.
