Buena Vista Water Advisory Board Minutes of August 18, 2022 Call to Order Meeting called to order by Kelly Collins at 6:36 pm at BV Community Center & on a Zoom format Attendance and Introductions In attendance were: Jerry Steinauer, Roy Gertson, Kelly Collins , Andrew Rice, Shawn Williams, Rick Bieterman, Tony La Greca , Al Smith & Mark Jenkins ( via Zoom), Agenda Adoption Motion By Jerry , 2nd by Rick to approve agenda as presented, mo- tion carried Approval of Minutes Minutes from August 23, 2022 Motion by Jerry , 2nd by Tony to approve the minutes. Vote by members approved. Public Comment; none Business :1. Shawn proceeded talked about Water plant grants from CWCB , DOLA,& SRF funding. Stanek Engineering awarded the contract for the CMAR ( construction Manager). EA of the Gorrel expansion comments should be received soon. DeWind Construction to begin November 2022 on Gallery expansion with projected flows of 800 rpm. 18 month construction window till June 2024. Customer water rates have already been adjusted for the expansion project costs Unaccountable water around 15% Proceeding with improvements for Ivy League Pump station to Fill upper- Zone 1. MG tanks. Working on well #3 improvements & new well #4 along River Park property. Contractor Ton Dea has been contracted to proceed. Joel is working on augmentation water for the Arkansas River wells. 2. Conservation planning, Rick & Kelly on this committee e-mailed info ideas to proceed with a Conservation plan for Buena Vista. Board discussed concepts for a plan ; 1. Rate structure tiered to reward conservation 2. Volunteer outdoor water restrictions 3, Low volume fixtures 4. Irrigation efficiency improvements 5. Education and Public Relations programs Kelly, Tom , & Rick to prepare a draft plan. A Municipal Code change could include Water Conservation Chapter. Sourcewater Protection , Roy and Kelly comprise this committee Kelly mentioned CWCB ( Colorado Water Conservation Board) has grant funding for projects. A Groundwater flow analysis just west of Gallery water system could be a potential project. A cost analysis is necessary to proceed with request to Town Council. Motion by Tony and 2nd by Rick approved to begin . Shawn will install four water shed signs along the roadway entries to the BV watershed , which encompasses the Cottonwood Drainages. Watershed is experiencing a extreme Douglas Fir Tree die off. Tony mentioned to check out the Rio Grande Restoration plan for current research on water sheds 4. Water Storage, Jerry talked about aquifer storage and the restrictions & questions of feasibility. Cottonwood Lake project to lower the dam discharge was discussed. Jerry thought dredging the Lake someday will be needed. Some irrigation improvements are needed for the Dry water right , north of Buena Vista. A better use and documentation will improve the consumptive use value of these rights. Other Business: Jerry state this would be his last meeting on this Advisory Board . Members thanked & commented on Jerry’s valuable input and dedication for The Town’s Water System. Next meeting: October 18, 2022 Seeing that there was no further business, a motion to adjourn was requested Motion by Jerry , second by Kelly to adjourn the meeting at 8:29 PM. Motion carried.
