ROLL CALL Commissioners Mary Therese Anstey, Jo Reese, Suzy Kelly, Nancy Locke (via phone), John O’Brien, and Melanie Roth attended. Joel Benson and Jamie Graves attended on behalf of the Town. Members of the public in attendance: Samuel Thurman, Jack Thurman, Mike Thurman, Bill Bryans, Stephen Turk, and Laura Turk. Tom Warren joined via Zoom. AGENDA ADOPTION Agenda was approved unanimously. APPROVAL OF MINUTES – May 2, 2024 The minutes were approved unanimously PUBLIC COMMENT Watershed NP Inc. requested the HPC authorize Mary Therese to issue a letter of support for the Grove Preschools grants from Colorado Dept of Early Childhood – Employer Based Childcare and Colorado Public Building Electrification BUSINESS ITEMS 400 West Main Street renovation review - The Turk family presented the renovation plans for their project. After discussion all commissioners supported the renovation design. The Orpheum 409-415 E Main Street - Mike Thurman presented the proposed project for the Orpheum building: removal of the shed roof canopy from the north elevation (façade) and replacing it with a structural steel balcony covering the sidewalk/ similar to the existing canopy. One window on the north elevation of the building would be replaced with a door to access the new balcony. The commissioners suggested Thurman contact History Colorado to discuss the changes to the National Register-listed building to see if the proposed change could be eligible for tax credits. Topaz Lodge, 115 US Highway 24 - Tom Warren requested ideas for the property if the existing motel were demolished and a new, multistory building constructed. There was a discussion of the significance of postwar roadside resources, with multiple commissioners requesting the distinctive sign be retained. The commissioners also suggested Warren consider a contemporary interpretation of the historic buildings on the north side of E. Main or possibly the new infill building in Leadville (Treeline Kitchen). Possible MU-MS code revisions - John discussed the proposed revisions. There was a lengthy discussion with comments from both the commissioners and staff. These comments focused on the importance of size and scale, materials, window patterns, setback of upper stories, and other relevant topics. John requested comments and promised to provide a revised version of the proposed changes in the next 2 weeks. John will revise a draft for the HPC’s review before scheduling a work session with Planning HPC Vacancy - The commissioners met with Bill Bryans, who had submitted his application to join the HPC. The commissioners voted to recommend to the Trustees that Bill Bryans be appointed to the HPC as an alternate commissioner. Updates from related organizations and general discussion - Melanie provided the exciting news that a project at St Elmo was awarded a $175k grant from History Colorado. Next meeting – July 11, 2024 STAFF UPDATES Jamie noted that the kick off for the Town’s comp plan will be June 20th Open House at 5pm. ADJOURNMENT The meeting was adjourned at 5:10 pm.
