Minutes for the Mee�ng of the Recrea�on Advisory Board Wednesday, January 17, 2024, 7:30-9:00 AM Call to Order: A special mee�ng of the Recrea�on Advisory Board was held on Wednesday, January 17, 2024, at the Community Center, 715 E. Main Street, and remotely via Google Meets. McKenzie Lyle called the mee�ng to order at 7:34 am. Roll Call: Members in atendance were McKenzie Lyle, Luke Urbine, Marcus Trustee, Danielle Ryan, and Gary Crowder. Also in atendance, Recrea�on Director Shane Basford, Special Events Coordinator Annie Carlson, Trustee Devin Rowe, Recrea�on Advisory Board applicant Kelly Matkovich and poten�al RAB applicants and community members Derek Haynes and Laura Turk. Approval of the Agenda: Gary Crowder mo�oned to approve the agenda as writen. Mo�on was seconded by Danielle Ryan and the mo�on passed unanimously. Approval of the Minutes: Gary Crowder mo�oned to approve the November minutes as writen. Mo�on was seconded by Danielle Ryan, and the mo�on passed unanimously. Public Comment: No one was here for public comment. New Business: I. Prospective Rec Board Member Introductions a. Each prospective Rec Advisory Board member gave a brief introduction. Laura Turk has been in BV for 5 years and has been involved with the planning and building of Billy Cordova Park. Has not submitted an application but is interested. Kelly Matkovich has been in BV for 3 years, currently works remotely and is looking to get more involved with the local community. Kelly has submitted a RAB application. Derek Haynes and his family will be relocating to BV soon. He is interested in what BV offers recreationally for his family. II. Fee Reduction Policy Update Discussion a. The Rec department presented the board with a draft for an update to the current fee reduction policy to include fee reductions for capital project donations. This update and clarification are at the request of the Board of Trustees. b. There was feedback that it should clarify that the donation needs to be at/or above the special event invoice cost. Also feedback that it should reset every calendar year not a year after donation for ease of tracking. III. Boys and Girls Club Site Plan Feedback a. There was discussion about the outdoor playground and wanting to collaborate on the design. The B&G playground in Salida is enclosed and the pros and cons of it being fenced were discussed. The recommendation is that there is some natural fencing to keep kids out of the street and parking lot but would be nice for the public to be able to use when B&G is not in session. b. The plan features an 8 ft sidewalk with no bike lane which matches the existing infrastructure on Cedar St. There was also discussion of Town connecting the sidewalk from APES to B&G so that kids have a safe route to and from. The lot owned by the Town does not currently have a sidewalk. c. McKenzie’s submitted comment on the design proposal: The RAB is in favor of natural fencing around the playground to keep kids out of alley and parking lot and would like to see a play structure different from the ones around town. We are also in favor of the low water use landscaping seen in the design. The trees and lighting in the parking lot are overlapping and may cause problems. We would also like to see a family restroom or single stall restroom and add a changing stall to the already existing bathrooms. Finally, we would like to ensure that all basketball hoops can lower to 8 ft to accommodate rec programs. Ongoing Business: I. Recreation Staff Report Discussion a. Billy Cordova Memorial Park Updates i. Shane discussed that it was determined that town staff will be taking the lead on art & memorial efforts, the plan is to put out an RFP to community in the near future. b. BV Rec Staffing Updates i. The Rec department interviewed 4 candidates for Rec Admin Assistant. The job was offered to Jill Maher who accepted and will start Feb 1. ii. The Rec department interviewed 3 candidates for Program Coordinator, we are still calling references with an offer likely soon. iii. There was discussion of asking Jason Maher from the Trails Advisory board to join RAB meetings quarterly. It was discussed that the TAB and RAB will start sharing informal meeting minutes to be able to review and ask timely questions of one another. The goal is to be more collaborative with the Trails Advisory Board. II. Disc Golf Course Tree Clearing Follow Up a. Earl provided an update that the Disc Golf Club came to the Trails Advisory Board. The TAB informed the club of the policy that they need a permit to cut down trees on town property. The Disc Golf club said most trees cleared were already dead. The plan is to loop in Alison with the Parks department to create guidelines for maintenance of course and will be included in the updated MOU with Disc Golf Club. III. Review Municipal Code for Trail and Transportation Building Requirements a. McKenzie gave a summary of the RAB’s conversation with Town Admin Brian Berger about RAB recommendations to new developers and inconsistencies across town. Planning has recommended we draft a one-pager of recommendations to give to developers early in the process until something can be officially added to code. RAB’s long term plan is to familiarize itself with land-use and transportation code to give recommendations when the time comes after the comp plan is finished. IV. Board Pulse a. Devin – The BoT are in the process of purchasing 50-acre feet of water from the Upper Ark. This provides water for a few hundred houses. There are 2 upcoming ballot measures – one to change election to coincide w/ county which would save the town thousands of dollars and two changes the law so that town only must publish ordinance titles instead of the entire ordinance which would also save the town thousands of dollars per year. b. Luke – The dam in Salida is officially down, with this change to the river layout there have been preliminary discussion about tubing operations from Big Bend to Salida. Lots of questions and pushback on this topic. The Scout wave reconstruction starts 1/17, the current timeline is for work to be done on this project around March. c. Earl – All 3rd graders in BV & Salida will receive a free life jacket and participate in a river safety class. Students can also turn in lifejackets to AHRA once they have outgrown them and receive an adult jacket. Adjournment: McKenzie Lyle adjourned the mee�ng at 9:08 AM.
