AGENDA FOR THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, COLORADO October 8, 2019 Regular Meeting at 7:00 PM at the Buena Vista Community Center Piñon Room – 715 East Main Street, Buena Vista, Colorado THE BOARD OF TRUSTEES MAY TAKE ACTION ON ANY OF THE FOLLOWING AGENDA ITEMS AS PRESENTED OR MODIFIED PRIOR TO OR DURING THE MEETING, AND ITEMS NECESSARY TO EFFECTUATE THE AGENDA ITEMS I. CALL TO ORDER II. ROLL CALL III. PLEDGE OF ALLEGIANCE IV. AGENDA ADOPTION The Board approves the agenda at the start of the meeting including modifications. V. CONSENT AGENDA Approval of matters that are routine in nature that require review and/or approval, i.e. minutes and reports. (Professional Service Agreements (PSA) that exceed $25,000.00 require the Consent Agenda to be approved by a Roll Call vote) A. Minutes 1. BoT Regular Meeting – September 24, 2019 B. Police Chief Report C. Fire Chief Report D. Adoption of Resolution No. 37, Series 2019 entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING AN AMENDMENT TO THE BUILDING INSPECTION AND APPEALS BOARD INTERGOVERNMENTAL AGREEMENT”? Approve the revised Building Inspection and Appeals Board Intergovernmental Agreement with the Chaffee County Development Services Department. VI. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak up to 3 minutes for matters not on the agenda or for agenda items not scheduled for Public Hearing. Neither Town Board nor Town staff should be expected to respond to matters raised in the Public Comment segment of Board meetings. Nevertheless, Board members will always retain the right to ask questions of the speaker and to respond then or at a later time to remarks made by any citizen. VII. BUSINESS ITEM A. Chaffee County Community Foundation The Board will receive from information Joseph Teipel on how the Chaffee County Community Foundation will administer the town’s community grant requests. B. Facility Fee Schedule Concepts for 2020 The Board will review information related to purposed fee increases for renting Town facilities. This Agenda may be Amended Posted at Buena Vista Town Hall, www.buenavistaco.gov, Post Office, and Public Library on Friday, October 4, 2019  C. Should the Board of Trustees approve adoption of Resolution No. 38, Series 2019 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR RECREATION GRANT FROM THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND FOR SUNSET VISTA PARK.”? The Board will consider approving a resolution supporting the GOCO grant application for Sunset Vista Park. D. Municipal Services Area Map (MSA) for Buena Vista and Intergovernmental Agreement (IGA) with Chaffee County The Board will consider approving the Municipal Services Are map related to growth and development with Buena Vista’s Three-Mile Growth Area. E. Public Hearing - 2020 Budget Presentation Town Treasurer Michelle Stoke will present the 2020 preliminary budget to the Board, and set the dates for budget public hearings. VIII. STAFF REPORTS 1.
